1 The structure has four layers. Each answers a different question. Layer 1 decides whether to act. Layer 2 decides how many show up. Layer 3 decides what happens on the ground. Layer 4 keeps the whole thing running across days.

8 I think a simple acknowledgement that people who do not wear uniforms pose as much a threat as soldiers in uniform, would suffice.

If pressed: Upper Leadership should get the gallows for their role in the subversion of the Republic. Families should be denaturalized and deported. And a decimation should be declared for the pencil pushers. One out of ten might be too harsh; one out of fifty is a good compromise.
