[NYP] The US accused Russian intelligence operatives of orchestrating a murder-for-hire plot targeting a Kremlin critic believed to be living in Washington, DC.
In documents unsealed on Tuesday, federal prosecutors claim the conspiracy was part of a broader global network that recruited people to carry out assassinations and terrorist attacks on behalf of Moscow.
The five men charged in the incitement allegedly worked for Russia’s intelligence services, and are accused of being paid and attempting to pay others in the US and abroad to surveil and kill Russian dissidents.
Three of the defendants also face conspiracy to commit murder-for-hire charges. All five defendants remain at large, according to the Justice Department.
According to prosecutors, the alleged operation reached the nation’s capital in late August, when suspected Russian intelligence operatives directed a US-based Venezuelan citizen to secretly film two Washington-area locations tied to a Kremlin critic before allegedly offering him $40,000 to carry out the killing.
The recruit completed the surveillance but refused to commit the murder himself, according to the indictment.
Prosecutors allege the five defendants were members or associates of a Russian intelligence-directed network that financed terrorism and coordinated violent operations across multiple countries.

[DM] A three-year-old boy was among seven people shot when gunfire erupted on a Baltimore street on Wednesday night.
Police scrambled to rush the wounded toddler to hospital in the back of a patrol car.
The terrifying burst of violence unfolded at around 9pm in central Baltimore, where police say a group of people suddenly opened fire.
An officer in the area heard the barrage of gunshots and raced toward the scene, where the three-year-old was discovered among multiple shooting victims.
With no time to lose, officers placed the wounded child into a police cruiser and sped him to a nearby hospital rather than waiting for an ambulance.
The toddler was taken into surgery following the shooting, Baltimore Police Commissioner Richard Worley said.
Worley said police believe multiple people were responsible for opening fire, but authorities had not yet determined exactly how many shooters were involved.
Investigators were preparing to scour surveillance footage from the surrounding area in an effort to identify those responsible and reconstruct the moments leading up to the attack.
Worley condemned the gunmen as 'cowards' following the shooting.
Despite the severity of the attack, authorities said the injuries suffered by all seven victims were considered non-life-threatening.
Five of the other six victims were treated by medics at the scene before being transported to a local hospital.
The scene was only about a half-mile away from The Johns Hopkins Hospital.
[BB] An Alabama woman was sentenced to life in prison after she pleaded guilty to killing her newborn in 2023 by placing him in a trash compactor.
Jakayla Williams is accused of giving birth in secret at her home in Dothan when she was 18 years old and putting the baby boy in a dumpster with a trash compactor at an apartment complex on the west side of town, WKRG reported.
Investigators recovered his body at the Dothan dump, finding the baby wrapped in a mattress protector inside a zipped-up duffel bag. Authorities believe the child was alive when Williams placed him the trash compactor, according to the report.
Houston County District Attorney Russ Goodman told a local news outlet his office had been pushing for the death penalty. Williams ultimately took a plea deal to avoid the death penalty and pleaded guilty to one charge of capital murder. She was sentenced to life without parole.
The devastating and disturbing case was first revealed to the public in August 2023 during a “rare” nighttime press conference at the Dothan Police Department, according to the report. During that press conference, investigators said they were made aware of the case after staff at Southeast Health claimed that Williams and her mother were at the hospital searching for a baby.
According to the report, “Williams initially told responding officers at the hospital that she had the baby at her home on August 13, 2023, before secretly giving him to a Southeast Health nurse; however, Williams’ description of the nurse was vague, so police pulled surveillance footage, and Williams was not seen at the hospital, contradicting the story she told investigators.”
“Officers pulled Williams back in for questioning, and after hours of interviewing, she told them what had happened to the baby,” the report concluded.

Mil is charged with second-degree murder and aggravated malicious wounding causing permanent impairment, according to Middle River Regional Jail records. The same day, ICE arrested Salvadoran illegal immigrant Yinmi Molina-Zepeda in Woodbridge, Virginia, after it was discovered that he is wanted in his home country for aggravated homicide and other crimes.

On Wednesday, the Justice Department unsealed fraud charges against nonprofit operators who drew tens of millions through that agency, including more than $75 million LAHSA paid one contractor now accused of turning homeless-housing invoices into a nightclub.
HUD Secretary Scott Turner put the larger number on the table in a Fox News interview the same day. "LAHSA has received $1 billion—and I want everybody to hear this. A billion dollars of taxpayer money over 5 years with zero results," Turner told Fox’s Matt Finn. "There’s no business in America that is ran that way or that would be sustained. Your own personal family budget cannot be ran that way and sustained."
Home At Last, the Culver City nonprofit founded by Michael Young, received more than $118 million from LAHSA, the city, the county, and HUD. LAHSA alone paid the group more than $75 million for homeless housing services.

Federal prosecutors say Young used sham vendors, fake competing bids, forged signatures, and fraudulent invoices to siphon millions into shell companies, commercial real estate, a bingo hall, and Six Seven Five Lounge, a high-end restaurant and nightclub in Inglewood.
Young, 46, of Baldwin Hills, was arrested Wednesday on a federal wire-fraud complaint. Officials allege he diverted more than $7.5 million, and in charging papers more than $12 million, including over $1 million to open and operate the nightclub: liquor license, architect, developer, and upscale finishes. Nearly $50,000 went to a trip to Tahiti. Another $140,000 restored a vintage Chevrolet Impala.
"Taxpayers did not sign up to fund this nightclub," Assistant Attorney General Colin McDonald said at the downtown Los Angeles news conference.
First Assistant U.S. Attorney Bill Essayli called the scheme a "profound failure by the State of California and Los Angeles County to safeguard public funds." Millions meant to house the homeless, he said, financed private real estate, a nightclub, a bingo hall, and personal expenses.
The books those millions passed through were not run by a CPA. A degreed cultural anthropologist ran LAHSA’s finances, the Globe reported. Janine Trejo, promoted to chief financial officer in March 2024 by then-CEO Va Lecia Adams Kellum, listed a bachelor’s in cultural anthropology—not the accounting, finance, MBA, or CPA credentials the agency’s own job posting required. She left the agency in late March 2025 after months on leave.
Adams Kellum announced her own resignation days later. On April 4, 2025, three days after the Los Angeles County Board of Supervisors voted to strip LAHSA of more than $300 million and shift contracts to a new county department, she submitted a letter saying "now is the right time for me to resign as CEO." As CEO, she and LAHSA directed more than $2 million in federal funds under the agency’s control to her husband’s employer. HUD later cited that deal in its case against the "homeless industrial complex."

That was not the first LAHSA exit.
As previously reported by the California Globe, Executive Director Peter Lynn stepped down in 2019 after five years in which he said LAHSA "deployed more than $780 million in new funding," then "doubled our staff and then doubled it again." His salary was about $250,000 a year.
Bass, who appointed herself to the commission, missed 25 of 47 meetings and stepped off the board last week, days before Wednesday’s arrests.
Turner used Wednesday to accuse LAHSA of negligence with public money.

"Make no mistake, HUD and the Trump administration will not tolerate the theft and abuse of taxpayers in this country," he said.
Coverage of the briefing flagged more than $14 million stolen from taxpayers across the related cases. The Fox segment circulating Wednesday also noted that tens of millions moved through LAHSA to another group used to steal the money.
Two other defendants were charged the same day.
Lakiya Malone, 48, an employee of Special Service for Groups, faces 21 counts of conspiracy, wire fraud, and bribery for allegedly taking more than $180,000 from Alexander Soofer in exchange for housing referrals that included "ghost" clients. Soofer has agreed to plead guilty after obtaining more than $23 million in homelessness funds and pocketing at least $2 million.

The city budgets more than $1 billion a year on homelessness, $961 million adopted in FY 2025, rising to about $1.1 billion with carryovers, and left nearly $473 million unspent in one recent year. Despite the billion-dollar budget, street homelessness surged.
Bass’s Inside Safe program moved more than 6,000 people into hotels; 41 percent were back on the street by late May. Its first year produced only 255 permanent housing placements. The City Council later slashed the program during a roughly $1 billion city deficit. Los Angeles County pulled hundreds of millions from LAHSA.
HUD suspended further federal funding, citing unverifiable housing sites, empty hotel rooms, and weak controls.
Statewide, California has spent more than $37 billion on homelessness since 2019—about $200,000 per person, while remaining home to a quarter to a third of the nation’s homeless population.
Project Homekey sent $745 million into Los Angeles-area projects, many of which sat empty.
The Justice Department’s charges do not invent that record. They price one sliver of it: $75 million out of LAHSA to a single nonprofit; a cultural anthropologist on the books who left in late March 2025 after months on leave; a CEO who announced her resignation weeks later, after the county pulled the money; and a mayor who walked off the board one week before the arrests.
The latest charges put a price on the homelessness industrial complex in months, not years: more than $75 million out of LAHSA to one contractor, tens of millions more through the same pipeline, and $14 million-plus alleged stolen for a nightclub, ghost clients, and luxury spending—a sliver of the $37 billion California has poured into homelessness since 2019, fraud federal prosecutors uncovered in short order after California Democrats spent years overseeing the books, the board, and the growing homeless encampments.
Top Los Angeles prosecutor Bill Essayli said the Homeless Fraud and Corruption Task Force he’s leading will stop at nothing to root out massive fraud at the lead agency that coordinates housing and social services for the homeless in Los Angeles County.
Michael Young was taken into custody without incident. He is charged with wire fraud, a felony that carries a sentence of up to 20 years in federal prison.
Lakiya Malone faces up to 20 years per wire fraud count, 10 years per bribery count, and five years on a conspiracy charge.
Alexander Soofer has agreed to plead guilty to one count of wire fraud and one count of money laundering. He admitted in a plea agreement to his role in the bribery scheme with Malone.
Donye Mitchell is charged with wire fraud and faces up to 20 years in federal prison.
“We’re working our way up the chain. We’re getting to those who are enabling the fraud, and not just the fraudsters themselves,” he told the California Post. “The money went to enrich these fraudsters directly.”
The LAHSA has had recurring problems with corruption and late payments to nonprofit providers – things the Trump administration has named as its motivation for suspending federal funds to the joint city-county agency.
More than 70,000 homeless people live in Los Angeles County, with more than 40,000 living in the city of LA. Many reside in the 80 city blocks that comprise the blighted neighborhood known as Skid Row, while others live in encampments along freeways, or under bridges.

[California Globe] Attorney General Todd Blanche highlighted a coordinated federal takedown Tuesday as the Justice Department charged 12 individuals with siphoning more than $10 million from programs meant to help low-income families pay for childcare. The defendants, naturalized U.S. citizens and lawful permanent residents originally from Syria, Somalia, Sudan, Afghanistan, and Iraq, allegedly ran licensed home daycares that existed largely on paper.
Will they lose their citizenship or residency permits and be sent home after finishing out their prison sentences?
More than 250 federal, state, and local officers arrested all 12 defendants and executed search warrants at homes in the San Diego area purported to be daycare facilities. The National Fraud Enforcement Division, created earlier this year, called the cases its first charges of this type.
"These charges underscore a simple truth: anyone who steals from programs meant to support children will face swift and uncompromising accountability," said Assistant Attorney General Colin M. McDonald. "Fraud against these programs is an attack on vulnerable families, and law enforcement will continue to dismantle schemes that exploit them."
At a news conference, McDonald revealed: "There were no children. There were no daycares. But the taxpayers were paying for all of it," adding, "our mission is clear, stop the fraud epidemic crippling our country...fraud is an unavoidable evil. It is simply evil."
U.S. Attorney Adam Gordon for the Southern District of California said, "Today is a bad day for home daycare fraud. These fraudsters may have criminally gamed the system before. But today, the game is over."

Prosecutors say the scheme was straightforward. The defendants obtained California licenses to operate home childcare facilities, registered with Child Development Associates and the YMCA to receive federal subsidy payments, then submitted monthly attendance records—signed under penalty of perjury—claiming they cared for children who were rarely, if ever, present. Payments flowed directly to the providers.
Each defendant allegedly collected between $538,000 and $1.2 million over periods ranging from months to years. Several received more than $1 million. Abdulrahman Alawad alone collected more than $300,000 in 2025. IRS investigators say proceeds went to luxury homes, overseas wire transfers, and large cash withdrawals.
Surveillance footage and border-crossing records contradicted the signed attendance forms.
Abdulrahman Alawad claimed to care for 23 children in March 2026 and 25 in April, every day. Video covering 57 days showed children entering or leaving his facility on only one day—the day a state inspector arrived unannounced. Turkiya Alawad submitted January 2024 attendance records and collected nearly $15,000 even though border records show she was outside the United States that entire month.
The pattern was not a secret to anyone willing to look at public records.
Independent journalist Nick Shirley first drew national attention with videos of empty, Somali-run daycares in Minnesota that were collecting large public subsidies. He then came to San Diego and worked with local licensed private investigator Amy Reichert, who pulled Community Care Licensing inspection files showing facilities licensed for dozens of children while unannounced visits repeatedly found few or none present. Reichert posted the state reports—names, enrollment numbers, and empty-room findings—and the pair visited sites in City Heights and El Cajon.
Reichert reports that many of the daycares they had uncovered have been closed and the owners arrested.
Shirley later alleged more than $170 million in California daycare and hospice irregularities and said the problem here was larger than Minnesota.
California officials answered with smears and legislation, not audits.
Governor Gavin Newsom’s press office posted an AI-generated image of a grim reaper figure filming at a daycare doorway with the caption "Hey, can I see your kids?"—a depiction widely condemned as implying Shirley was a predator. Newsom had earlier said Somali providers were "under siege."

Republicans, led by San Diego Assemblyman Carl DeMaio, dubbed it the "Stop Nick Shirley Act." The law expands California’s Safe at Home address-confidentiality program to employees and volunteers at nonprofits that serve immigrants. Critics said the measure was designed to intimidate investigators shining a light on fraud in immigrant communities after Shirley’s California reporting.

The website of the Federal Register, which is run by the National Archives, had the search tool using Alibaba's Qwen model available on Wednesday along with other search options. It was unclear when it was deployed.
The Qwen-powered search was taken down on Wednesday around the same time social media posts appeared about it, according to screenshots and an archived version of the site's source code reviewed by Reuters.
The FBI last week accused Alibaba of copying Anthropic's models to build its own AI tools, raising tensions between Washington and Beijing ahead of a meeting next week between the countries' leaders.
US officials said then that Chinese AI companies were engaged in "malicious" copying of US technology on an "industrial scale."
The FBI declined to comment on Thursday. The National Archives and the White House did not respond to requests for comment. A spokesperson for the Chinese embassy in Washington said the allegations of copying were "unfounded."
The US government's use of Qwen emerged amid a global reckoning about AI safety and a US debate over whether regulatory safeguards on AI are needed or would put the country at a competitive disadvantage.
AI experts said the use of the Chinese AI tool on the Federal Register's website may not have posed national security risks. But it raised questions whether the federal government was contradicting its own messages about Chinese AI models.
Daniel Castro, president of the Information Technology and Innovation Foundation, said there was a disconnect between the fierce US-China competition to build superior AI models and a US agency choosing to use a Chinese-made AI model.
"It's one of the most insane things I've ever seen," he said.
The Federal Register website, which provides a daily list of newly proposed regulations, offered the Qwen model as a tool to browse public comments.
Qwen is an open-weight model, meaning key components of the system are publicly available. Developers can download and modify the model for specific uses, often at lower cost than closed models from companies such as Anthropic and OpenAI.
