2 Rapid assembly of feral youf in the blue cities pretty much means gunfire will follow in short order. It's been that way for years. One CLE parish cancelled its longstanding summer carnival permanently after local youf mobs created a disturbance.

Solution: Start arresting them.

For the minor non-violent stupid teen stuff.
Issue $750 fines per charge to the parents.

IF, the teens were government subsidized (food, housing, etc)? Then require they do 8 hours community services on weekends for 6 months per arrested misdemeanor charge.

For Violent stuff.
Jail time and any Gov benefits halted.

5 Surprise them one day with liquid markers that don't wash off. The anonymity disappears for hours if not days. You don't have to chase, you just take your time pursuing till they drop.

6 @4 and when the parents are unable to control a child that is younger and stronger than they are and won't listen?

I'm not sure what the solution is, how do you correct generations of bad parenting, bad schools, no jobs and no future?

Any reasonable solution requires hard work and some luck, not something their parents or schools know how to teach them.
Study hard, get good grades maybe get a scholarship.
Lucky enough to be athletic and work hard, maybe get a athletic scholarship.
Study hard, get good grades and MAYBE the military will take them.
