11 Emancipation Proclamation was signed January 1, 1863. It was on June 19th, 1865 that Union soldiers, led by Major General Gordon Granger, landed at Galveston, Texas with news that the war had ended and that the slaves there were now free.

"The people of Texas are informed that in accordance with a Proclamation from the Executive of the United States, all slaves are free. This involves an absolute equality of rights and rights of property between former masters and slaves, and the connection heretofore existing between them becomes that between employer and hired laborer."

Apparently it took 2-1/2 years before the news was first given to the former slaves that they were actually now free.

Juneteenth has been a big festival in Cincinnati for over thirty years, though this year they are celebrating virtually in view of coronavirus concerns — all the June and July festivals were cancelled a month or so ago, just in case.
