1 How about a Constitutional Amendment, that if Congress fails to pass appropriations on all Federal departments by 1 October, the entire body is barred from reelection or appointed offices for 10 years. Suddenly, I feel real compromise will occur.

3 IIRC, the Constitution prohibits cutting the pay of Congressmen during their session. That sort of thing was done in pre-Revolutionary times and was much out of favor with the Founders.
