Islam has a strong presence in the Tri Border Area. I would be surprised they have a stronghold or base down there. Definitely recruitment. And I might speculate some cartels were crossed trained and is where they picked up the habit of cutting off heads that started mid 2010s. This Dark Fleet might be part of logistics to supply TBA and/or just simply weapons / drug smuggling.

Hopefully we snag her and find out.
