2 Admin should send Congress an amendment to the Posse Comitatis Act authorizing Federalization of local police and augmentation by National Guard or Armed forces upon request by Gov and Mayor.

This would probably result in some Governors/Mayors basically self identifying themselves pro crime but some actually beefing up local forces and standing behind their police.

5 The judge ignore the text of Posse Comitatus Act which says the Army can't be used. It said nothing about the Navy or its Marine Corps which back in those days was so small as not to be of issue.
