[FoxNews] Biden's library foundation expects just $11.3M by 2027, far behind its $200 million goal for the project
Former President Joe Biden has reportedly raised only a "small fraction" of the funds needed to construct a presidential library, according to a report from The New York Times on Saturday. "Who are we kidding? He won't know"
The report, based on public filings and interviews with Biden's donors, said the former president's library foundation did not receive any new donations in 2024 and was instead seeded with $4 million left over from his 2021 inauguration.
According to The Times, the library foundation declined to share how much it had raised in 2025, and told the outlet that Biden was only now beginning to actively raise money for the project.
"Still, Mr. Biden’s foundation told the I.R.S. this year that it expected to bring in just $11.3 million, total, by the end of 2027. That would be far below the pace set by other recent presidents, and far less than the $200 million that Mr. Biden’s aides say they want to raise eventually," The Times reported.
Although it's not technically a presidential library, for contrast, former President Barack Obama's "presidential center" in Chicago has raised $1.5 billion so far, according to new filings. President Donald Trump announced that he is setting out to raise more than $950 million before he leaves office, for his planned library in Miami.
The outlet alleged that due to "poor fund-raising," there are discussions underway about consolidating a future library with pre-existing "Biden institutions" already constructed at the University of Delaware. The Times noted that by doing this, it could potentially allow the library to tap into the millions of dollars that the university, the former president's alma mater, has already secured to build a "Biden Hall."
"So far, some of Mr. Biden’s most loyal contributors said they had not been contacted by anyone about giving to the library. Other Democratic donors have said that even if Mr. Biden asks them, they are unlikely to give money because they are focused on fighting President Trump or are embittered by Mr. Biden’s term in office," The Times reported.
John Morgan, a longtime donor to the Democratic Party and one of Biden's top supporters, told The Times that he would not give "a penny" towards the library, citing poor treatment from Biden's staff. Morgan & Morgan: "For The People". 'Nuff said
"The Biden staff, they ruined any type of good library for him," Morgan told the outlet. "He’ll be lucky to have a bookmobile."
The man is senile. What does Mr. Morgan imagine they’re doing all day, other than fetching ice cream?
The Times added some context to Morgan's decision not to help fund Biden's library, writing, "As a point of contrast, Mr. Morgan said he had dinner with former President Bill Clinton last week to discuss a possible donation to his library for an expansion. Mr. Morgan said Mr. Clinton and former President Barack Obama kept much better relations with their donors and supporters, which has enabled them to build large foundations and libraries."
Both are still mentally fit, despite drug use over the years — they’re able to go to dinner and shmooze. Show some compassion, man!
Biden's library foundation put out a statement announcing that it had delayed fundraisers until now to allow time for "intensive research," which includes visits to other presidential libraries.
"Mr. Biden has said little about his plans, beyond that he wants his library to be somewhere in Delaware, his home state. Aides say he envisions something smaller and cheaper than Mr. Obama’s center," The Times wrote. "Even so, he appears far short of the $200 million goal."
According to The Times, the Biden Hall and the Biden Library are currently two separate projects, "competing for the same pool of donors." The outlet added that "many loyalists say they hope that the library could be housed inside the hall, turning two projects into one."
That seems wise, under the circumstances.
"We continue to be in an exploratory and planning phase," Kelly Scully, a spokeswoman for Biden told The Times.
Where they will stay. Perhaps his estate will start a new trend by donating his papers to the National Archive, where the funds will run to the necessary storage boxes and shelves, the salary of an additional archivist, and they’ll be more easily accessible to scholars, rather than halfway across the country.

Transportation Secretary Sean Duffy threatened Friday to withhold up to $73 million in federal highway funding for New York state after a nationwide audit found the state has been illegally granting commercial driver’s licenses (CDL) to illegal migrants.
A Federal Motor Carrier Safety Administration audit found that 107 of the 200 non-domiciled commercial driver's licenses sampled were given to people in violation of federal law.
It also found that the state's Department of Motor Vehicle's systems defaulted to issuing 8-year licenses to foreign drivers for non-REAL ID licenses, regardless of when their legal status expired.
The Transportation Department also demanded the state immediately pause the issuance of all new, renewed, transferred, or upgraded non-domiciled CDLs and learner permits, and review every non-domiciled license that was issued in violation of federal regulations and the policies, practices, and procedures that allowed for the licenses to be issued.
“When more than half of the licenses reviewed were issued illegally, it isn't just a mistake—it is a dereliction of duty by state leadership," Duffy said in a statement. "Gov. [Kathy] Hochul must immediately revoke these illegally issued licenses. If they refuse to follow the law, we will withhold federal highway funding. This administration will never stop fighting to keep you and your family safe on our roads.”
The issue of migrants having a commercial driver's license follows a car crash involving an illegal migrant truck driver that killed three people in California in October. Another illegal migrant, who received a commercial license from California, caused a crash in Florida in August that killed three people.

California has become ground zero in America’s trucking scandal, with Governor Gavin Newsom’s administration accused of rubber‑stamping thousands of illegal commercial driver’s licenses for foreign nationals in defiance of federal law. On September 1, Breitbart Texas reported that Texas led the nation, by a large percentage, of commercial driver’s license holders receiving “out of service” orders for not being proficient in reading and speaking English. Governor Abbott’s spokesman, Andrew Mahaleris, responded to an inquiry from Breitbart, saying, “Governor Abbott expects trucking companies in Texas to fully comply with President Trump’s Executive Order. Public safety is priority #1, and we must ensure that truckers are able to navigate Texas roadways safely and efficiently.”
Since then, Texas has launched a crackdown on these truck drivers. Texas has dropped to fifth place, behind California, New York, Pennsylvania, Illinois, and Florida.

Democratic attorneys general from California and 18 other states sued the Trump administration Friday over its new $100,000 fee on H-1B visas.
President Donald Trump imposed the rule Sept. 19 for new petitions for the nonimmigrant visas, which allow U.S. employers to hire temporary, foreign workers in response to labor shortages among physicians, surgeons, researchers, educators, nurses and other vital workers.
The new fee will make it more difficult for health care centers, schools, universities and others to hire workers, California Attorney General Rob Bonta said during a news conference Friday morning in San Francisco. He said it will make current labor shortages worse.
Bonta and Massachusetts Attorney General Andrea Joy Campbell are co-leading the coalition of states in the suit, which is California's 49th one this year against the Trump administration.
Bonta said the new fee violates the U.S. Constitution and the Administrative Procedures Act's notice-and-comment process.
The Center Square Friday reached out to the White House, which commented on the lawsuit.
“President Trump promised to put American workers first, and his commonsense action on H-1B visas does just that by discouraging companies from spamming the system and driving down American wages, while providing certainty to employers who need to bring the best talent from overseas,” White House spokeswoman Taylor Rogers told The Center Square in an email. “The Administration’s actions are lawful and are a necessary, initial, incremental step towards necessary reforms to the H-1B program.”
The Center Square also reached out to the U.S. departments of Homeland Security and Labor, but did not hear back before press time.
Bonta noted the visas allow employers such as schools, hospitals, universities and research institutions to hire highly skilled workers.
“California, like every other state, needs more teachers, more nurses, more doctors,” the California attorney general said. “There is a shortage of supply in those professions.”
Bonta's office said employers filing H-1B petitions typically pay between $960 and $7,595 in regulatory and statutory fees.
Bonta said the $100,000 far exceeds processing costs and call the new fee an “unnecessary obstacle” to hiring the workers America needs.
“The consequences for California would be devastating,” Bonta said. “We’re already facing a nationwide teacher shortage. Last year 74% of U.S. school districts struggled to fill open positions, especially in areas such as special education, foreign language and STEM [science, technology, engineering and math] fields. Nearly 30,000 educators nationwide hold H-1B visas.
“And hundreds of colleges and universities rely on them to support instruction and support research,” he said.
“Public schools, many of which operate on very tight budgets, can’t absorb an extra $100,000 for hire,” Bonta said.
“The health care sector is equally at risk,” he said, noting rural communities would be especially hit by the loss of workers. He said patients would see “longer wait times, reduced access to care, growing health disparities.”
Bonta said Congress didn’t authorize Trump to impose the new $100,000 fee.
“No presidential administration can rewrite immigration law,” the attorney general said. “No president can destabilize our schools, our hospitals, our universities on a whim. And no president can ignore the co-equal branch of government, the Congress; the Constitution or ignore the law.”
Besides California, states filing the lawsuit are Arizona, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maryland, Michigan, Minnesota, North Carolina, New Jersey, New York, Oregon, Rhode Island, Vermont, Washington and Wisconsin.
In other litigation news, Democratic attorneys general praised this week’s federal ruling that blocked the Trump administration’s attempt to close a Federal Emergency Management Agency program designed to protect communities from natural disasters before they strike.
Democrats won their suit to protect FEMA’s Building Resilient Infrastructure and Communities program. Those filing the suit included attorneys general from Arizona and California.
"We're winning case after case as we protect Arizonans from harm and rising prices that the Trump administration continues to illegally pursue," Arizona Attorney General Kris Mayes said in a news release. "Arizonans will notice this victory the next time a wildfire or flood hits - thanks to the work of those in my office, our state will be prepared."
