1 To my understanding, those 274 were people that they considered useless to their purposes. It sounds like it was originally intended to make it look like they were doing something, then it became better to pretend that they had not been involved. Surprising that none of them talked, but that speaks to their character and the original assessment that they were the equivalent of Star Trek Red shirts on a landing party.
