4 In game-theory speak, this is known as cheap talk. It means pretty much what you think it means. Cheap talk makes for great press releases, but it does not have much weight when it comes to negotiating.

The opposite of cheap talk is a costly threat. An example would be moving a couple of aircraft carriers into strike range.
