1 California to benefit with addition of prison jobs. I recommend a temporary 10% per gallon increase in California gasoline and diesel fuel tax to cover the cost.

6 It will take $1B or more to reopen Alcatraz as a prison. And the O&M would be pretty high also.

It can be done less expensively elsewhere.
