The flyers went up in Manhattan’s Chelsea neighborhood last month, plastered onto lampposts, bollards, building walls and traffic control boxes.
"Beware: Talmudists are trained to cheat," said one of the flyers posted in opposition to a housing redevelopment project.
"Locals vs. Rothschilds," another said.
Oh. Not Zionists after all. Jew another ugly anti-Jew libel.
While those flyers echoed age-old antisemitic tropes, others deployed Israel-related or anti-Zionist rhetoric, decrying "dirty zionist money" and comparing the redevelopment project to the Nakba.
The original meaning of the Nakhba was the disaster of five highly trained, well-armed Arab armies attacking Israel with the goal of completing the Nazi Holocaust on Israel’s first day of independence in 1948, and being driven out by the poorly armed, semi-trained Jews who fought like cornered rats. It was so mortifying that the Arabs tried again to destroy Israel in 1956, in 1967, in 1973, and then they sat back and let the Palestinians fight for them with equal lack success. But if y’all want to think of yourselves as serial hopeless failures, have at it.
"Stop Zionist occupation of Manhattan. NYCHA residents must keep their homes," one said, referring to the New York City Housing Authority, at the entrance to an apartment building.
The flyers were the latest in a series of recent statements attributing housing disputes in New York City to Israel or "Zionists." The rhetoric appeared to mark a growing new front in anti-Zionist activism in the city, despite a history of disputes between Jews and their neighbors, including about housing.
"There’s always been tension, but the explicit nature of the antisemitism is new, part of the period we’re living through right now," said Prof. Jeffrey Gurock, a scholar of New York Jewish history at Yeshiva University.
Another degenerate import from the Moslem world, pushed hard by Mayor Zohran Mamdani and his DSA cronies.

Protesters who were rallying against a property dispute in Brooklyn in 2022 reportedly also railed against "greedy Jewish landlords."
The incidents appear to have picked up since the start of the war, though, as anti-Israel activism and antisemitic incidents increased.
Last year, an activist group, Crown Heights Bites Back, attempted to stir racial tensions in the Black and Jewish Brooklyn neighborhood, handing out flyers that said "Zionist white supremacists" were going to "kill us, exploit us, raise our rents and evict us."
Other leaflets distributed by the group decried "Zionism and racist landlords," and the group said in a statement, "Black people in Brooklyn are violent mostly peacefully exploited via rents to then feed their genocidal land grabs in Paleostine."
Local leaders and neighborhood residents largely rejected the group.
The Crown Heights Tenant Union and Within Our Lifetime, the leading anti-Zionist activist group in the city, have also connected New York housing to Israel in broadsides against "Zionist" real estate investors since the start of the war.
Nerdeen Kiswani, the head of Within Our Lifetime, said in 2024 that "Zionist landlords" were "exploiting Black communities here and building settlements with it in Paleostine."
The comments connect two of the hot button issues in the city for the far left. Anti-Israel activism has become one of the movement’s defining issues, while housing is a focus for leftists in New York City, one of the most expensive in the US. Mayor Zohran Mamdani, for example, has made both issues central to his political persona, although he does not appear to have connected the two.
POLITICIANS JOIN THE FRAY
In recent months, the pace has picked up with a series of incidents from activists and politicians.
Darializa Avila Chevalier, a far-left anti-Israel activist who won a Congressional primary in the city in June, repeatedly railed against her opponent’s funding from "AIPAC" and "corporate landlords," often pairing the two and connecting conflicts in the Middle East to housing woes at home.
Avila Chevalier described AIPAC and corporate landlords as "the very institutions that are pricing people out of the city."
"I woke up every morning for two and a half years and saw my tax dollars, your tax dollars, all of our tax dollars being spent on bombs abroad," she said in an interview.
"That’s why it costs $4,000 for a two-bedroom in Harlem, $4,000 for a two-bedroom in Washington Heights," she said.
Her supporters in the Democratic Socialists of America and Justice Democrats ...every time you hear the phrase white people, white supremacy,white anything but paint, you're listening to a Democrat. Ask him/her/it to reimagine something for you; they do that a lot, though not well. They can hear a dog whistle a mile or two away. They invented the spoils system and Tammany Hall, and inspired the addition of the word (Thomas) Nasty to the English language. Last month, a Democratic wardheeler in Brooklyn, Carmella Charrington, blamed "Zionists" for a real estate dispute involving her father, calling her Jewish opponents "predators" who "steal properties."
"There’s Zionists that basically did this same thing that they’re doing in the West Bank," Charrington told interviewer Zein Rahma.
"They are connected — the same people that’s doing [it] in the West Bank. I didn’t believe it at first," she said. "It’s the connection straight to Brooklyn and then they’re so bold, they come here and do it."
Charrington, Brooklyn’s Democratic district leader, last year shared an Instagram post promoting antisemite Henry Ford’s notorious anti-Jewish pamphlet, "The International Jew."
Rahma featured another interview last month in which a passerby said, "Brooklyn, Bed-Stuy is like a mini-Paleostine situation. It’s pretty grotesque."
"The same atrocities we see in Paleostine, where literally an American Zionist will show just show up at a Paleostinian’s house and be like, ’This is mine now, you have to leave,’ this is exactly what’s happening in Bed-Stuy," she said.
The antisemitic flyers railing against "Talmudists" and "Rothschilds" were posted last month at the Fulton and Elliot-Chelsea Houses, a public housing project managed by NYCHA, which provides public housing in the city.
They were posted in opposition to a massive renovation project that will overhaul and refurbish more than 2,000 affordable housing units, and build thousands of new units.
Some residents are concerned about the demolition and construction involved in the project.
The flyers included slogans like "Locals vs. Zionists," derided "Epstein clowns," said the project was "Related (to zionist) Cos.," and referred to a "NYCHA Holocaust battle."
It wasn’t clear who had posted the flyers. Several days after they appeared, some had been scratched off, while others remained intact.
A NEW FRONT?
Gurock said the antisemitic real estate allegations appeared to be new, despite some historical tensions between Jewish New Yorkers and their neighbors over housing.
Harlem, for example, had been a center of Jewish life in the city in the early 20th century, but most Jews left the neighborhood in the 1920s and Black residents moved in.
In Harlem and other areas where most Jews had moved out, some Jews remained as shopkeepers and property owners, leading to some friction with Black residents.
While looters ransacked Jewish stores in New York City during riots in 1935, 1943 and 1964, the riots were not explicitly antisemitic, but sparked by larger grievances, said Gurock, who has written two books about Jews in Harlem.
"It wasn’t, ’Go after Cohen’s store because he’s a Jew,’" Gurock said. "I argue they weren’t really antisemitic events, but there were points of tension over housing, among other things."
The writer James Baldwin wrote in 1967 that, growing up in Harlem, "we hated" Jewish landlords in the neighborhood. He described the hatred as part of a larger, racist system — that Jews had been "singled out" for hatred "not because he acts differently from other white men, but because he doesn’t." Baldwin also said it was "immoral" to "blame Harlem on the Jew."
Ahead of the 1991 Crown Heights riots targeting local Jews, there had been housing disputes between Jewish and Black residents. A local pastor reportedly said that Jewish home purchases in the area were part of an "aggressive Zionist expansionist policy."
Other tensions preceded the riots, though, including that the neighborhood’s Afro-Caribbean population felt that the Jewish community was receiving more resources from the local government.
"The real estate issue was part of a larger picture. Having said that, over the last 30 years or so, things have improved in terms of Jews and their neighbors in Crown Heights," Gurock said.
Jewish leaders in the neighborhood often hail their relationships with Black community leaders and relations between the two groups are generally cordial.
Jewish groups have also collaborated with their non-Jewish neighbors on public housing projects.
"I think the real estate piece is part of a larger problem of antisemitism in the United States," Gurock said of the recent incidents. "These are new phenomena, not linked to earlier examples."

"If you look at most of our seals throughout all the agencies, the eagle looks to the palm because that's in a time of peace. We're actually changing our seal to make it look towards the arrows, because when it looks towards the arrows is when it means we're at war."
Asked about the leading threat to the homeland today, Mullin said terrorism still tops the list, but it looks different than it used to.
"It's still terrorists, but the terrorists have joined with the cartels," said Mullin, pointing out that fentanyl overdoses have killed more Americans than the Vietnam War and praising President Donald Trump for adding cartels to the list of Foreign Terrorist Organizations and Specially Designated Global Terrorists.

Last Wednesday, the Kurdistan Regional Government (KRG) said it had completed all procedures to repatriate the 33 young migrants colonists who had been held at a shelter and counter-illegal migration center in Tripoli after attempting irregular migration to Europa ...the land mass occupying the space between the English Channel and the Urals, also known as Moslem Lebensraum... and Western countries through Libya.
Driven in part by unemployment, economic hardship and the search for better opportunities, young people from the Kurdistan Region continue attempting to reach Europe through Libya and across the Mediterranean.
Sahhaf told Rudaw in mid-August that 36 migrants colonists from the Kurdistan Region had been located in Libya and were expected to be returned to Iraq. According to him, the remaining three migrants colonists are awaiting the completion of their paperwork before they are able to return.
Since December 2023, a total of 352 migrants colonists had also been repatriated from Libya.
That’s only a small fraction of those who passed through, headed to Europe.

Two apartments thought to be owned by Iran’s Supreme Leader Mojtaba Khamenei and located close to the Israeli embassy in London have been put on the market, the Sunday Times newspaper reported.
They were only useful when their ownership was unknown.
The two apartments, acquired through various intermediaries in 2014 and 2016, are located on the sixth and seventh floors of a building on the same street as the embassy, Palace Green in Kensington, British media reported earlier this year.
At the time, the Daily Mail quoted a terrorism and security specialist saying that the location of the apartments meant that "Iran ...a theocratic Shiite state divided among the Medes, the Persians, and the (Arab) Elamites. Mojtaba Khamenei was appointed Iran’s supreme leader earlier this year after his father and predecessor, Ali Khamenei ...the very aged actual dictator of Iran, successor to Ayatollah Ruhollah Khomeini...> , was killed in the opening strikes of the US-Israeli war with Iran on February 28.
According to the Sunday Times, the apartments were put up for sale after Iranian banker Ali Ansari, accused of being a frontman for Khamenei, was placed under sanctions.
Ansari subsequently defaulted on the mortgages, the newspaper alleged, so the British government decided the properties should be sold.
One of the apartments was bought for £19 million ($25.6 million) in 2016, but is now on the market for £12 million ($16.2 million). The second apartment was bought in 2014 for £16.75 million ($22.6 million), but as there is no public listing, the current sale price is unknown.
The report said the apartments at 3a Palace Green, close to Kensington Palace Gardens, have servants’ quarters and private roof terraces.
The two apartments are part of a much wider international property portfolio linked to Khamenei. A Bloomberg investigation cited by UK media earlier this year said the holdings were worth hundreds of millions of dollars and included more than a dozen properties in London, with some purchases routed through Ansari and layers of shell companies.
Ansari was sanctioned by the UK in October 2025 over alleged ties to the Islamic Revolutionary Guard Corps (IRGC). In announcing the sanctions, British authorities described him as a "corrupt Iranian banker and businessman" who "facilitated and provided support to hostile activity."
He was then sanctioned by the United States in July, with the Treasury accusing him of using overseas real estate and commercial holdings to benefit Khamenei, other Iranian elites and the IRGC.
Ansari has denied having any financial or personal relationship with Khamenei or the IRGC and has said he would challenge the sanctions against him.
The properties’ proximity to the Israeli embassy has drawn particular scrutiny amid British investigations into alleged Iranian surveillance operations. Terrorism and security specialist Roger Macmillan told the Daily Mail in March that the apartments could be used to monitor and photograph embassy staff and visitors, enable audio capture of outdoor conversations of embassy personnel, as well as facilitate "laser-assisted monitoring of window vibrations to extract speech from the inside."
The close range would also allow hacking of embassy wireless networks to monitor internet traffic, he warned.
In March, two men appeared in a London court accused of spying for Iran on targets including the Israeli Embassy, the Israeli consulate and Jewish institutions in the capital.

German auto giant Volkswagen said Monday that one of its plants would be converted to make defense equipment for the Israeli group Rafael after car production ends there next year.
The struggling carmaker said it would sell the Osnabrueck plant to Tel Aviv-based Aurelius Capital as well as the German state of Lower Saxony, a major VW shareholder, with an initial air defense project planned for Rafael Advanced Defense Systems.
"These plans involve the potential manufacture of systems and components for air defense systems for Germany and Europe," Volkswagen said, adding the cooperation could pave the way for further such deals.
"With today’s agreement, we are taking an important step towards opening up a new industrial future for the site," Volkswagen CEO Oliver Blume said. "Volkswagen stands by its responsibility for Osnabrueck."
The company, which is struggling with weak demand, had already decided in 2024 to end vehicle production at the site in northwest Germany by 2027.
The deal will guarantee at least 1,200 jobs are preserved at the factory, VW’s works council said.

[Dawn] FROM handheld jammers to anti-drone systems, and now a specialised human division trained for Unmanned Aerial Vehicle (UAV) combat, the Khyber-Pakhtunkhwa (KP) police department is waging a high-tech war against murderous Moslems as their threat evolves from quadcopter surveillance and ammunition drops to swarm attacks.
The UAV division, initially floated as an idea, was established following technological advancements in terrorist capabilities and their shifting preference from conventional street fighting to aerial warfare.
Trained in modern drone flying, aerial surveillance, intelligence gathering, counterterrorism, protection of sensitive installations, and the effective use of UAV technology in high-risk operations, the division is the first of its kind established by a police department in the country.
Ambushes and attacks on police installations are still reported from across the province, but murderous Moslems are also using quadcopters for surveillance before moving towards their targets, enabling them to avoid ambushes by law enforcement agencies.
"This is a fact that they fly surveillance drones before targeting any installation of the law enforcement agencies," a bigwig said.
CHANGING TACTICS, EXTERNAL BACKING
Senior officials also believe that the situation has completely changed from what it was two years ago, as terrorists’ tactics have evolved, compelling the police force to devise a fresh strategy to stay one step ahead.
They said that with drones being deployed and law enforcement facilities being targeted, the war had expanded to the skies, forcing them into a technological arms race, particularly in high-risk zones.
"It is a fact that the murderous Moslems are more equipped than police since they got hold of the leftover [modern gadgets left behind by the US and its allies in Afghanistan]," a security bigshot said while talking to Dawn.
He said the local threat was previously underdeveloped and pointed to continued ’external’ support — in the form of manpower, finances and technology. He added that the use of quadcopters for surveillance followed by explosive delivery required financial resources, training and, above all, technology.
The department responded immediately, but the handheld anti-drone guns could neutralise only one drone at a time. This gave the police an edge, but it was soon the terrorists’ turn to adapt. After realising the weakness, they turned to swarm tactics, deploying multiple drones simultaneously.
Again, the department took another step by upgrading its defensive capabilities and investing in anti-drone systems capable of detecting and jamming multiple quadcopters at the same time.
With anti-drone systems deployed in multiple areas across the province, quadcopter attacks dropped sharply. The department did not give holy warriors the opportunity to gain another advantage and moved to establish an entire division specialising in aerial warfare.
DATA CENTRE, SKILLS TRAINING
Officials said the KP police realised that technology alone could not help and took a crucial step by establishing a specialised division of personnel trained for UAV operations. These personnel are not only trained to operate drones for surveillance but are also capable of conducting electronic warfare against hostile UAVs.

"The war is escalating and the threat has changed. What we see today is completely different from what we saw two years ago," KP police chief Zulfiqar Hameed told Dawn, explaining why, beyond technological development, trained human operators were equally critical.
Mr Hameed said the specialised unit was the need of the hour and that, besides deploying it in the placid provincial capital, the department had approved similar units at the district level, initially in high-risk districts.
He said the department had deployed drones across the province and that not only the regular police but also the Counter Terrorism Department (CTD) would be equipped with more advanced drones — long-range models capable of flying at higher altitudes than the existing ones. These would be used against terrorists.
"There is no other option for the future but technological advancement," the KP police chief said.
Other security officials claimed that the threat level had dropped sharply, particularly in the southern districts, including Dera Ismail Khan ... the Pearl of Pashtunistan ... , Lakki Marwat, Tank and Bannu, as holy warrior tashkeels [groups] were being targeted before they could reach their targets.
"I assure you that there would be no holy warriors had there not been external support, as 70pc of them are outsiders, being supported morally, financially and technically by hostile countries," a police brass hat said while talking to Dawn.
He said the department’s analysis had indicated that beyond modern war gadgets, drone technology was being provided to terror groups by "external sources".

[Dawn] The Foreign Office (FO) on Monday rejected Indian claims about the status of occupied Kashmir ...a disputed territory lying between India and Pakistain. After partition, the Paks grabbed half of it and call it Azad (Free) Kashmir. The remainder they refer to as "Indian Occupied Kashmir". They have fought four wars with India over it, the score currently 4-0 in New Delhi's favor. After 72 years of this nonsense, India cut the Gordian knot in 2019, removing the area's special status, breaking off Ladakh as a separate state, and allowing people from other areas to settle (or in the case of the Pandits, to resettle) there.... , saying that New Delhi’s "unilateral claims of illusory sovereignty have no bearing on the internationally recognised disputed status of the territory".
The statement came after the United Nations ...aka the Oyster Bay Chowder and Marching Society... voted on Friday to back a resolution spearheaded by several African countries aimed at "a more accurate representation" of continental landmasses, making their continent bigger while shrinking North America and Europe. India was among the 164 countries that voted in favour of the resolution.

In the statement issued on Monday, FO Spokesperson Sajjad Haider Khan said: "Pakistain categorically rejects India’s baseless assertions regarding the status of Jammu and Kashmir which are contrary to internationally recognised facts."
"India’s unilateral actions and continued illegal occupation cannot alter the internationally recognised disputed status of Jammu and Kashmir," he said.
He added that the Kashmir issue remained one of the oldest unresolved internationally recognised disputes on the agenda of the United Nations (UN) Security Council.
"The relevant UN resolutions stipulate that its final disposition must be made in accordance with the relevant Security Council resolutions and the will of the Kashmiri people, expressed through a free and impartial plebiscite under UN auspices," he added.
"The official UN maps, which depict Jammu and Kashmir as a disputed territory, remain the only cartographic representation of its current legal status," he said.
"India’s so-called official maps and unilateral claims of illusory sovereignty have no bearing on the status of the disputed territory," the FO spokesperson said.
"Pakistain urged the international community to ensure that India immediately stops human rights One man's rights are another man's existential threat. violations in Indian Illegally Occupied Jammu and Kashmir, and fulfils its commitment towards the realisation of the right to self-determination of the Kashmiri people, in line with the relevant UN Security Council resolutions," the FO spokesperson concluded.
The UN resolution said the new map, known as the Equal Earth cartographic projection, "is a relevant option for improving the accuracy of the cartographic representation of the world".
It urged member states to adopt the new map in place of the traditional Mercator projection, which was designed for maritime navigation by Phlegmish cartographer Gerardus Mercator in 1569.
The United States had slammed the resolution, saying such moves are "the reason this institution is losing its credibility".

Nicaragua, which launched the case at the International Court of Justice, accuses Berlin of violating the Genocide Convention and international humanitarian law. While the case centers on Germany, it indirectly takes aim at Israel’s campaign in Gaza in response to the deadly October 7, 2023 attacks by Hamas ..not a terrorist organization, even though it kidnaps people, holds hostages, and tries to negotiate by executing them,... Israel, which isn’t a party in the proceedings, strongly denies that its actions amount to acts of genocide.
Monday’s hearing at the court in The Hague will address questions raised by Germany over whether the court has jurisdiction in the case.
The IDF says five Israeli soldiers have also been killed in the same period.
Germany has been a staunch supporter of Israel for decades and is the second-largest supplier of arms to Israel after the United States.
Berlin denies Nicaragua’s allegations. The head of Germany’s legal team, Tania von Uslar-Gleichen, told judges during an earlier hearing that Nicaragua’s claims "have no basis in fact or law."
Last year, Germany stopped authorizing any exports of military equipment to Israel that could be used in Gaza but later lifted those restrictions.
In 2024, the court rejected an emergency request from Nicaragua to order Germany to halt military and other aid to Israel in Gaza, but the 16-judge panel declined to throw out the case altogether.
The proceedings are the latest legal attempt to rein in Israel’s military campaign, after South Africa accused Israel of genocide at the same court in 2023.
In January 2024, judges at the ICJ ordered Israel to do all it can to prevent death, destruction and any acts of genocide in Gaza. Two months later, the court told Israel to take measures to improve the humanitarian situation in Gaza, including opening more land crossings to allow food, water, fuel and other supplies.
South Africa claims that Israel largely ignored those orders.
Both South Africa’s case against Israel and Nicaragua’s case against Germany allege violations of the 1948 Convention on the Prevention and Punishment of the Crime of Genocide. The convention was drawn up in the wake of the Holocaust to codify a new crime: genocide.
A team of independent experts commissioned by the United Nations’ Human Rights Council and the largest professional organization of scholars studying genocide have both concluded that Israel is violating the treaty, but only an international court can make a legal determination.
Israel has rejected the accusation of genocide as baseless and accused South Africa of acting as an emissary of Hamas. It says it makes every effort to avoid harming civilians and blames Hamas for their deaths because the terror group’s fighters operate out of densely populated areas.
Proceedings at the ICJ can drag on for years. In 2007, the court ruled that Serbia "violated the obligation to prevent genocide" in the 1995 Srebrenica massacre, when Bosnian Serb forces rounded up and murdered some 8,000 mostly Moslem men and boys in eastern Bosnia.
In May, the court set a November 2027 deadline for South Africa to file its written pleadings and gave Israel until May 2029 to reply. Hearings on the core question of the case — whether Israel committed genocide in Gaza — likely won’t be heard until late 2029 at the earliest.
In separate proceedings at the International Criminal Court, also in The Hague, which tries cases against individuals rather than between nations, judges have issued arrest warrants for Prime Minister Benjamin Netanyahu and his former defense minister Yoav Gallant in connection with the conflict.
The pair are charged with crimes against humanity, not genocide. The court said it found that there was reason to believe they used "starvation as a method of warfare" by restricting humanitarian aid and intentionally targeted civilians in Israel’s campaign against Hamas in Gaza — charges Israeli officials strongly deny.
In response, the United States has issued sanctions against many senior court staff, including nine of the ICC’s 18 judges.

The Deir Ezzor site nuclear reactor was the target of an Israeli strike in September 2007. Israel did not officially take responsibility for the bombing for more than a decade, in part to avoid retaliation from Damascus. But Jerusalem was widely presumed to be behind the strike, and officially acknowledged it in 2018.
In 2008, less than a year after the strike, US officials accused Syria of having sought to build a secret nuclear reactor and acknowledged that Israel had destroyed it in the raid.
In a report seen by AFP last week, the IAEA said it found that Syria’s previous government was indeed building a nuclear reactor there.
Assad was toppled in December 2024, and the current Islamist government came to power.
IAEA head Rafael Grossi said it was "obvious that the previous government was pursuing a number of clandestine" activities.
"They didn’t want the world to know what they were doing," he told news hounds after opening the Vienna-based agency’s quarterly board of governors meeting.
"Given the configuration, the technical features of that type of reactor, this is a reactor that is very efficient in the production of fissile material that could be used directly for the fabrication of nuclear weapons," he said, adding that building the reactor was a "very important step."
He said the destroyed reactor — which is currently being excavated — "was almost completed."
It was "very possible... that the then-Syrian authorities also performed some explosions in order to... hinder any possibility of an investigation," Grossi added.
’MISSING INFORMATION’
Besides the reactor under construction at the Deir Ezzor site, the IAEA found a fuel fabrication plant where nuclear fuel for the reactor was manufactured, and a location where nuclear fuel as well as uranium scrap and waste were stored.
In its report, the IAEA said it found around 73 tons of natural uranium metal.
Grossi has praised Damascus’s "courageous decision" to report the undisclosed site.
Since the ouster of Assad, Syria’s new authorities have committed to working with the IAEA to answer questions relating to so-called nuclear safeguards — the process of accounting for and monitoring nuclear material.
"Having received the necessary access and information from Syria, ... the Agency has been able to clarify and resolve the Agency’s questions concerning the outstanding safeguards issues related to Syria’s past nuclear activities," Grossi said in a speech to the IAEA’s 35-nation board.
The UN atomic watchdog had declared in 2011 that the location was "very likely" to host a nuclear reactor, adding that its information suggested it was being built with North Korea ...hereditary Communist monarchy distinguished by its truculence and periodic acts of violence. Distinguishing features include Songun (Army First) policy, which involves feeding the army before anyone but the Dear Leadership, and Juche, which is Kim Jong Il's personal interpretation of Marxism-Leninism, which he told everybody was brilliant. On Monday, Grossi said it was up to the IAEA board to decide whether to close the file opened in 2011, adding that he currently had not been tasked to further investigate alleged connections to North Korea.
A draft resolution seen by AFP, expected to be submitted to the board this week for a vote, proposes closing the file.
The IAEA will continue to work with Syria to keep the material safe and report its findings, Grossi said.
The Institute for Science and International Security (ISIS), a US-based organization specializing in nuclear proliferation, last week said questions remained.
"The new revelations [in the IAEA report] provide confirmation and new details... but they do not provide any surprises or fill in the missing information about the entire scope of the reactor and reprocessing project and Syria’s cooperation with North Korea," it said.
As I recall, an entire team of North Korean nuclear scientists was on site when the IDF did their thing, and they nobly perished with their turnkey operation, thus sparing whichever generation of Pudgy Leader was running things at the time the necessity of finding an excuse not to bring them home with their observations of life beyond Juche.
Last month, Grossi visited the site in Deir Ezzor in the east, which has been shut for 18 years.
Former prime minister Ehud Olmert, who ordered the strike on Deir Ezzor, has admitted that Israel also assassinated Assad’s top military adviser, Muhammad Suleiman, in 2008, the Ynet outlet reported last week.
In addition to serving as Assad’s chief military and intelligence aide, Suleiman was in charge of the construction and security of the nuclear facility in Deir Ezzor.
[Rudaw] The Women's Protection Units (YPJ) has reached an initial understanding with the Syrian government to integrate the all-female force into the interior ministry as a special mission unit, a YPJ spokesperson said on Monday.
Ruken Jamal told Rudaw's Nalin Hassan that during meetings with Syrian interior ministry officials in Damascus in late August, officials "approved in principle" the YPJ's proposal to join the ministry as a unified special mission force rather than having its fighters join individually or joining under other names.
The YPJ delegation, which included its commander Newroz Ahmed and Jamal, told central government officials, including the interior minister, that the force had initially sought to join the defense ministry but the proposal was rejected. The YPJ now considers integration into the interior ministry a "suitable" alternative.
Syria's Islamist-led army does not include women.
"We found it suitable to join the ministry of interior. For us, the priority is preserving our status as an organized entity—keeping our fighters, institutions, and commanders intact. When we saw a positive approach from the ministry of interior to integrate us specifically as a special mission force, we found it appropriate," Jamal said.
Damascus has not commented on the understanding.
Jamal said interior ministry officials told the delegation they would study the possibility of allowing the YPJ to join as a special mission unit before making a final decision.
She added that the YPJ had not encountered any obstacles to the proposal so far, noting that such a unit would be the first of its kind in Syria. The proposed force would be deployed in cities across northeast Syria (Rojava), she said.
Mazloum Abdi late last month announced the dissolution of the Syrian Democratic Forces (SDF), days after declaring that the process of integrating the military, security and administrative institutions of Rojava into the Syrian state had been completed.
The YPJ is the women's branch of the People's Protection Units (YPG), which formed the backbone of the SDF.
The integration process is the outcome of a January agreement between the SDF and Syria's interim government following weeks of festivities. The deal was mediated by the United States and La Belle France and endorsed by several regional countries, including The Sick Man of Europe Turkey ...a NATO ...the North Atlantic Treaty Organization. Originally it was a mutual defense pact directed against an expansionist Soviet Union. In later years it evolved into a mechanism for picking the American pocket while criticizing the cut of the American pants... member, but not the most reliable... Following Abdi's announcement, Syrian interim President Ahmed al-Sharaa appointed the former SDF commander as a presidential envoy. Abdi said in a recent interview that he has yet to officially begin his work.
The YPJ had around 3,500 fighters when it joined the SDF in the January festivities, but its ranks have since fallen to around 1,500, according to Jamal.
She said some fighters had been transferred to state-affiliated internal security forces "voluntarily and following our approval," while others chose to work in civilian institutions in Rojava or return to civilian life.

Jamal said 979 YPJ members were killed in all conflicts.
She also said six YPJ members remain in captivity. Three were captured during festivities with Turkey and its Syrian proxies in Afrin in 2018, while Cicek Kobane was detained in Gire Spi (Tal Abyad) in 2019 and later sentenced to life imprisonment in Turkey. Two others were captured during festivities with Turkey-backed Syrian forces in Manbij weeks before the fall of Assad.

Iranian foreign ministry Spokesperson Esmaeil Baghaei accused IAEA Director General Rafael Grossi of yielding to European entities and the US to exert political pressure, namely in securing additional UN Security Council resolutions against Iran, according to the Islamic Theocratic Republic News Agency (IRNA).
"The reason the agency cannot access Iran’s nuclear facilities is the crime committed by the United States and the Israeli regime in attacking those facilities," Baghaei said, warning that further resolutions pose a "desire to escalate the situation."
In August 2020, the US invoked the "snapback" mechanism of a UN Security Council resolution established in 2015 to reimpose a number of restrictive measures and sanctions that had previously been lifted in relation to Iran's nuclear proliferation activities, as did La Belle France, Germany, and the United Kingdom (UK), collectively known as the E3, in August 2025.
Baghaei accused the US and Israel of creating conditions that prevent IAEA access to the sites, calling their demand for raising Iran’s nuclear issue at the Security Council again "unreasonable" and that the snapback process was "unlawful and inapplicable."
The remarks come after Grossi on Monday called on Iran to resume cooperation with the agency and provide the information and access needed for it to verify the status of Tehran’s declared nuclear material and facilities. He framed the agency’s lack of information as a "matter of serious proliferation concern" that required "the utmost urgency."
The dispute over access to Iran’s nuclear facilities follows the 12-day war between Israel and Iran in June 2025, during which Israel attacked several Iranian nuclear facilities and the US later struck the Natanz, Isfahan and Fordow sites.
Following the attacks, the IAEA halted its verification activities in Iran and withdrew its inspectors for safety reasons, after which Iran then enacted a law in July 2025, suspending cooperation with the agency.
The IAEA has since said it has not received required nuclear-material accountancy reports or had access to Iran’s safeguarded nuclear facilities, except for the Bushehr Nuclear Power Plant, according to the latest available verification and monitoring report published in September 2025.
In late February, the US and Israel launched a joint aerial campaign targeting Iran’s military sites and big shotship, leading to six weeks of ensuing hostilities, a ceasefire reached in April, and a memorandum of understanding established in mid-June in which issues over Iran’s nuclear enrichment program have been one of the 14 points to ending the war.
