2 When they hit the towboats that push the barges the barges then drift free and clutter the channel. You then have to dispatch another boat to recover the barge. They aren't necessarily sinking these ships but they are hitting the bridges and making them uncontrollable. Channels are only so wide and it is getting crazy trying to get the uncontrolled vessels corralled and out of the way so that planned traffic can transit. What to me is amazing is that it took so long for them to come up with this strategy.
