3 The original plan was to shut it all down. I like the original plan. The theories that it was just the seventh floor or that the corruption was isolated to DC were just wishes. Evidence against those theories is being released piecemeal to protect the institution. We are just installing vinyl siding on a crackhouse. Shut it down.
