#1 The balloon’s origin and purpose is unclear.

Bring it down and examine the payload. The mystery will probably soon be resolved. Unless of course a joint project is in play, or our Gov't is already well aware of the purpose.

You knew it would happen again. No one did anything about it the first time.

#6 ^ Curiously enough, a randomly drifting GPS sensor could map the orbital GPS constellation.

The way it used to work, without digging too deep...your GPS watch polls 'visible' satellites and captures the polling response time delay. Pretty much a "who are you and what time is it?" broadcast.
The delay, with sat ID, from request to response is correlated against a embedded orbital location table. A select number(4?) of responses with the lowest delay are used to triangulate your location. Busy little watch.

In reverse order the process could be used to identify gaps in coverage determined by non-response or long time delays.

NYC, Chicago, and Atlanta are now gone and we can't determine the origin of the attack.... due to the "gap."

An immediate Congressional study has been initiated.
