rejected growing fears of a serial killer dumping bodies in the Texas waterways after dozens were found dead over the past two years.
One death that has baffled investigators is Kenneth Cutting Jr, 22, who disappeared after a night out in downtown Houston in June last year.
Cousin Lauren Freedman said his body was found by police in the Buffalo Bayou a few days later, about a mile and a half upstream from where his roommates last saw him alive.
The cause and manner of the young man's death were undetermined by the autopsy which found no traces of physical injury or drug use.
Cutting is just one of dozens of people that have been found dead in the waterways over the past few years.
So far in 2025, police have confirmed 16 were pulled from Houston's bayous, but records from the Harris County Institute of Forensic Sciences indicate that number is even higher, at 24.
Six of those were found over the course of just two weeks in September.
Police have also confirmed that throughout 2024, there was a total of 24 bodies recovered from the waterways.
All of these deaths have caused Houston residents to speculate that there may be a serial killer on the loose, but mayor Whitmire has publicly disputed those fears.

[Daily Mail, where America gets its news] A 38-year-old accountant has been arrested after allegedly opening fire on a MAGA supporter who had a Trump flag in his yard.
Benjamin Michael Campbell is charged with firing shots at the home of Mark Thomas, 62, in Nantahala Gorge, North Carolina, on September 6.
Thomas, who owns a river rafting business in the picturesque area, caught the moment on camera the gunman was seen raising a pistol from the sunroof of his vehicle and firing several rounds.
Not all gun owners are conservatives.
Records seen by the Daily Mail indicate that Campbell is a married accountant living in Cobb County, Atlanta, which is around 160 miles south of Thomas's home. It's unclear what Campbell was doing in the rural area.
Thomas said that Campbell first caught his eye as he drove down his road at around 55 miles per hour before coming to a sudden, screeching halt.
The Republican homeowner said he checked his security cameras, and watched a man wearing an 'Antifa ...the armed wing of the Democratic Party... -style mask' emerge from his Jeep Cherokee to inspect a Trump banner attached to a bus parked on the Thomas family property.
'He was driving along, saw the sign, slammed on his brakes, you know, had a political trigger moment, and he just had to tear the sign down,' Thomas said.
'He started reaching up on his tippy toes, trying to get to the edge of the sign. I just thought to myself, this is not happening. I don't believe this.
'I'm a Trump supporter. I have weapons for my protection and my enjoyment and I keep them handy.
'You know, what good are they if you can't get to them when you need them? So I reached over and grabbed my rifle.'
Thomas said he walked out to his porch while armed with the rifle, and fired two warning shots into the air from a spot where Campbell could 'very clearly' see him.
‘By this point, he had ripped the sign off, and he just whipped it up and then threw it down on the ground. Like he was proud of what he just did. I thought, Holy smokes,' Thomas said.
The intruder returned to his Jeep, but instead of heeding Thomas' warning and leaving, he circled back down his road while raising a gun through the sun roof and firing multiple times, video shows.
‘He fired five to six rounds as he was heading back down the driveway to the highway that passes in front of my place,' Thomas told the Daily Mail.
‘I found one bullet hole in my refrigerator, which is on my porch.' Thomas was standing on the porch at this point, and the bullet missed him by meters.
Referring to his surveillance footage of the incident, Thomas said: 'You can see the dirt and grass flying up in the air and coming back down where bullets struck the front yard.
'I heard: boom, tap, and another bullet hit something metallic. That one could have very easily come close to me. He was most definitely trying to kill me.’
Swain County Sheriff's Office said they booked Campbell on September 30. He has been charged with Class C felony assault with a deadly weapon with intent to kill or inflict serious injury, discharging a firearm with intent to incite fear, and willful and wanton injury to personal property.
The maximum punishment for a Class C felony is 17 years in prison.

[Breitbart] The fledgling official inquiry into the child rape grooming gang scandal is facing accusations of being compromised as members of the victims’ panel resigned on Monday, citing “disturbing conflicts of interests” among those set to lead the investigation.
Following months of domestic and international pressure, Prime Minister Sir Keir Starmer backtracked from his initial opposition to conducting a national inquiry with statutory authority on the grooming gang scandal, after previously tarring the idea as “far-right”.
The first hint that the goal was not to reveal but to conceal.
In addition to examining the scourge of mostly Pakistani Muslims sexually exploiting and raping mostly young working-class white girls, the inquiry is set to examine the failures of local officials, police, and care workers, many of whom have been found to have ignored or covered up the scandal out of politically correct concerns. Victims, who were often exploited for years, were frequently dismissed by authorities at the time as “prostitutes” despite being under the age of consent.
On Monday, Fiona Goddard, a grooming gang survivor, resigned from the inquiry’s Victims/Survivor Liaison Panel, after discovering that the planned chairs of the inquiry are reportedly set to include a police officer and a social worker, which she asserted were the “very two services that contributed most to the cover up of the national mass rape and trafficking of children.”
“This is a disturbing conflict of interest, and I fear the lack of trust in services from years of failings and corruption will have a negative impact in survivor engagement with this inquiry,” Goddard wrote in her resignation letter.
She noted that in the 2019 trial against her abusers, members of the jury were dismissed if they had any connection to the police or social services to prevent bias from impacting the decision.
“This inquiry should be held to the same stands as a criminal case, if not higher,” Goddard said. “Having a police officer or social worker leading the inquiry would once again be letting services mark their own homework, the shortlisting of these potential chairs shows the government’s complete lack of understanding of the level of corruption and failings involved in this scandal.”
Goddard also raised questions about those on the survivors panel, claiming that there are members with “affiliations” to the Labour Party government, presenting “a potential conflict of interest and incentives, pushing in opposition to the honest representations of survivors’ voices.”
Such conflicts may prove critical, given that many of the main areas in England identified as hotspots of grooming gang activity were under the control of councils run by the Labour Party.
Not even slightly unexpected, sadly.
Furthermore, questions have also been raised about Prime Minister Sir Kier Starmer’s own role in the scandal, given that he served as the head of the Crown Prosecution Service when allegations of cover-ups began to emerge.
The man turns out to be all kinds of vile in a well-spoken package.
Additionally, Goddard expressed concern that there are attempts to broaden the scope of the grooming inquiry into other forms of child sexual abuse and exploitation, which she argued has been done in previous reports, resulting in grooming gang victims being “forgotten”.

“Grooming gangs or “gang based sexual exploitation” is a unique crime with its own markers. It also often differs from other areas of CSA or CSE in that victims have experienced decades of failure from statutory services.
Beyond failure, in many cases becoming active hostility to the girls and their families when they forget their place and demand to be treated like victimized people instead of discardable trailer trash who deserved what happened.
Expanding the scope of this inquiry risks it being watered down and once again, failing to get to the truth,” she said.
Shortly after Goddard’s resignation, fellow survivor Ellie-Ann Reynolds also left the panel on Monday, claiming that the government has kept the victims “in the dark” about the inquiry, saying: “When I asked for clarity, I was treated with contempt and ignored. I watched on, as it becomes less about truth and more about a cover up.”
“You isolated us by discouraging contact with each other and with our support networks. You dictated what we could say publicly, edited our words, and made it clear that speaking openly would jeopardise our place on the panel. Work with us, or not at all became the unspoken rule,” Reynolds said.
The resignations from the panel has sparked accusations from opposition leaders that the Labour government is attempting to impair the inquiry before it gets off the ground.
Shadow Home Secretary Chris Philp said: “The government never wanted this inquiry to start with – now it looks like they are sabotaging it.”
Shadow Chancellor Robert Jenrick argued that since the scandal “implicates every arm of the British state”, it is imperative that the inquiry be led by someone with unimpeachable impartiality, suggesting that a judge from abroad be brought in to oversea the investigation.
May I suggest Elon Musk? He is not a judge, but he has an interest in the subject and is perhaps the world expert on ferreting out information kept on computers, as police and social work records and texting, email, and social media communications are. It could be Britain's first DOGE project.
“A senior judge with deep experience of criminal and family cases, is best placed to interrogate the evidence and extract answers that are not forthcoming,” Jenrick said, adding that “Keir Starmer dragged his feet before setting up this inquiry and this latest development suggests that once again he is just not serious about delivering answers the victims so desperately deserve.”

The Los Angeles Times noted that ''fine print'' in a 254-page bill known as SB 254 — a massive bill compared to most state legislation — lets Southern California Edison and other utilities charge consumers for wildfire damage that exceeds $21 billion, which is likely in the case of the Eaton Fire that burned much of Altadena and Pasadena on January 7.
''Other amendments in the 231-page bill known as SB 254 helped not just Edison, but all three of the state's biggest for-profit utilities, further limiting the costs that they and their shareholders would face if the companies' equipment ignited a catastrophic wildfire,'' the Times notes.
Safeguards in the bill, such as a review of costs by the Public Utilities Commission, are essentially toothless ad would require victims of wildfires and consumers to cover wildfire costs for years before being compensated.
The legislation has revived concerns about the fact that Newsom and other politicians in the state have taken large campaign contributions from the utilities. Consumer advocates also complained that SB 254 and a 2019 law, AB 1054, that limited utility companies' liability were both rushed through the legislature without careful review or debate.
Former Breitbart News editor Jon Fleischman noted recently that California politicians also prevent close scrutiny of legislation by passing hundreds of bills that the governor signs in giant batches every year.
SB 254 was one of those, passed before the public could analyze what Newsom was signing and why.
Southern California Edison is widely believed to have caused the Eaton Fire, which allegedly resulted from faulty power lines that sparked and spread flames in high winds that also burned Pacific Palisades that day.

[FoxNews] Secretary of State Jane Nelson says 2,724 potential noncitizens flagged through federal database crosscheck
A Texas election review has identified thousands of illegal immigrants on the state's voter rolls, Texas Secretary of State Jane Nelson said Monday.
Nelson said a crosscheck of state voter records found that more than 2,700 possible illegal immigrants were registered on the voter rolls, leading to an eligibility review across the 254 counties.
The data came from a full comparison of Texas’s 18 million registered voters against federal citizenship records in the U.S. Citizenship and Immigration Services’ SAVE database, according to the Secretary of State's office.
Republican Governor Greg Abbott said that since Senate Bill 1 was signed into law, Texas has removed more than one million ineligible or outdated registrations from the state’s voter rolls.
"Only eligible United States citizens may participate in our elections," Nelson said. "The Trump Administration’s decision to give states free and direct access to this data set for the first time has been a game changer, and we appreciate the partnership with the federal government to verify the citizenship of those on our voter rolls and maintain accurate voter lists."
The investigation showed after running the SAVE crosscheck, that state officials could identify 2,724 potential noncitizens whose voter files have been sent to local counties to be further investigated.
This process falls under Chapter 16 of the Texas Election Code, which requires counties to verify each voter's eligibility and remove confirmed noncitizens from the rolls.
Nelson said the review is part of an effort to maintain an accurate voter list and to safeguard election integrity ahead of the 2026 election cycle.
"Everyone’s right to vote is sacred and must be protected," Nelson said. "We encourage counties to conduct rigorous investigations to determine if any voter is ineligible – just as they do with any other data set we provide."
Each flagged voter will receive a notice from their county registrar giving them 30 days to provide proof of U.S. citizenship. If a voter does not respond, their registration will be canceled, though it can be reinstated immediately once proof of citizenship is provided.
Nelson's statement said confirmed noncitizens who voted in previous Texas elections will be referred to the Attorney General's Office for further review and potential prosecution.
The announcement comes amid growing national scrutiny of voter rolls as several states – including Georgia, Arizona, and Florida – have conducted similar audits of voter eligibility.
Republican Governor Greg Abbott said that since Senate Bill 1 was signed into law, Texas has removed more than one million ineligible or outdated registrations from the state’s voter rolls, calling the effort essential to safeguard Texans' right to vote.
"These reforms have led to the removal of over one million ineligible people from our voter rolls in the last three years, including noncitizens, deceased voters, and people who moved to another state," Abbott said. "The Secretary of State and county voter registrars have an ongoing legal requirement to review the voter rolls, remove ineligible voters, and refer any potential illegal voting to the Attorney General’s Office and local authorities for investigation and prosecution. Illegal voting in Texas will never be tolerated. We will continue to actively safeguard Texans’ sacred right to vote while also aggressively protecting our elections from illegal voting."
Abbott has called the initiative proof that Texas is "leading the nation in election integrity."
A breakdown of the information was released by the Secretary of State’s office showing Harris County with the largest number of potential noncitizens at 362, followed by Dallas County (277), Bexar County (201), and El Paso County (165).
Smaller counties, including Andrews, Llano, and Cooke, reported fewer than ten flagged registrations.
In total, all 254 Texas counties were included in the SAVE database review. Counties began sending verification notices this week as part of the 30-day review process.
In June, Texas Secretary of State Jane Nelson announced that she had referred to the Office of Attorney General to investigate the names of 33 potential noncitizens who voted in the November 2024 General Election.
The statement released by Nelson said the referral came within weeks of Texas gaining access to U.S. Citizenship and Immigration Service’s SAVE Database.
"Gaining access to this database has been a game-changer. Not only have we been able to identify individuals who should not have voted in the last election, we have also been able to confirm naturalization of dozens more," Secretary Nelson said.
The crosscheck was made possible after the Trump Administration granted states direct and free access to the federal SAVE database for the first time.
The tool allows election officials to confirm voter citizenship against immigration and naturalization records.
The statement also said Texas was among the first states to join a pilot program with DHS, USCIS, and the Department of Justice (DOJ) to improve the database's functionality.
"We are in the early stages of this pilot program, but we already see promising results. This may be the most current and accurate data set there is when it comes to citizenship verification," Secretary Nelson said.
County registrars are expected to complete their investigations by early December, with official removals and potential referrals to follow.

[FOXNEWS] Boston officials are weighing whether the city should open government-owned grocery stores to make fresh, affordable food more accessible — an idea that's gaining traction in New York City.
After holding a hearing earlier this month, city councilors agreed to study how other cities have implemented municipal markets to close gaps in food access.
Councilors Ruthzee Louijeune and Liz Breadon, who called for the hearing, did not respond to multiple requests for comment from Fox News Digital.
While Boston leaders are still exploring the idea, Atlanta has already put the concept into practice, opening its first city-run grocery store earlier this year.
Atlanta Mayor Andre Dickens told Fox News Digital that Azalea Fresh Market has served more than 20,000 customers since it opened its doors on Aug. 28.
"In its first month, fresh produce made up 11.6% of total sales, exceeding the national average of 10% and highlighting a community demand for healthier food options," Dickens said, adding that the turnout shows how strong the need was in a neighborhood "long underserved by grocers."
"Azalea Fresh Market is proof that when we work together as a city, we can deliver real solutions that change lives," he added.
The early success in Atlanta comes as similar ideas gain momentum elsewhere, including in New York City, where Democratic mayoral candidate Zohran Mamdani has championed city-owned grocery stores as part of his controversial campaign platform.
Mamdani, a 33-year-old democratic socialist upstart, has placed affordability at the center of his agenda to lead America's largest city. He has campaigned on free buses, rent freezes for tenants in rent-stabilized apartments and city-owned grocery stores.
