2 Use drones that deploy the Israeli skunk spray. Get a federal contract for some already!
Haven't heard about it lately, but I remember it was so foul it incapacitated due to unstoppable constant vomiting. Just like a skunk, it's oil-based so it sinks into the skin and doesn't come off easily.
Put a dye in it and it marks the rioters for arrest, days or weeks later.
They rotate the colors for identification.
