[FoxNews] Said Awil Ibrahim pleaded guilty May 1 under a deal with Minnesota Attorney General Keith Ellison’s office that calls for five years of supervised probation and a stayed 150-day jail sentence in a nearly $11 million case Ellison’s office has called the state's largest Medicaid fraud prosecution. Per the terms of his plea agreement, he will also be required to help authorities track down his missing fugitive co-defendant, alleged mastermind Abdirashid Ismail Said.

Minnesota’s fraud scandals intensified in late 2025, as federal and state authorities expanded scrutiny into pandemic-era schemes involving suspects largely from the state’s Somali community.
Said testified at a hearing in 2023 that cultural misunderstanding was a factor in the fraud cases, arguing at the time that investigators did not understand that people within the Minneapolis Somali community often transfer funds to each other in ways that don't produce paper trails, local media reported at the time.
Said failed to show up for a mandated court appearance in early April after Hennepin County District Court Judge Juan Hoyos granted him a bond set at $150,000. The terms of the bond allowed Said to retain possession of his passport, even as the Medicare Fraud Control Unit, which is within the attorney general's office, warned the judge that he may be a flight risk.
"Given the nature and severity of the charges, and SAID’s familial ties outside the jurisdiction of Minnesota, I believe there is a potential SAID may flee, hide, or otherwise prevent the execution of the warrant," a police detective wrote in the criminal complaint against Said. The complaint noted that Said has a wife and child in Kenya, where he is believed to have fled.
Ibrahim’s role in Said’s operation included defrauding Minnesota taxpayers of $2.2 million using false claims and paying himself over half a million dollars through the scheme. As part of his plea deal, Ibrahim has acknowledged that he stole from the state and agreed to return the $2.2 million through a payment plan that will be determined at his sentencing hearing.
His jail sentence will be stayed if he complies with probation and a payment plan.
Prosecutors claim Ibrahim over-reported how much time staff at his care center spent caring for patients in order to receive more money from the state than he was entitled to. As part of Ibrahim’s plea deal, authorities dismissed a racketeering charge and two additional theft charges against him.
Said had previously been convicted of fraud in Minnesota in 2021, receiving probation and community service instead of a jail sentence.

"This pavilion stands on Ukrainian mass graves," she said, adding that it was the first time the two groups had staged a joint protest.

But Biennale President Pietrangelo Buttafuoco refused to back down on his decision to include Russia and Israel, saying the festival is "a space of coexistence for the whole planet" without censorship.
Israel’s Foreign Ministry condemned the resignation of the "political jury," accusing it of turning the event into a "spectacle of false, anti-Israeli political indoctrination." Jerusalem has strenuously denied all accusations of war crimes and genocide, branding the charges as "antisemitic."
Israeli artist Belu-Simion Fainaru, who is exhibiting at the Biennale, told the Judische Allgemeine newspaper he was "pleased" to hear that the jury had resigned. "The fact that, according to the jury’s decision, I shouldn’t participate in the competition because I’m a Jewish artist from Israel, struck me as discriminatory and also racist. I know the experience of discrimination and antisemitism from Romania, where I was born. Now I’m glad that I’ll be treated in Venice just like all the other artists."
Standing in front of his installation rooted in the Kabbalah, he told the News Agency that Dare Not be Named: "I have to be seen as I am. I am an artist that wants to show my art, and I have the right to be evaluated."
The Biennale, he said, should be "a place where you can feel safe to create and do whatever you believe in."
The Russian pavilion will not be open to the public during the Biennale, which runs from May 9 to November 22.
Instead, musical performances for the exhibit — "the tree is rooted in the sky" — will be recorded during this week’s press previews and later projected on giant outdoor screens.
Biennale President Pietrangelo Buttafuoco, who has defended Russia’s inclusion, told news hounds that organizers "cannot boycott as an automatic response."
"If the Biennale were to start selecting not works but affiliations, not visions but passports, it would cease to be what it has always been: the place where the world comes together, and all the more so when the world is torn apart," he said.

EU OPPOSITION
In 2022, shortly after Russia’s invasion of Ukraine, the artists and curators in the Russian pavilion withdrew from the Biennale in protest, while organizers banned Russian government officials.

After Russia’s inclusion this year, a group of European culture and foreign ministers wrote to Buttafuoco condemning Moscow’s presence as "unacceptable" given the ongoing war.
The European Commission later said it intended to "suspend or terminate" its grant of two million euros over three years.
"Cultural events funded by European taxpayers’ money should safeguard democratic values, foster open dialogue, diversity and freedom of expression — values which are not respected in today’s Russia," a front man said.
The EU last week wrote again to the Italian government to request clarification on the conditions under which the Russian delegation was being hosted, amid concerns of a breach of European sanctions on Moscow.
AWARD CEREMONY POSTPONED
Russia’s ambassador to Italia, Aleksei Paramonov, said the live performances would not be allowed beyond the press previews because of the sanctions.
In a statement on Facebook, he said there was "truly something painful and unreasonable about the European Union’s obsession with targeting Russian culture and art with sanctions and restrictions of all kinds!"
Italian Culture Minister Alessandro Giuli has from the outset expressed Rome’s opposition to Russia’s inclusion, and said he would not be going to Venice.
As a result of the jury’s resignation and the "exceptional nature of the ongoing international geopolitical situation," organizers have postponed the award ceremony from May 9 to November 22, the last day of the exhibition.
The Biennale said it would hand out two awards, in which visitors can vote, one of which can be won by any national participant — including Russia.
This followed the "principle of inclusion and equal treatment," it said in a statement.

As the United Kingdom raised its national terror threat level to "severe," meaning an attack is considered "highly likely," security experts are warning that Britain’s separate illegal migration crisis is adding to broader concerns over border control and vetting, with small boat crossings now nearing 200,000 arrivals since 2018.
The U.K.’s Joint Terrorism Analysis Center raised the national threat level from "substantial" to "severe" last week following a stabbing attack in Golders Green in North London, warning that the broader Islamist and extreme right-wing terror threat in Britain has been increasing "for some time."
At the same time, official figures cited by GB News and The Sun show small boat arrivals across the English Channel are approaching the 200,000 mark, intensifying political debate over illegal immigration, deportations and national security.
Nigel Farage, leader of the Reform UK Party, said in a Facebook video Tuesday that "most of them are unidentified, young males of fighting age" and warned the crossings pose "a risk not only to women and girls in this country but a risk to our national security."
Security analysts say the combination of elevated terror concerns and mass illegal migration is adding pressure on Prime Minister Keir Starmer’s government to demonstrate greater control over Britain’s borders.
"Channel migrants pose a potential security threat," Dr. Michael McManus, director of research at the Henry Jackson Society, told Fox News Digital.
"Minimal vetting of the migrants means we have no way to know who is really coming to the country. The vast majority are combat-aged males from war zones and regions associated with terrorism."
McManus added that "the current government is failing to read the mood in the country, which overwhelmingly wants action to deter and deport those who pose a threat."
"So long as the immigration system fails to deter crossings, and the system makes deportation almost impossible, we will only see more," he said.
According to The Sun, 7,612 migrants have been deported or removed since the crisis began, representing less than 4% of total arrivals.
The debate intensified this week after British Home Secretary Shabana Mahmood outlined plans to expand "safe and legal" refugee pathways once the government regains greater control over the asylum system, according to GB News reporting.
Speaking to GB News, Work and Pensions Secretary Pat McFadden defended the government’s broader migration policy and said Mahmood was doing a "very good job."
"We want to make sure that it’s a level that is good for the economy, that can be absorbed by the country, and that is done under proper rules," McFadden said.
The Home Office has argued the government is increasing enforcement efforts against trafficking gangs and strengthening cooperation with France. A Home Office spokesperson said that the government had signed a "landmark new deal" with France aimed at boosting enforcement operations on beaches and disrupting smuggling routes.

An event seeking to promote the use of the slogan “Globalize the intifada” went ahead in a park in Sydney after the city’s mayor blocked it from taking place at a state council-owned venue.
The event, which was officially canceled on Monday after fears that it would spark violence, attracted just about 150 people and was held without major incident, according to local news reports.
‘It’s a must that we globalize the intifada,” local political figure Ahmed Ouf told the crowd. “We have to break the internal chains and invite others.”
The forum was intended to defend the phrase against efforts to ban it, and had drawn strong criticism from politicians and Jewish leaders. Australian lawmakers have sought to proscribe the slogan in public debate since the deadly terror shooting targeting a Hanukkah celebration at the city’s Bondi Beach in December, which killed 15.
In a statement on social media yesterday, Mayor Clover Moore said the event risked “contributing to hostility and fear.”
But the organizers, a group known as the Stop the War on Palestine group, defied the order.
“We reject the implication… that our meeting risks public safety and respect for members of the community,” the organizers wrote on Instagram announcing the change of venue.
The phrase “Globalize the intifada” has become a flashpoint in public debate, particularly in the aftermath of the December 14 terror attack at Bondi Beach. Jewish organizations have warned that the language carries connotations of violence, with the Executive Council of Australian Jewry (ECAJ) noting that the term “intifada” is associated with bloody, violent campaigns involving attacks on civilians.
The event’s organizers argue that the term “intifada” — Arabic for uprising — represents a legitimate call for political resistance and free speech. A flyer promoting the forum said efforts to ban the phrase were designed to “smear and repress the Palestine movement.”
The second Palestinian intifada, from 2000-2005, was marked by a strategic onslaught of Palestinian suicide bombers against Israeli targets, primarily killing civilians.
After the Bondi Beach terror attack, Australian lawmakers proposed tougher laws against hate speech, including a proposed ban on the slogan in New South Wales. The state of Queensland formally proscribed the use of the phrase in March, and NSW Premier Chris Minns has sought to do the same, calling the slogan “hateful, violent rhetoric.”

Prominent Jewish groups in Canada have called on its government to designate Paleostine Action as a terrorist entity after the activist group published a "target map" identifying locations across Canada, Europa ...the land mass occupying the space between the English Channel and the Urals, also known as Moslem Lebensraum... and the United States as possible targets for "direct action."
Paleostine Action’s "target map" is available to the public online and lists hundreds of addresses of companies and homes across the globe linked to Elbit Systems, an Israeli-based military technology company. Each location also includes a link to the group’s "underground manual," which instructs viewers to create "cells" and "disrupt [sic], damage or destroy" targets by breaking into them, blocking pipes, or vandalizing them with spray paint.
The manual also offers instructions on how to evade law enforcement and destroy evidence of vandalism.
"The manual offers operational guidance for terroristic anarchy," Richard Robertson, B’nai Brith Canada’s director of research and advocacy, said in a statement. "By promoting this manual and identifying specific targets, Paleostine Action is inciting its followers to commit criminal acts in furtherance of its radical ideology."
The calls to proscribe Paleostine Action in Canada come as a related group, Paleostine Action-UK, was banned by the United Kingdom under the Terrorism Act in July after its activists broke into a Royal Air Force base and spray-painted two planes to protest Britannia’s support for Israel.
On Tuesday, four British Paleostine Action members were found guilty of criminal damage in connection with an August 2024 break-in at the UK site of Elbit, with one defendant found guilty of twice striking a police officer with a sledgehammer, fracturing her spine.
The attack in Bristol was one of the events that led the government to proscribe Paleostine Action last year. London’s High Court has called that decision unlawful, but kept the ban in place while the government appeals.
Robertson called on the Canadian government to "treat transnational extremism as a national security threat," citing the group’s recently published audit of antisemitic incidents in 2025, which found that Canada saw 6,800 antisemitic incidents last year, its highest on record since the group began recording them in 1982.
That was 9.3 percent higher than the previous record set in 2024, the organization said. The figures translated to an average of 18.6 incidents per day targeting the Jewish community.
"Paleostine Action is an example of how krazed killer movements use digital platforms to weaponize propaganda into acts of intimidation and criminal conduct," Robertson said. "Publishing target maps, circulating manuals for unlawful activity, and encouraging people to organize in secret cells is akin to the tactics of terrorist entities."
Canada’s Center for Israel and Jewish Affairs also criticized Paleostine Action’s guide, saying that the group had "openly incited violence against some of the country’s leading defence and aerospace companies" in a post on X.
"Already banned in the UK as a terrorist group, we cannot allow gunnies to threaten Canadian jobs or national security," the post read. "We urge the Government of Canada to act proactively and add this group to the list of banned terrorist entities."
Paleostine Action is not the first pro-Paleostinian group to draw backlash for using maps to note institutions for potential protest.
In 2022, the Mapping Project, an anonymous collective of Boston-area pro-Paleostinian activists, sparked outcry after it published a list of names and addresses of Massachusetts Jewish groups, including schools, community funds and synagogue organizations.
And in 2023, the group Within Our Lifetime briefly published maps online detailing the locations of Jewish organizations in New York City alongside the caption "KNOW YOUR ENEMY."

The sweeping report, which is more highly detailed than previous assessments conducted during the war, found that the war caused $35.2 billion in physical damage, and it put economic losses — including lost income, displacement-induced costs and more — at an estimated at $22.7 billion.
The total is some $5 billion higher than the last Rapid Damage and Needs Assessment, or RDNA, reported by the World Bank, UN and EU as of October 2024.
Reconstruction in the Strip is largely at a standstill due to the lack of progress toward phase two of the US peace plan, which envisioned the ceasefire reached on October 9, 2025, leading to a transition that will end the Hamas ..a regional Iranian catspaw,... terror group’s rule of the Strip.
The Israel Defense Forces continues to hold over 50 percent of the enclave’s territory, and has refused to allow most heavy equipment into the part of the Strip outside of its control — where nearly all Gazooks now live — without Hamas first disarming under the plan.
"Economically, the situation in Gaza has not changed since the ceasefire until now," said Saif al-Din Odeh, an economist based in Gaza who previously worked for the Paleostinian Monetary Authority, on the stagnation in the Strip over the past six months.
The study, published April 20, outlines a three-phase reconstruction plan aimed not only at restoring prewar conditions but also at improving governance and service delivery, starting with a focus on food assistance, temporary housing, temporary learning spaces, and field hospitals over the first year and a half. It envisions large-scale rebuilding of housing, healthcare, and education systems over the next 18 months, followed by a two-year process centered on modernization of housing, the health system and education.
The conclusions are based on data collected over the course of the war and since, including satellite-based data collection, social media analysis, Gaza-based engineers, cost assessors and "on-the-ground sources" such as UN agencies, Gaza-based government ministries, humanitarian actors, and civil society organizations. The report’s authors assessed damage estimates based on prewar conditions, but they calculated reconstruction costs that incorporate elements of optimization, improved efficiency and sustainability.
Reconstructing housing is estimated to cost over $16 billion, while rebuilding the agriculture and food system sectors, along with commercial and industrial activity, is estimated to cost another $19.5 billion.
Another $19 billion will be needed to get the health and education systems back on their feet and build out social protections. Infrastructure recovery is estimated at nearly $10 billion more.
According to the report, the housing sector sustained the heaviest damage, with more than 1.2 million Gazooks, roughly 60% of the population, losing their homes amid massive bombardment over two years of war that — unlike earlier, more limited rounds between Hamas and Israel — also targeted high-rise buildings and densely populated urban areas.
"The recent conflict has generated catastrophic destruction of the housing stock," the report noted, tallying the damage to residences at approximately $18 billion, just over half the total cost of physical damage in Gaza.
According to the analysis, 371,888 housing units, representing over three-quarters of Gaza’s housing stock, were directly affected during the war, nearly 85% of which were completely destroyed.
Thanks to efficiencies, the report estimated that rebuilding the housing sector will cost $16.21 billion, which makes it the largest single recovery line item.
Little of that building has begun yet. A March report by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) found that some 1.7 million Gazooks are still living in "displacement sites" — tent encampments and temporary structures — and are unable to return to their homes, either because they were destroyed or because they are located in areas of eastern Gaza that remain under IDF control under the October 2025 ceasefire agreement.
"The situation of the displaced is the same as it was [during the war]," said Odeh. "Most people are living in tents because their homes were destroyed."
Some main roads have begun to be cleared in joint projects between local authorities and the International Committee of the Red Thingy, Odeh said.

I can understand how some might like their daily news less Trumpy, but from where I sit, Trump is playing this straight out of Schelling's The Strategy of Conflict. *spoiler alert* He is winning. (I know, a bitter pill)
Modern game theory has moved beyond simply figuring out the best move to bigger questions like threats, signaling, negotiations, bargains, and cooperation. What distinguishes a real threat from "cheap talk"? What makes a deal work? How do you signal that you are williing to cooperate?
Mainstream news will proclaim everything as chaos, TACOs, humiliation, and disaster, but Trump's moves are by the book. They may appear crazy, but they all fit the framework for signaling a willingness to make a deal:
Be nice.
Be provocable
Be forgiving
Be straightforward
And what is with this "humiliation" thing? Current events are constantly reported in terms of someone being humiliated. Daily Mail headlines are a great example. Putin is humiliated by this, Trump is humiliated by that, oh noes, something humiliated Stramer. The news is being pitched like a Mean Girls soap opera. I find it tiresome and lacking in expanatory power. Where is the humiliation in "We've had very good talks"?

A good question. Given the players, I would expect to see the civil war play out a bit first before we reach an end agreement.
Previously, the Ayatollah ran the country thru the IRGC. The top layer of mullahs has been scraped off, which would leave the IRGC as the big dog among the factions. They can influence the other factions with credible threats of death and violence. Severely reducing the number of IRGC personnel is one way to reduce their power. Running guns to the natives might help, but that is probably better left to Mossad.
I'm expecting some US vs IRGC kinetic activity soon. Probably not Bridges and Power Plants Day though, since it sounds like the civilian government will deal. Anyone up for some convoy escort duty in contested waters? Guaranteed to get spicy quick!
