3 Certain governments want to discourage the breakup national units, even when they aren’t working, because it would encourage their local ethnic separatists, like Catalonia in Spain or the Kurds in Syria and Iraq, but absolutely not the Germans in Belgium who want nothing more than to not be forced to rejoin their German cousins in Germany.
