Neither concern is unwarranted.
Best option? No boots on the ground. Take out the government actors - Supreme Leader, Guardian Council, & Islamic Consultative Assembly.
If their judges are anything like ours - leave'm - they'll do more damage alive than dead.

bombing a few of the IRGC assets would be a good idea
it could be painted as a deterrent to IRGC
even better would be using drones to eliminate some regime big shots
the supreme leader is probably underground and a few bombs could knock out his ventilation but it would be best if Khomenei could personally be tried by a new govt
