4 I doubt that fear of the death penalty provides much deterrence to true believers and persons with poor impulse control. It does, however, remove them from the board which limits their mischief-making.

As for the Paleos fearing death by hanging without due process, give them a fair trial and then hang them. It's not like their victims enjoyed any sort of due process.

5 (a) It'll reduce the kidnaping for bargain attempts.
(b) It'll save money - more for IDF etc...
