Computers, tablets, big digital tvs, cell phones are trivially cheap and suitable for looking at ~~wh*cking material~~ pictures in private.

External multi terabyte hdds providing private storage space are cheap too.

This looks like the guy set up a honey trap.

A "secret p*rn stash" set up to be not so secret, containing a few pictures among many that trigger exploits in decoding software, will ultimately give access to sensitive information belonging to interesting people at the DOE to interested parties.
