Under 12,000 deaths over, a 3-year period in 3rd world African.

BTW:
2014 Obama was President of the United States, and by all accounts was losing control at both home and abroad.

2014, just happened to be the Midterm election timeframe.
The GOP was gaining ground, due to Obama liberal agenda. Immigration policies, resulted in a massive unaccompanied Minor issue. But Democrat Ped's were rejoicing.

As we moved towards 2016 the run-up for the Hillary-Trump election.

2 I would argue the Zika outbreak that had an origin point in Brazil, which coincided with the Rio Olympics, was the trial global pandemic run. Whatever pandemic they plan will “ride” a global sports event. Also a great way to shut down Trump if it arrived with the WC. Whatever it will be, they need to control it. Ebola, as of yet, is probably too uncontrollable.
