1 How do they know that? Is it illegal? Or is it legal if the money is declared? If it is illegal, how do they know and why don't they stop it?

2 ^2 A quick search says that anything more than $10,000 has to be declared leaving or entering the US.
As to not stopping it, either it is getting past Customs somehow or they are busy building a case and want to see how many people they can successfully prosecute
