3 A bill of attainder is a legislative act prohibited by the Constitution that seeks to inflict punishment on a person or group without a trial.

Um... funding isn't guaranteed under the constitution and it is the job of congress to grant or remove funds, or to allow the executive to do so. This "judge" is really grasping at legal straws to keep them operational. I vote we abort her.
