[GaroweOnline] Somalia’s rapidly expanding defence ties with Pakistain are drawing India’s attention as New Delhi closely monitors Islamabad’s emerging role in the Horn of Africa and the western Indian Ocean.
The development comes after Somali Defence Minister Ahmed Moallim Fiqi visited Pakistain this month with senior military officials, including the heads of Somalia’s navy and air force.
During the visit, Fiqi held talks with Pakistain’s army, air force and navy leadership. The two sides agreed to expand cooperation in military training, counterterrorism, maritime security and the development of Somalia’s defence capabilities.
The delegation also visited Pak military educational institutions and defence industries, suggesting that the partnership extends beyond military training.
India said on Aug. 7 that it was closely monitoring developments in relations between Somalia and Pakistain, as New Delhi also watches shifting security dynamics in the Middle East, Red Sea and Indian Ocean.
Gurjit Singh, a former Indian ambassador to Æthiopia, Djibouti and the African Union ...a union consisting of 53 African states, most run by dictators of one flavor or another. Somalia’s strategic location is central to the issue. Its long coastline stretches along the Gulf of Aden and Indian Ocean, while the Bab el-Mandeb strait, a key maritime passage linking the Indian Ocean with the Red Sea and Suez Canal, lies to its north.
India has long regarded maritime security off Somalia as strategically important. Its navy has conducted anti-piracy operations in the Gulf of Aden and off Somalia since 2008, helping protect commercial shipping.
Pakistain, meanwhile, is a major military power in the Indian Ocean and a longstanding rival of India in South Asia.
A deeper military relationship between Pakistain and Somalia could therefore carry broader strategic significance for New Delhi, even if the partnership is primarily focused on Somalia’s security needs.
There is no publicly announced agreement giving Pakistain a military base in Somalia, permanent access to a port or permission to deploy combat forces there.
The cooperation announced so far has focused on training, counterterrorism, technical assistance, institutional development and maritime security.
However,

The Somali delegation visited Pakistain’s National Defence University and Global Industrial & Defence Solutions, a state-owned defence company, further highlighting the potential for cooperation in defence technology and equipment.
For Somalia, the partnership comes as the government seeks to strengthen its armed forces and assume greater responsibility for national security amid its long-running fight against al-Shabaab ... Somalia's version of the Taliban, functioning as an arm of al-Qaeda... Pakistain could offer Somalia military training, counterinsurgency experience and expertise in air and maritime capabilities, while Islamabad could gain greater diplomatic and strategic engagement in a region of growing importance.
The relationship also comes as Pakistain expands its security ties beyond South Asia, including with The Sick Man of Europe Turkey ...the only place on the face of the earth that misses the Ottoman Empire... and Saudi Arabia ...a kingdom taking up the bulk of the Arabian peninsula, largely made up of sand and oil rigs. Its primary economic activity involves exporting oil and soaking Islamic rubes on the annual haj pilgrimage. The country supports a large number of princes in whatcha might call princely splendor. Formerly dictatorial and steeped in Olde Tyme Religion, deferring to Salafist holy men on all issues, it has now done a 180 and is making a serious effort to modernize, so as not to be left in the sand by its Gulf Arab neighbors. The holy men have been shoved to the background and the nation is now still dictatorial but somewhat rational. That doesn't make them trustworthy, but it's a start... , both of which maintain significant strategic interests in Somalia and the wider Red Sea region.
There is no indication that Somalia, Pakistain, Turkey and Saudi Arabia are forming a joint military alliance. But Pakistain’s growing engagement with Somalia places it in a region where several of its partners already have established security and strategic interests.
For now, the expanding Somalia-Pakistain defence relationship does not amount to a new military confrontation with India. But its growing scope and Somalia’s strategic position mean New Delhi is likely to continue watching Islamabad’s activities in the Horn of Africa and the western Indian Ocean closely.

[North Press] Iraq’s Justice Ministry on Sunday announced the activation of intensive diplomatic procedures to transfer about 6,000 Arab and foreign prisoners serving sentences in Iraqi prisons to their home countries to complete their sentences there.
Syrian nationals make up the largest group of foreign prisoners, followed by nationals of Morocco, Tunisia, Turkey, Russia, the United States and Canada, among others.
The ministry obtained an official decision from the National Security Council to begin the transfer procedures and diplomatic efforts.
The Justice Ministry’s decision covers 6,000 prisoners from 61 Arab and foreign nationalities.
Iraqi Justice Ministry spokesman Ahmad Laibi said Karkh Central Prison had been designated to temporarily accommodate and consolidate the Arab and foreign prisoners until the technical arrangements for their transfer are completed.
On Saturday, Justice Minister Khalid Shwani discussed the issue of foreign prisoners transferred from Syria and legal and judicial cooperation between the two countries with U.S. Chargé d’Affaires in Baghdad Joshua Harris.

The efforts to transfer the prisoners come as Iraq struggles to pay its civil servants amid the regional conflict involving the US, Israel and Iran. The resulting closure of the Strait of Hormuz - through which most of Iraq’s oil exports passed before the war - has dealt a blow to the country’s economy.
In February, Iraq’s Supreme Judicial Council confirmed receiving 5,704 suspected ISIS members of 61 nationalities in a US-led transfer operation from Syria to Iraq. Of those, 983 held European, Australian or American citizenship.
Karkh Central Prison in Baghdad has been designated as the main facility where the prisoners will be assembled before procedures for their transfer are completed.
Iraq relies on its 2005 anti-terrorism law to prosecute ISIS suspects. The legislation allows for the death penalty for membership in a terrorist organization.
Human Rights Watch (HRW) in February accused Iraqi authorities of conducting rushed trials of ISIS detainees, raising concerns over due process and saying some convictions were based on confessions allegedly obtained through torture.
According to the international watchdog, around 8,000 ISIS detainees are on death row.

[Rudaw] Iraq has deployed a newly established military command near its border with Saudi Arabia to prevent Iraqi territory from being used to launch attacks on neighboring countries, the defense ministry spokesperson told Rudaw, following weeks of tensions between Baghdad and Riyadh over Iran-aligned armed groups.
The Badia Operations Command was established earlier this month to oversee security in the vast desert areas of southern and western Iraq, including territory bordering Saudi Arabia.
“The deployment of this command is to ensure the protection of the country’s southern and western borders and prevent any attempt to target neighboring countries," Yahya Rasool, spokesperson for Iraq’s defense ministry, told Rudaw's Malik Mohammed on Saturday.
According to Rasool, the command will be based in the Nugrat al-Salman area of Muthanna province, deep in the Samawa desert. The area is part of al-Salman district and lies around 80 kilometers from the Saudi border.
The command was formed by an August 9 government order aimed at strengthening security and coordination among Iraqi forces operating in the Muthanna desert and surrounding areas.
Its establishment comes amid heightened tensions after Saudi Arabia and the United States carried out strikes against Iran-aligned militia targets in Iraq on July 29.

Israel will bar two Swedish members of the European Parliament from entering the country over what the Foreign Ministry described as anti-Israel activity, the ministry said in a statement on Sunday.
According to the statement, Foreign Minister Gideon Sa’ar asked the Population and Immigration Authority to deny entry to Jonas Sjöstedt and Hanna Gedin, both members of Sweden’s Left Party, under the Law for Entry into Israel, which stipulates that foreign nationals can be blocked from entering the country if they publicly call for a boycott of Israel; deny the Holocaust; deny the October 7, 2023, massacres; or publicly support putting Israeli citizens on trial in foreign courts for war crimes.
The Knesset expanded the entry ban in February 2025, extending an existing prohibition on entry for those advocating boycotts against Israel to people who deny the Holocaust or the October 7 massacre, as well as those who advocate prosecuting Israelis for actions taken during their service in the IDF or other security agencies.
The two politicians, who were due to arrive in Israel Sunday night, had allegedly planned to visit Paleostinian Authority-controlled areas.
Sa’ar’s office said Sjöstedt and Gedin have "consistently acted against Israel" in recent years, including by "calling for the advancement of international legal proceedings against Israelis."
