1 They are using NGOs when there is already government infrastructure for their proposed program. There are already charities that do this work more efficiently than the government. The scam is multilevel. Get the government involved where it is not needed. Have the government hand large sums of money to an NGO rather than have the government distribute directly to the person in need.
