5 The real truth is, as long as Americans love their drugs, there will be smuggling. Even if legal as it will have the shit taxed out of it.

The real trick is to make it so painful and dangerous for smugglers, cartel members and dealers/gangs to traffic the stuff it won't be worth it or the people that do it are removed from the board quickly.
