2 Pause and look at this (Scribble) ethnic map of Somalia. The breakaway regions of Somaliland and Puntland in the north are each more or less homogeneous with a single tribe being in charge. The rest of Somalia is a witches' brew of tribes that hate each other ...and then you mix in the foreigners like ISIS, Turkey and the Arab states.

Just let Somalia 'do a Yugoslavia' and maybe it will be a start.
