2 There is nothing to prevent increasing production levels even higher, but once the stockpile is replenished any investment in capacity goes right down the tubes.

Didn't have the same burn rate since it was a low intensity war.

As others pointed out, ramping up production can be done. Problem is it is costly and once the order is fulfilled, if there is no more money coming in the excess production is switched over to something that will make money or mothballed and the people laid off.

The only way to make this work long term is to have a open contract for constant production capacity, since that is actually what you are buying, instead of fixed stockpile numbers. But that is costly and congress will kill it the next change of party control.
