1 A fire will not destroy a sugar cane crop- a cane field is burnt every year before harvest, to remove the huge amount of dead leaves and trash. Though an out of burning season fire could be a problem.

Not the entire island. The eastern half is the Dominican Republic, a relatively normal country by Caribbean standards (Haiti is #9 on the List of Messed-Up Places while the Dominican Republic comes in at #108)
