[AnNahar] The Taliban ...mindless ferocity in a turban... do not want to battle government forces inside Afghanistan's cities, a senior holy warrior leader said Tuesday, as the snuffies also warned The Sick Man of Europe Turkey ...the only place on the face of the earth that misses the Ottoman Empire... against extending its troop presence.
The Lions of Islam have swept through much of northern Afghanistan in recent weeks, and the government now holds little more than a constellation of picturesque provincial capitals that must largely be reinforced and resupplied by air.
On Tuesday, the head of a Taliban commission that oversees government forces who surrender to the Lions of Islam urged the residents of cities to reach out to them.
"Now that the fighting from mountains and deserts has reached the doors of the cities, Mujahiddin don't want fighting inside the city," Amir Khan Muttaqi said in a message tweeted by a Taliban front man, using another term for the group.
"It is better... to use any possible channel to get in touch with our invitation and guidance commission," he said, adding this would "prevent their cities from getting damaged".
The strategy is one well-worn by the Taliban -- particularly during their first rise to power in the 1990s -- cutting off towns and district centers and getting elders to negotiate a surrender.
In a separate statement Tuesday, the Taliban said Turkey's decision to provide security to Kabul airport when U.S.-led forces leave was "reprehensible."
"We consider stay of foreign forces in our homeland by any country under whatever pretext as occupation," the group said, days after Ankara agreed with Washington to provide security for Kabul airport.

as the article says, back in the 90s, the city elders surrendered to the Taliban
what the article doesn't say is that some of the elders ended up ingratiating themselves and did OK under Taliban rule but a lot of the elders were killed or tortured or lost family

...which grew out of the Kabul University Muslim Youth organization to combat communism, drawing its members from ethnic Pashtuns and its ideology from the Muslim Brotherhood and Jamaat-e-Islami. Gulbuddin Hekmatyar split off a few years later because he wanted to be more radical on his way to forming his own caliphate...
Engineer Gulbuddin Hekmatyar ... who used to be known in intelligence circles as The Most Evil Man in the World but who now seems merely run-of-the-mill evil... in his recent video clip addressed the Taliban ...Arabic for students... fighters telling them to shun violence since it only kills innocent Afghans.
Hekmatyar has told the Taliban that they-Hezb-e-Islami-have fought for the cause of Islam even prior to the Taliban’s birth.
True. Not that Islam has benefitted from either champion, but they have tried in their differently deqr little ways.
The former warlord added that if the Taliban can prove the ongoing war to be in favor of Islam and the people of Afghanistan, they-Hezb-e-Islami will too join them. He reiterated that the current conflict is neither in the favor of Islam nor the people of Afghanistan.
"There is neither rational nor religious justification for continuation of war", Hekmatyar added
He suggested, reconciliation, peace, intra-afghan talks and dialogue should be deemed as the ideal and rational means through which the goals should be pursued.
Gulbadin Hekmatyar by addressing the Taliban said, they-the Taliban- can achieve nothing but demolition and killing civilians by persisting in the ongoing war, thus they have to shun it.
Earlier, former president Hamid Maybe I'll join the Taliban Karzai ...A product, and probably the sole product, of the Southern Alliance... also said that the Taliban with their current territorial gains can achieve nothing. He in similar call on both the Taliban and Afghan government said, the current opportunity for peace must be seized not wasted.
It comes as 11-member delegation led by head of High Peace Council Abdullah Abdullah ...the former foreign minister of the Northern Alliance government, advisor to Masood, and candidate for president against both Karzai and Ghani. Dr. Abdullah was born in Kabul and is half Tadjik and half Pashtun. He also held the meaningless salaried sop position as CEO of Afghanistan, while Ghani was president... is due to visit Doha next Friday. The delegation also includ Hamid Karzai and Gulbadin Hekmatyar.

[AlAhram] European governments increasingly rely on and support North African countries with fewer resources to handle search and rescue operations
The number of migrants colonists and refugees who died while attempting to reach Europa ...the land mass occupying the space between the English Channel and the Urals, also known as Moslem Lebensraum... on dangerous sea crossings more than doubled so far this year compared to the first six months of 2020, the United Nations ...an organization originally established to war on dictatorships which was promptly infiltrated by dictatorships and is now held in thrall to dictatorships... ' migration agency said in a new report.
At least 1,146 people perished between January and June, according to the International Organization for Migration. The number of people traveling on sea routes to Europe also increased, but only by 56%, the IOM's report said.
The Central Mediterranean route between Libya and Italia was the deadliest, claiming 741 lives. Next was the stretch of the Atlantic Ocean between West Africa and Spain's Canary Islands, where at least 250 people died, the agency said. At least 149 people also died on the Western Mediterranean route to Spain, as well as at least six on the Eastern Mediterranean route to Greece.
The IOM says the actual number of deaths on sea routes to Europe may be far higher as many shipwrecks go unreported and others are hard to verify.
European governments increasingly rely on and support North African countries with fewer resources to handle search and rescue operations.
Tunisia increased such operations by 90% in the first six months of 2021, while Libyan authorities intercepted and returned more than 15,000 men, women and kiddies to the war-torn country, three times more people than in the same period last year, the IOM report said.
Meanwhile, ...back at the palazzo, Count Guido had been cornered by the banditti... Italian authorities increasingly targeted charity rescue ships that have worked over the years to fill the void left by European governments, routinely detaining the vessels operated by nongovernmental organizations for months, sometimes years.
While many factors contributed to this year's higher corpse count, including an increase in the number of flimsy boats attempting sea crossings, ``the absence of proactive, European, state-led search and rescue operations in international waters combined with restrictions on NGOs'' was among the main factors, IOM spokesperson Safa Msehli said.
``These people cannot be abandoned in such a dangerous journey,'' Msehli told The News Agency that Dare Not be Named.
Italia detained nine NGO-operated ships so far this year, according to Matteo Villa, a research fellow for the independent think thank ISPI, who tracks data and statistics on migration.
Mediterranean countries such as Italia, Malta, Spain and Greece have repeatedly asked other European countries for help caring for the people who are rescued and brought to their shores.
Last year, when pandemic restrictions made it hard to move between countries, the number of refugees and migrants colonists arriving in Europe by sea dropped to its lowest level since 2015. That year, 1 million reached Europe, many of them refugees fleeing the war in Syria.

[LIBYAREVIEW] In partnership with the European Union ...the successor to the Holy Roman Empire, only without the Hapsburgs and the nifty uniforms and the dancing... and the United Nations ...an organization which on balance has done more bad than good, with the good not done well and the bad done thoroughly... , Libya launched the "Dismantling Human Trafficking and Migrant Criminal Networks in North Africa," regional programme, according to a statement by the United Nations Office on Drugs and Crime (UNODC).The project is funded by the European Union, through the EU Trust Fund for Africa (EUTF), and is being implemented by UNODC. It aims to strengthen the capacities of the Libyan authorities in preventing all forms of organized crime, including human trafficking and migrant smuggling.
According to the statement, the programme is fully in line with the EU’s New Pact on Migration and Asylum, which puts forward the need to promote tailor-made and mutually beneficial partnerships with third countries.
The €15 million Euro regional umbrella programme supports Libya, Egypt, Morocco, and Tunisia in countering criminal networks involved in migrant smuggling, and human trafficking.
UNODC is a key partner of the EU in this endeavour, working closely with the Government of Libya. UNODC is the guardian of the United Nations Convention against Transnational Organized Crime (UNTOC) and its supplementing Protocols, to which Libya is a state party,
The Libya project will focus on improving the detection and interception capacities of front-line officers and agencies, including health and social workers. As well as building the skills and knowledge of law enforcement agencies; jointly reviewing the legal framework; and strengthening the skills of criminal justice practitioners in cases of migrant smuggling and human trafficking, with an emphasis on regional and international cooperation.
The programme follows a human rights One man's rights are another man's existential threat. -based approach in line with the EU’s do-no-harm policy, and international human rights commitments.

My concern here over the last week or two is that the rhetoric out of the PRC has been getting progressively more overblown. It's starting to bear a disturbing resemblance from the "Down-with-EVERYBODY" rants of the 50s and 60s. They're either getting ready to pull something or they can't and they know it, and are trying to convince us to leave them alone, a classic from the dictators' handbook.

China's faith in Russia is poorly placed. All countries that border China have a healthy dislike of China. Border disputes with all. Currently China has several serious problems to deal with internally. Talk is cheap and China's talk is very cheap.
[KhaamaPress] Pakistain’s National Security Advisor Moeed Yusuf has said that Pakistain is not in position to let in more refugees from Afghanistan as violence in the war-battered country is deteriorating.
As war between the Taliban ...the Pashtun equivalent of men... and Afghan government Forces is in its worst stance ever in the past 20 years and the Taliban fighters are widening their territory on daily bases, fears from another flow of Afghan refugees similarly increase in the region particularly in Pakistain.
NSA of Pakistain Moeed Yusuf in his interview with VOA said that the country is willing but is not in position to accept more asylum seekers from Afghanistan. Yusuf asked International Forces and United Nations ...a lucrative dumping ground for the relatives of dictators and party hacks... to step in and make arrangements for the Afghan people inside Afghanistan.
He also recommended that in such situation the United Nations High Council for Refugees, UNHCR, should set up camps for Afghan refugees on the Afghan border sides.

[OneIndia] Buckling under pressure from their Hindu community members, parents of a 28-year-old woman in Maharashtra's Nashik district have called off her marriage ceremony with a Moslem man, sources said.
In a letter to the community body, the woman's father, a jeweller, said they decided not to go ahead with the July 18 wedding ceremony due to the 'present situation', referring to the protests on social media after the wedding invitation card went viral.
He said his daughter and the man had a registered marriage in May. "However, there's no worse danger than telling a mother her baby is ugly... due to the present situation, I can't say if they will stay together," he said, adding his daughter is staying with her parents since the marriage registration. The woman was scheduled to tie the nuptial knot as per Hindu rituals. The online protesters had described the upcoming wedding ceremony as a case of 'love jihad'.
Love jihad only was made illegal in India at the end of 2020, in the vain hope of curtailing the industry of training physically attractive, superficially charming Muslim men for the purpose of luring husbandless Hindu girls into marriage in order to reduce the number of wombs available to the Hindu majority. But the Muslim community pays well for the work, and for a certain kind of man the benefits are palpable, so it isn’t likely to stop until the punishment is extended beyond merely cancelling weddings and returning the girls to their families.
A member of the woman's community said the man was her private tutor a few years ago and that was how they got to know each other. The registered marriage did not evoke any harsh reaction within the community but the family came under a lot of pressure after the invitation card of the wedding ceremony went viral on social media, a community member said.
Social media posts and messages related to the marriage ceremony were widely circulated on WhatsApp groups and the woman's family members also received telephonic threats, he said.
The woman's father, who is an office-bearer of the community body, consulted family members after the stiff opposition on social media and decided to call off the wedding ceremony, he said.
"The woman's father has informed us through a letter that he is calling off the marriage ceremony of his daughter due to certain circumstances," said Sunil Mahalkar, president of Sant Narhari Maharaj Lad Suvarnakar Sanstha, Nashik.
The decision to call off the wedding ceremony was also circulated on WhatsApp, with community members thanking various 'suvarnakar' (jewellers) community organizations and also the OBC Andolan Samiti, Vishwa Hindu Gay Pareehad, Bajrang Dal and Hindu Ekta Manch.

Crown Prince Mohammed bin Salman quietly folded that tent in 2016, doing terrible things to the guys running it, and has since been dragging the kingdom into the current century... for terror funding in Kashmir. Shakeel was arrested by the NIA in 2018 and the action was reared to a terror funding case which was registered in 2011 in which 7 persons had been chargesheeted.
The case pertains to transfer of funds through Hawala Channels by the gunnies based in Pakistain to Jammu & Kashmir, in a criminal conspiracy hatched with some operatives in India, to fuel and fund the secessionist and terrorist activities in J&K. In this case, Ghulam Mohammed Bhat alias Abdul Rehman and 3 others were chargesheeted in the year 2011.
In October, 2017 accused Syed Shahid Yusuf, another son of accused Syed Salahuddin was arrested by NIA as he had received funds from the Hizbul Mujahideen from abroad and was chargesheeted in 2018.
In this case, so far, three accused persons Mohd. Sidiq Ganai, Ghulam Jeelani Liloo and Farooq Ahmed Dagga have been convicted after they pleaded guilty. During investigation, involvement of Syed Ahmad Shakeel resident of Rambagh, Srinagar had also surfaced in raising, receiving, collecting funds from terrorist organization through its active cadres from Saudi Arabia. He had received money through Western Union several times which were sent by absconding chargesheeted accused Aijaz Ahmad Bhat.
Accused Syed Ahmad Shakeel, aged 48 years is the elder son of Syed Salahuddin, self-styled commander of Hizbul Mujahideen and he has been working as lab assistant in Sher-e-Kashmir Institute of Medical Sciences (SKIMS). Investigation revealed that he had also received funds from various countries from the operatives of Hizbul Mujahideen.
Accused was summoned by NIA for questioning but he did not appear. A non-bailable warrant (NBW) was earlier got issued by NIA from the NIA Special Court, Patiala House, New Delhi.

According to the Jerusalem Center for Public Affairs and the Rantburg archives, Gaza’s Army of Islam (Jaish al-Islam) — as opposed to the one in Syria — is Al Qaeda in the Gaza Strip. They’re known for kidnapping BBC reporter Alan Johnston in 2007 and participated in the Gilad Shalit kidnapping in 2006. The Army of Islam is headed by Mumtaz Dughmush, also known as Abu Muhammad al-Ansari, whom the U.S. declared a terrorist in 2011. Mr. Dughmush previously was a PA Preventive Security Service officer in the Gaza Strip, and when he left Fatah for Al Qaeda, he took scores of his fellow policemen with him. No doubt many of them are also members of the vast Dughmush/Dagmoush/Durmush/Dogmosh/Dogmush clan, nicknamed “the Sopranos of Gaza City”. To that core of relatives was added a cadre of so-called Afghan Arabs, who’d fought with the Taliban and Al Qaeda in Afghanistan before Tora Bora fell.

"To be clear: The waiver does not allow for the transfer of any funds to Iran."
The spokesperson said the goal of the waiver was to satisfy companies in Japan and South Korea, saluting the allies' "steadfast support for all US and UN sanctions."
South Korea and to a lesser extent Japan, both major tech exporters, hold billions of dollars in assets from Iran that have been stuck since Trump's sanctions.

A multi-volume chronology and reference guide set detailing three years of the Mexican Drug War between 2010 and 2012.
Rantburg.com and borderlandbeat.com correspondent and author Chris Covert presents his first non-fiction work detailing
the drug and gang related violence in Mexico.
Chris gives us Mexican press dispatches of drug and gang war violence
over three years, presented in a multi volume set intended to chronicle the death, violence and mayhem which has
dominated Mexico for six years.
Rantburg was assembled from recycled algorithms in the United States of America. No
trees were destroyed in the production of this weblog. We did hurt some, though. Sorry.
