1 So the original attackers claimed to e acting for the glory of ISIS. But shortly thereafter the Russian authorities insisted it was hired and organized by Ukraine, and ISIS is no longer mentioned. I’m inclined to keep it under War on Terror, but an argument could be made that it ought to be categorized as Page 5: Russia-Former Soviet Union.
