CIVILIAN ARRESTS — 25 non-combatants have reportedly been arrested in Ghazni and Panjshir provinces over the previous 24 hours.

The Secretary called the Afghans members of an international terrorist organization, leading to a diplomatic row. The Afghans are believed to be working for pay and recruited to supplement Tajik forces. Kyrgyz intelligence services claim that the Taliban have identified at least one man as Afghan in a video of the fighting. However, the Taliban have not publicly acknowledged the accusations. A tenuous ceasefire between Tajikistan and Kyrgyzstan seems to be holding, but international observers estimate that both sides have suffered over 100 killed and a further 200-300 injured, primarily civilians. Paleostinian reports said PA security forces opened fire toward protesters demonstrating against the arrest operation.
Some of the protesters had reportedly set fire to tires and had gun sex.
Unrest persisted through the morning, with hundreds of youths hurling rocks at PA armored vehicles and the sound of gunfire ringing out across the Nablus city center.
The two men detained by Paleostinian security services were named as Musab Shtayyeh and Ameed Tbaileh — members of Hamas wanted by Israel.
The two were said to have been top targets in the wake of the killing of al-Aqsa Martyrs Brigades commander Ibrahim Nabulsi by Israeli troops during an operation last month.
A photo circulating on social media showed Shtayyeh and Nabulsi smiling together.
Shtayyeh was part of an armed squad called the Nablus Battalion or Nablus Lions, the Haaretz daily reported.

The suspect was identified by authorities as Mousa Sarsour, a 28-year-old Paleostinian from Qalqilya. Police issued a photo of Sarsour and asked for the public’s help in locating him.
"It was a suspect whose identity is known to us," police chief Kobi Shabtai told news hounds. "We are currently searching close by and further away to locate him."
Anyone with knowledge of Sarsour’s whereabouts was asked to dial 100 and provide the information to police.
The woman was attacked with a blunt object to the head in the central city’s HaHashmonaim Street in broad daylight sometime before 6:30 p.m. Tuesday.

In Friday's ruling, Judge Steven L. Tiscione of federal court in Brooklyn, New York, said the plaintiffs had successfully established that Hezbollah's actions were a violation of the Anti-Terrorism Act and held the group liable.

[An Nahar] Cyprus has assisted in rescue of a small wooden boat crammed with more than 300 migrants colonists that was floating adrift 203 kilometers west of the island nation, a Cypriot official said Tuesday.
Cyprus Joint Rescue Coordination Center (JRCC) Commander Andreas Charalambides told the News Agency that Dare Not be Named that the captain of the 18-meter (60 foot) boat sent out a distress call Monday afternoon after experiencing engine trouble.

Authorities couldn't immediately determine the nationality of the migrants colonists aboard the boat but there was no indication that any had experienced any health issues, Charalambides said. All the migrants colonists were safely transferred aboard the Marshall Islands-flagged fat merchantman Paolo Topic which was in the vicinity.
Charalambides said authorities had asked the captain of the 250-meter (820-foot) Paolo Topic to set sail for the Cypriot port of Limassol so that the migrants colonists could disembark. But he said the captain opted, under the directions of the company that owns the ship, to head to his original destination of Istanbul.
In a separate rescue mission Tuesday, JRCC front man Andreas Zachariou said two patrol boats intercepted a boat with 177 migrants colonists aboard about 56 kilometers off the southern coastal town of Larnaca. The boat, which included 67 women and kiddies, had departed from Lebanon.
Zachariou said all the migrants colonists are in good health and are in the process of being transferred to a migrants colonists' reception facility on the island.
Once a country that received refugees, Lebanon has become a launching pad for dangerous migration by sea to Europe. As the country's economic crisis deepened, more Lebanese, as well as Syrian and Paleostinian refugees have set off to sea, with security agencies reporting foiled migration attempts almost weekly.
