The request has not been officially confirmed by Ethiopia, the African Union or the Somali government. However, sources familiar with the matter described it as an unexpected development that prompted AU officials to reconsider the order and timing of troop withdrawals.
Under the previous plan, the African Union Support and Stabilization Mission in Somalia, known as AUSSOM, was expected to prioritize reducing Uganda’s military contingent and completing the withdrawal of the remaining Burundian forces.
Ethiopia’s reported request would require the AU to revise that timetable and determine which contingents should leave first. Ethiopian troops have maintained a significant presence in several parts of southern and central Somalia for many years.

That is the picture emerging from the United Nations Secretary-General’s 23rd strategic report on ISIL/Da’esh, delivered to the Security Council on Aug. 5. Circulated to Council members on July 30 as document S/2026/638, it names Africa the current epicenter of Islamic State activity worldwide and singles out the Islamic State West Africa Province (ISWAP) as the movement’s most active affiliate on the planet.
Read against events in Mali, Burkina Faso, and Nigeria’s own troubled peripheries, the document describes a regional collapse now closing in on Africa’s most populous nation — and one Washington has quietly begun rehearsing responses to.
BAMAKO UNDER SIEGE
The most dramatic evidence is in Mali. Since September 3, 2025, al-Qaeda-linked Jama’at Nusrat al-Islam wal-Muslimin (JNIM) has waged an economic war on Bamako, attacking the tanker convoys that carry roughly 95 percent of the landlocked country’s fuel from its northern neighbor, Senegal, and its southern neighbor, Côte d’Ivoire. More than 300 tankers have been destroyed since. On April 25, 2026, Mali’s defense minister, General Sadio Camara, was killed in a JNIM/FLA car-bomb attack at Kati, near Bamako. Junta leader Assimi Goïta now moves fuel into the capital only under armed escort by soldiers and Russia’s Africa Corps.
OUAGADOUGOU: A MOGADISHU SCENARIO
Next door in Burkina Faso, analysts estimate that JNIM and Islamic State Sahel Province (ISSP) control as much as 60 percent of national territory. Captain Ibrahim Traoré’s junta has dissolved every political party, expelled the top UN representative, banned 118 NGOs, and in June formally severed all diplomatic ties with France.
In October 2025, JNIM claimed its first attack on Nigerian soil near the Benin border. Islamic State Sahel Province (ISSP) has since pushed into Sokoto and Kebbi states through Lakurawa (“the recruits”) — a group originating from Mali and now, per the Nigerian military, imposes “zakat” levies, abducts schoolchildren, and cooperates with Boko Haram.
On February 3, 2026, Lakurawa-linked gunmen killed at least 162 people in Woro and Noko villages in Kwara State, deep inside the Middle Belt. On December 25, 2025, US forces struck ISSP camps in Tangaza county, Sokoto – the first known American kinetic action inside Nigeria against a Sahel-linked affiliate.
“The implications for Christians in the Middle Belt are very bleak,” Adakole Adam, of Adamson Security Consultancy in Takum, told TruthNigeria. “The jihadists from the Sahel are bent on exterminating Christianity. Look at what they are doing in Burkina Faso, burning churches and killing Christians. ISWAP and Boko Haram are already doing the same in the Northeast, and Ansaru in the Northwest. Jihadists from Mali are now flocking into Nigeria through Benin Republic, and from there they push into the Middle Belt states.”
In the Northeast, ISWAP alone commands between 8,000 and 12,000 fighters, and UN monitors say the affiliate is now acquiring and employing commercial drones.
[ShabelleMedia] The 49th escort fleet of the Chinese People’s Liberation Army Navy departed from a military port in Sanya, South China’s Hainan province, on Wednesday, bound for the Gulf of Aden and waters off Somalia to carry out escort missions in the region.

Australian police on Wednesday dropped assault charges against a man lauded for his bravery during last year’s mass terror shooting at a Hanukkah event on Sydney’s Bondi Beach.
Fruit seller Ahmed al Ahmed was hailed as a hero when viral video footage showed him intervening in the December 14 antisemitic attack, which killed 15 people. The 44-year-old ducked between parked cars as the shooting unfolded, then grabbed one of the two button men and wrested away his weapon in an effort to stop the killing.
Ahmed was earlier this year accused of stalking and assaulting his own father, charges he denied.
Both charges were withdrawn after a brief hearing on Wednesday, court documents showed.
"It has been very difficult. It is a family situation that he never expected, one would never want to expect, and it must be very difficult for him," his lawyer Mohamad Sakr said in June.
"There is one thing that must be upheld, and that is the presumption of innocence. He is a heroic man and his honesty and dignity should be maintained until these matters are determined," the attorney added.
Ahmed, who sustained gunshot wounds at Bondi Beach, received plaudits worldwide for his actions, including from Prime Minister Benjamin Netanyahu and Australian Prime Minister Anthony Albanese.

More than 800 witness statements had already been examined along with video, ballistic evidence and data from seven electronic devices, New said.
But data from another 12 electronic devices and an improvised bomb testing report had yet to be reviewed, she said.
Akram and his 50-year-old father allegedly began their attack by throwing four IEDs toward a Jewish crowd, but the devices failed to explode.
Police described the devices as three aluminum pipe bombs and a tennis ball bomb containing an explosive, gunpowder and steel ball bearings. While none detonated, police described them as "viable" IEDs.
The father was killed in a gunbattle with police and the son was maimed.
Naveed Akram has not entered pleas to the charges that include murder, attempted murder and committing a terrorist act.
The police investigation is one of three official inquiries examining Australia’s worst alleged terrorist attack and the nation’s deadliest mass shooting in 29 years.
Another one, which examined how law enforcement and intelligence agencies interacted before the attack, produced an interim report in April urging stricter gun controls. It was part of a wider royal commission, Australia’s highest form of public inquiry, which is investigating the nature and prevalence of antisemitism in daily life as well as the circumstances of the Bondi shooting.

According to fresh rules posted on the Eurovision site today, the EBU “may designate another Participating Broadcaster to host the Event” if it determines that the winner is unable to do so.
“Where an armed conflict, a sensitive geopolitical situation, or any other situation materially affects the security, safety or stability of the immediate region of a Participating Broadcaster, that Participating Broadcaster shall not be eligible to host the next ESC should its entry win,” the new regulations state.
The EBU could, however, determine that the country is eligible to host if it is “satisfied that the safety, security, integrity, continuity and smooth operational delivery of the Event can reasonably be guaranteed.”
The regulations also note that the “’immediate region’ means the country of the Participating Broadcaster concerned and/or neighbouring territories where such a situation has a direct and material impact on its security environment.”
The new rules have been widely reported as aimed directly at the possibility of an Israeli win in future competitions, amid ongoing Israeli conflicts in Gaza, Lebanon and with Iran.
At this year’s contest in Vienna, Israel’s Noam Bettan came in second place, as did Yuval Raphael last year. The close calls alarmed many Eurovision viewers who did not deem Israel a safe or comfortable host for the song contest. Israel most recently hosted in 2019, after Netta Barzilai won a year earlier with “Toy.”
The 2027 competition is slated to be held in Bulgaria in May of next year. The final dates and host city are slated to be announced by the EBU tomorrow.

Iraqi Prime Minister Ali al-Zaidi met with Adm. Brad Cooper, who leads the US Central Command, on Wednesday. al-Zaidi said in a statement afterward that he had affirmed September 30 as the "fixed and final date for ending the military mission of the Global Coalition to Defeat ISIS in Iraq and completing the departure of its forces."
A US official confirmed that the US expects to complete its pullout by September 30, but declined to say how many troops remain in Iraq or where they would be redeployed.
"The United States, Iraq and coalition partners have achieved tremendous success in defeating ISIS and now the Iraqi security forces, including the Peshmerga and other Iraqi Kurdistan Region security forces, will lead the fight against snuffies in Iraq," the official said.
Two Iraqi Kurdish officials said a drawdown of US troops and military equipment from Erbil began about three weeks ago.
The officials spoke on condition of anonymity because they were not authorized to comment publicly.
The US presence in Iraq grew to more than 170,000 troops at the peak of counterinsurgency operations in 2007 during the Iraq War. In December 2011, the final combat troops departed. The incident took place a day after the military said it targeted a terror operative who posed an "immediate threat" to troops.
The IDF said that the Hamas sniper was spotted by troops of the 99th Division near the so-called "Yellow Line" that divides the Strip between Israeli and Hamas control.
"Immediately after the identification, the troops fired toward [the operative] to remove the threat," the IDF said, adding that a "hit was identified."
IDF DENIES CLAIMS THAT RULES OF ENGAGEMENT HAVE CHANGED
Israeli strikes in the enclave have become rare in recent weeks, after the military tightened its policy on "targeted eliminations."
Strikes that are conducted for any purpose other than removing an immediate threat must now receive prior approval from IDF Chief of Staff Lt. Gen. Eyal Zamir, Israeli security sources said last week. Previously, they only required approval from Southern Command chief Maj. Gen. Yaniv Asor or various division commanders operating in the Strip.
The IDF has continued to operate against targets it identifies as posing an immediate threat to troops, and insists that the rules of engagement have not changed.
The army said in a statement on Wednesday that "there is no change to the rules of engagement, which require every IDF soldier to neutralize any immediate threat, wherever it may be."
"There is also no change in the deployment of forces in the sector or in control of the Yellow Line," the IDF added.
In the statement, the military said it received information that Hamas was carrying out a military drill in the Gaza Strip on Tuesday night, leading it to improve intelligence-gathering and attack capabilities. However,

Nevertheless, IDF soldiers told Channel 12 on Monday that the rules of engagement have changed dramatically since the disarmament roadmap was publicized, suggesting that there are quiet agreements with the US-backed board to drastically rein in operations.
For example, The Times of Israel reported that the IDF had halted a special operation to hunt down and kill every person involved in the October 7, 2023, massacre, which began the war in Gaza.

On Tuesday night, the military said it fired shots at several Paleostinians the previous night after they crossed the Yellow Line and stole plastic pipes used by the army for engineering activity.

The report is based on Article 5 of the agreement, which KAN described as containing vague wording that says the money will be transferred to "suppliers and contract holders," without specifically stipulating that such recipients cannot be related to the terrorist organization.

Instead, the sum earmarked in the disarmament plan will be used to pay severance to Hamas civil servants who don’t end up being hired by the new Palestinian technocratic government meant to run the territory, an Arab diplomat from one of the mediating countries told The Times of Israel on Wednesday.
“The claims that there is a financial agreement between the Board of Peace and Hamas are false,” Board of Peace Gaza envoy Nickolay Mladenov wrote in Hebrew on X on Wednesday. “No such proposal was discussed, negotiated, or considered, and it will not be on the table in the future either.”
“Hamas will have no role in the governance of Gaza and will have no access to funds,” he continued.
The issue gained attention on Tuesday when Kan reported that Hamas was assured by mediators that $400 million of its debt would be covered by the Board of Peace if it agreed to the disarmament plan.
Prime Minister Benjamin Netanyahu publicly rejected the Board of Peace’s disarmament plan on Sunday, when he said Israeli troops would not withdraw from the enclave until Hamas is “genuinely disarmed.” Despite the public rejection, a Board of Peace official told Reuters on Monday that the disarmament plan was still on the table and that discussions with Israel were continuing.
Clause 5 of the plan states that the new Palestinian technocratic government, known as the National Committee for the Administration of Gaza (NCAG), “shall seek to assess the legitimate commitments to suppliers, contractors and other parties — up to a total amount of no more than $400M — and address them.”
The NCAG is overseen by the Board of Peace. A Board of Peace official stressed to The Times of Israel that the clause is not the same as a financial agreement.
“It allows legitimate outstanding obligations, such as unpaid public servants or suppliers who provided genuine services to the population, to be assessed on their merits. That should not be confused with paying Hamas or covering obligations linked to terrorism, corruption or financial mismanagement,” the official said.
Explaining the policy further, another source familiar with the matter told The Times of Israel that, upon taking power, the NCAG will conduct a lengthy audit of Hamas’s finances. If the audit uncovers payments to contractors for “legitimate” activity that were not paid by Hamas, the NCAG will use that $400 million fund to pay back the contractors, the source said, adding that background checks will also be conducted to ensure that the contractors are not tied to terrorism.
In addition, the $400 million will be used to provide severance packages for Hamas civil servants who do not end up being hired by the NCAG, the Arab diplomat said The diplomat noted that the severance packages are a legal requirement and necessary for limiting poverty in Gaza, much of which was destroyed in the war.

Mladenov, in his Hebrew post, said contracts and payments would be reviewed.
“Board of Peace funds are not transferred through Hamas,” Mladenov wrote. “Every contract undergoes review and approval, every project is verified before payment, and all accounts are fully open to audit by donor governments.”
“There are more than enough genuine challenges in this effort. There is no need to invent additional ones,” he added.
Mladenov also again pushed Israel to endorse the roadmap for Gaza disarmament, saying it is Jerusalem’s best option.
“Israel is not required to rely on trust or take irreversible steps before verified actions are taken on the ground,” Mladenov said. “The goal remains the complete dismantling of weapons and ensuring that Gaza can never again pose the kind of threat Israel experienced on October 7.”
“The alternatives are for Hamas to remain in power and rebuild its military capabilities, or for Israel to resume control over Gaza’s entire population, at an enormous human, military and economic cost,” he argued.
“The Board of Peace offers a third option: full disarmament, civilian governance, an international security presence under American command, and oversight and verification mechanisms,” Mladenov said.
That international security presence, known as the International Stabilization Force, he stressed, is meant to “support disarmament and the establishment of a civilian government in which Hamas has no role. That has been our position from the outset, and it has not changed.”
Morocco is slated to be the first country to actually deploy troops in Gaza under that framework, officials familiar with the Board of Peace’s plans have told The Times of Israel. Three other countries — Albania, Kazakhstan and Kosovo — have also agreed to contribute troops to the ISF.
The Board of Peace envisions the establishment of a pilot humanitarian zone in the Rafah area of southern Gaza, from which Israeli troops would withdraw and be replaced by personnel from the ISF. The arrangement would allow an initial group of vetted Gazans to relocate from Hamas-controlled territory.
Mladenov also said that a mechanism has begun functioning for monitoring violations of the ceasefire in Gaza, which began last October.
Trump announced last month that there had been a breakthrough in his peace plan for the Gaza Strip, in the form of the 15-point proposal for the IDF to withdraw and Hamas to hand over its weapons and transfer governance of Gaza to the technocratic committee.
Despite Netanyahu’s claim that Israel has rejected the terms of the proposal, IDF soldiers in the Gaza Strip told Channel 12 on Monday that the rules of engagement have changed dramatically since the disarmament roadmap was publicized, suggesting that there are quiet agreements with the board to drastically rein in operations. For example, The Times of Israel reported that the IDF had halted a special operation to hunt down and kill every person involved in the October 7, 2023, massacre, which began the war in Gaza.

The Prime Minister’s Office had no immediate comment on the report, but the official denied that any agreement had been reached regarding the countries that will make up the verification committee, and said that talks on the matter are still ongoing.
According to Rooters, the shortlist emerged from US-mediated talks in Rome last week.
The countries could help define the mechanism’s scope, provide personnel to oversee its implementation or contribute troops to observe or take part in inspections verifying disarmament, three sources said.
A source with direct knowledge of the matter said discussions surrounding the shortlisted countries are in the early stages, but says they are "cautiously optimistic" the effort will proceed.
FIREFIGHTERS ACCUSE ISRAEL OF STARTING BLAZES IN SOUTH LEBANON — REPORT
Firefighters in Lebanon told the Guardian news outlet on Wednesday that the IDF has purposely been starting fires in the border area, where there is dense vegetation, a terrain which poses a challenge to Israeli forces.
It is believed such fires are intended to aid the army in identifying bully boyz trying to infiltrate Israel or carry out attacks on the border.
Hussein Fakih, head of the civil defense in the Nabatieh area, told the Guardian that most of his missions relate to fires.
"There are enormous areas of woodland that have burned. I don’t have the exact figures, but in the areas close to the [frontline], around 30-40% of the land has been affected by fires," he told the Guardian.
"Small drones come out and drop incendiary materials, [white] phosphorus shells are fired at the woodlands, in addition to illumination flares that they drop during the daytime so the vegetation catches fire," he explained.
The Guardian reported that firefighters in other areas reported similar activities. According to the outlet, firefighters must relay requests to fight fires through the Lebanese army, which contacts a deconfliction mechanism set up to ensure the ceasefire.
In response to the report, the IDF said its activities are "conducted while taking precautionary measures to mitigate harm to civilians and the environment."
Additionally, the IDF said overnight that its air defenses launched an interceptor toward a target in southern Lebanon that was later determined to be gunfire by Israeli troops operating in the area.
The military said no injuries occurred and that the incident is being investigated.

Lebanon’s parliament on Wednesday passed a general amnesty law that, among other provisions, allows the families of citizens who fought in the Israel-backed South Lebanon Army to return to the country.
The office of the speaker of parliament announced the "approval of a draft law aimed at granting a general amnesty and exceptionally reducing the terms of certain sentences," which had been a demand of various political factions and a topic of debate for years in Lebanon.
Fearing retribution from Hezbollah, thousands of fighters for the Christian-led SLA, and their families, fled to Israel in 2000 when the IDF pulled out of southern Lebanon, ending a 15-year occupation.

In a statement on Wednesday, YRK said an investigation into the June 28 deaths of four of its fighters near Mahabad concluded that local Kurdish collaborators had helped the IRGC locate the unit. It identified Omar Dehqan as one of those allegedly involved and said he had been "punished" by its fighters. PJAK said several others had been identified and would also be pursued. The claims could not be independently verified.
The group urged Kurds working with Iranian security forces to halt their cooperation with Tehran and "return to the ranks" of their people.
The warning comes as tensions between Tehran and Iranian Kurdish opposition groups escalate on both sides of the Iran-Iraq border.
Iran launched fresh missile and drone attacks on Komala and the Kurdistan Democratic Party of Iran (KDPI) near Erbil on Tuesday and Wednesday, part of a wider campaign that has intensified since the US-Iran war began on February 28.
PJAK maintains mobile guerrilla units inside the Kurdish areas of western and northwestern Iran, where its armed wing, the East Kurdistan Defense Units (YRK), has carried out operations and clashed with Iranian security forces.
PJAK’s own account of the June fighting shows its fighters operating around Mahabad, while profiles of those killed describe activity stretching from Maku to Marivan, Sardasht and Mahabad.
The June 28 clash near Mahabad killed four YRK fighters - Zarin Akbash, Parastoo Safaeipour, Khalil Chichek and Rasoul Yeganeh - according to PJAK. The group also claimed that IRGC personnel were killed or maimed.
The warning comes amid a broader increase in armed attacks on Iranian security personnel and local collaborators in Kurdish areas.
On June 29, two Kurdish members of the IRGC’s Basij militia, Khaled Khaledinia and Burhan Karisani, were rubbed out outside their homes in Paveh. Khaledinia had been accused by Kurdish activists of involvement in the violent mostly peaceful suppression of the 2022 Woman, Life, Freedom protests.
The developments point to a potentially more confrontational phase inside Iranian Kurdistan, where Tehran has long relied on local informants, Basij members and auxiliary forces alongside the IRGC.
Around half a dozen individuals accused of collaborating with the Iranian security forces have been killed in recent weeks according to Iranian media and Kurdish opposition outlets. Kurdish activists and rights groups say such recruitment has been particularly important in areas where the state struggles to penetrate local communities.
At the same time, Iran has stepped up attacks on the Iraqi side of the border in the Kurdistan region. On Wednesday, missiles and drones struck areas in Alana Valley, around 90 kilometers northeast of Erbil, targeting Komala and KDPI positions. A day earlier, Iranian missiles hit Komala positions in the same area, lightly wounding two fighters.
Komala says more than 102 Iranian missiles and drones have targeted its positions since the war began, while nine of its members were killed in a strike on its headquarters near Sulaimani in mid-July.
The combination of intensified Iranian strikes against Kurdish opposition groups in Iraqi Kurdistan and renewed guerrilla activity inside western Iran raises the prospect of a widening confrontation.
PJAK’s latest statement suggests the group is also seeking to deter the local intelligence networks Tehran relies on to track its fighters - warning that Kurds accused of helping the IRGC could themselves become targets.
