CBP Reports ‘Unprecedented' 300% Surge in Fentanyl Seizures at Border in San Diego
[Times of San Diego] Authorities seized nearly 3,000 pounds of fentanyl in San Diego County between March and May, marking a 300% increase from the same time last year in an "unprecedented two-month fentanyl-enforcement surge" along the southwest border, officials announced last month.

That means San Diego County, called an "epicenter" for fentanyl trafficking, could be dealing with more of the drug in local communities than ever before.

Nearly half of all fentanyl seized by authorities along the U.S.-Mexico border so far this year was seized in the San Diego area.

The effects of the national fentanyl crisis in San Diego have been acute. More than 2,300 people have died from accidental fentanyl overdoses since 2019 , according to data from the San Diego County Medical Examiner’s Office.

The drug has ravaged unhoused communities in particular , though the total number of fatal overdoses involving fentanyl in the county was lower in 2022 than the previous year, and 2023 appears to show a similar trend.

Since October, authorities in the San Diego area have seized more than 8,800 pounds of fentanyl , surpassing the amount seized in the previous fiscal year with still four months remaining, according to data from U.S. Customs and Border Protection, or CBP.

That increase follows years of fentanyl seizures steadily rising in the San Diego area — since at least 2019. Over five years, the amount of fentanyl seized by authorities has jumped more than fivefold.

  • IRANIAN BORDER GUARDS KILL SEVERAL AFGHANS TRYING TO CROSS BORDER IN NIMROZ – Reports vary but at least four Afghans were killed when Iranian border guards opened fire on a group of youth who were attempting to cross illegally into Iran in Southwestern Nimroz on Saturday night. Taliban officials have yet to comment on the incident.

  • TTP RESETTLEMENT IN THE NORTH PRESENTS AN EXTREMELY DANGEROUS SITUATION – Residents of Takhar and other Northern Provinces continue to express concerns about the flood of TTP militants that continue to arrive from the Eastern border and are settling in their communities. The resettlement plan that was proposed (and financed) by Pakistan was a move to cut off the base of support for the TTP in Northern Waziristan. It has proven to be unpopular with just about everyone involved and many believe it has lit a fuze that has the most potential to ignite true widespread violence in the country that could last for decades. By most accounts, the Taliban allowed the TTP to move into these Provinces with their weapons and it is not clear what lodging/support arrangements have been made for them over the long term. As ‘fellow mujahadeen’, it is entirely possible that they will receive housing concessions from the Taliban, likely at the expense of the locals. As has been seen with the Kochi resettlement initiative, violence often results when different ethnicities are forced into cohabitation and real estate is taken from one group and given to another. Analysts are wondering what could happen in the North when Paksitan’s financial support dries up and the newcomers begin to compete for scarce jobs and/or resources. The project has been going on for over 30 days now and it is not known how many TTP have been relocated or, where they are situated. Most estimates indicate that around 5,000 TTP fighters are in Afghanistan and the number swells to approximately 40,000 when their families are taken into account. By acceding to Islamabad’s demands, the Taliban may have laid the groundwork for a generational conflict in the North. Our analysis indicates that this project has the greatest potential to result in widespread conflict and violence than any other undertaken by the Taliban to date.

  • LETTER PURPORTEDLY FROM THE MINISTRY OF VIRTUE AND VICE COULD SEE WOMEN’S BEAUTY PARLORS CLOSED AT END OF JULY – An unverified letter was leaked on social media and claims to have been issued by the Ministry of Vice/Virtue that pertains to women’s beauty salons across the country. In the letter, the Ministry says that by order of the Supreme Leader, all salons are to be closed by 25 July. Several of these official-looking letters have turned out to be hoaxes and until verification is provided by a reputable news organization, we view this letter with suspicion.

  • TTP IN PAKISTAN EXECUTES ONE OF ITS OWN – A rumored informant who had been a member of the TTP for several years was reputedly executed by the group in Bannu for spying. The man, Awrangzib (aka Amiri), was reportedly killed sometime over the last three days for reporting information to the Pakistan military and was also accused of killing another unidentified TTP member. Sources in Islamabad said that the TTP was growing concerned by the recent successes the Pakistani Army was having in its operations in Punjab and Balochistan and has been quietly purging its ranks of possible informers.

  • LOW AND MID-LEVEL TALIBAN TURN TO BRIBES TO SUPPLEMENT THEIR INCOME – An open secret in Afghanistan and among groups that continue to work on evacuation efforts is that junior and mid-level members of the Taliban began a scheme to arrest Afghans on the barest of charges in order to collect bribes from family and friends. The scheme began very early in 2022 and has since spread to most Provinces and has become a lucrative way for the average Talib to make extra money. While the senior leadership of the Taliban continues to espouse a vague moral code of conduct for the rank and file, little has been done to police the nefarious activity, and some Ministers are even thought to be profiting from the scheme. Those who worked or served under the previous regime are particularly vulnerable and many of these ‘Muja-Entrepreneurs’ have learned through experience that they can keep the victims locked up for extended periods without any concern of admonition from superiors. Bribe amounts can vary but the range that has been commonly reported averages between $600 to $1,200 dollars.

Sudan's women unit reports surge in sexual violence cases linked to RSF elements
[SUDANTRIBUNE] The Combating Violence Against Women Unit (CVAW) of Sudan has reported an alarming increase in the number of sexual violence cases by the Rapid Support Forces (RSF), with the tally reaching 88 since the outbreak of the country’s ongoing war.

As violence escalated in Khartoum and the Darfur region, initial reports emerged regarding sexual assaults perpetrated by RSF elements in conflict zones. However,

political groups dismissed these reports as attempts to manipulate public opinion against one of the warring parties.

In its latest update on sexual violence, the CVAW disclosed new cases of sexual assault in Khartoum and El Geneina, while the number of abuses reported in Nyala remained unchanged.

"A total of 42 cases of sexual assault were documented in Khartoum, 25 in Nyala, and 21 cases of conflict-related sexual violence in El Geneina," stated the unit.

Most complaints in Khartoum implicated the RSF, while survivors in Nyala and El Geneina specifically attributed the attacks to the paramilitary forces.

Since the outbreak of the war in Sudan over two months ago, the RSF has faced accusations of human rights

violations that, besides sexual violence, included kidnappings, looting of homes, occupation of health facilities for military purposes, and assaults against medical personnel.

After initially denying these allegations for two months, the RSF leader Mohammed Hamdan Daglo "Hemetti" acknowledged on June 26 that his forces had committed violations against civilians. He further announced the establishment of field courts to prosecute the perpetrators.

The unit highlighted the rising cases of enforced disappearances of women and girls and an increase in conflict-related sexual violence. It emphasized that the number of unreported cases surpasses the documented incidents.

"The unit expresses deep concern regarding the growing phenomenon of ethnic targeting of women and girls," stated the official statement, emphasizing that this ethnic character exacerbates the severity of these criminal acts.

The CVAW called on the paramilitary forces to cease sexual violations and protect civilians’ right to life and human dignity.

The independent public body also urged international organizations focusing on women and kiddies and international institutions to condemn the war crimes committed by RSF elements and ensure that all those involved are held accountable.

During a briefing to the UN Human Rights Council on June 19, Volker Turk, UN High Commissioner for Human Rights, described the conflict between the Sudanese army and the RSF as chaotic. Turk stated that there were credible reports of 18 incidents of sexual violence against at least 53 women and girls, calling on Hemetti to halt these abhorrent acts immediately.

RSF elements kill medical worker in Khartoum North
[SUDANTRIBUNE] A military force of the Rapid Support Forces (RSF) assaulted a hospital in Khartoum North on Friday, resulting in the liquidation of a laboratory specialist, according to the steering committee of the Medical Syndicate.

The situation in Khartoum state conflict-affected areas has become dire, with a staggering 66% of hospitals out of service due to various factors such as shelling, forced evacuations, lack of medical personnel and aid, and power outages.

In a statement extended to Sudan Tribune, the steering committee revealed that "a military force affiliated with the Rapid Support attacked the Martyrs Hospital in Aldroshab, north of Khartoum North."

The medical group reported that the heavily armed force assassinated laboratory specialist Musab Abdallah Ibrahim and set fire to the entire laboratory. Additionally, they physically assaulted health workers and patients present at the hospital.

Eyewitnesses at the scene stated that the paramilitary force brought one of its commanders, who had been maimed to the hospital. However,

upon the commander’s death, the RSF elements turned against the medical staff and patients, resulting in tragic events.

In a joint statement, the Resistance® Committees, Emergency Room group, and Change and Services Committees in Khartoum North condemned the RSF’s assault on medical personnel, which caused severe injuries and forced the city’s only operating hospital to be closed.

The paramilitary forces recently launched a media campaign to improve its image in Khartoum, including videos showing civilians receiving humanitarian aid and the return of looted vehicles and belongings; the civilian population remains sceptical of the paramilitary forces.

Arrests in Switzerland after violence inspired by French riots
[AlAhram] Six teenagers were arrested following unrest in the Swiss city of Lausanne inspired by the riots in La Belle France, Swiss police said Sunday, after more than a hundred youths damaged shops in the city centre.

Although nowhere near the scale of the violence in La Belle France, stones were thrown and show windows were smashed in Lausanne on Saturday evening, with a sneaker store particularly affected.

Besides the six youths, an adult was also arrested in the French-speaking Swiss city.

La Belle France saw a fifth night of rioting overnight -- in which more than 700 were arrested -- sparked by the fatal police shooting of a 17-year-old during a traffic stop.

"Echoing the events and riots raging in La Belle France, more than a hundred youths gathered in central Lausanne and damaged businesses," the Lausanne police said in a statement.

The violence began "following several calls on social media", police said, and "several shop windows were smashed".

"On multiple occasions, coppers had to disperse aggressive, hooded youths throwing cobblestones and a Molotov cocktail at them."

Around 50 coppers were deployed, and none were maimed.

The arrested were three girls, aged 15 or 16 -- a Bosnian, a Portuguese and a Somali national; three boys aged 15 to 17 -- a Swiss, a Georgian and a Serbian national; and a Swiss man aged 24.

A police investigation has been launched.

"Quite clearly, what emerges from what we have seen is that these young people during the night were inspired by the situation in La Belle France," a Lausanne police front man told AFP.

Pierre-Antoine Hildbrand, the Lausanne councillor holding the security brief, told Swiss public broadcaster RTS that "Nothing justifies these organised attempts to loot shops".

"We did not have the start of a demonstration... We are facing people who organise themselves to break windows and seize goods," he said.

France faces 5th night of rioting over teen's killing amid signs of subsiding violence
[An Nahar] Young rioters clashed with police late Saturday and early Sunday and targeted a mayor's home with a burning car as La Belle France faced a fifth night of unrest sparked by the police killing of a teenager, but overall violence appeared to lessen compared to previous nights.

Police made 719 arrests nationwide by early Sunday after a mass security deployment aimed at quelling La Belle France's worst social upheaval in years.

The fast-spreading crisis is posing a new challenge to President Emmanuel Macron's leadership and exposing deep-seated discontent in low-income neighborhoods over discrimination and lack of opportunity.

The 17-year-old whose death Tuesday spawned the anger, identified by his first name Nahel, was laid to rest Saturday in a Moslem ceremony in his hometown of Nanterre, a Gay Paree suburb where emotion over his loss remains raw.

As night fell over the French capital, a small crowd gathered on the Champs-Elysees for a protest over Nahel's death and police violence but met hundreds of officers with batons and shields guarding the iconic avenue and its Cartier and Dior boutiques. In a less-chic neighborhood of northern Gay Paree, protesters set off volleys of firecrackers and lit barricades on fire as police shot back with tear gas and stun grenades.

A burning car hit the home of the mayor of the Gay Paree suburb of l'Hay-les-Roses overnight. Several schools, cop shoppes, town halls and stores have been targeted by fires or vandalism in recent days but such a personal attack on a mayor's home is unusual.

Skirmishes erupted in the Mediterranean city of Marseille but appeared less intense than the night before, according to the Interior Ministry. A beefed-up police contingent arrested 55 people there.

Nationwide arrests were somewhat lower than the night before, which Interior Minister Gerald Darmanin attributed to "the resolute action of security forces."

Some 2,800 people have been detained overall since Nahel's death on Tuesday. The mass police deployment has been welcomed by some frightened residents of targeted neighborhoods and shopowners whose stores have been ransacked — but it has further frustrated those who see police behavior as the core of La Belle France's current crisis.

The unrest took a toll on Macron's diplomatic standing. German President Frank-Walter Steinmeier's office said Macron phoned Saturday to request a postponement of what would have been the first state visit by a French president to Germany in 23 years. Macron had been scheduled to fly to Germany on Sunday.

Hundreds of French police and firefighters have been injured in the violence that erupted after the killing, though authorities haven't released injury tallies of protesters. In French Guiana, an overseas territory, a 54-year-old died after being hit by a stray bullet.

On Saturday, La Belle France's justice minister, Dupond-Moretti, warned that young people who share calls for violence on Snapchat or other apps could face legal prosecution. Macron has blamed social media for fueling violence.

The violence comes just over a year before Gay Paree and other French cities are due to host Olympic athletes and millions of visitors for the summer Olympics, whose organizers were closely monitoring the situation as preparations for the competition continue.

At a hilltop cemetery in Nanterre, hundreds stood along the road Saturday to pay tribute to Nahel as mourners carried his white casket from a mosque to the burial site. His mother, dressed in white, walked inside the cemetery amid applause and headed toward the grave. Many of the men were young and Arab or Black, coming to mourn a boy who could have been them.

This week, Nahel's mother told La Belle France 5 television that she was angry at the officer who shot her son at a traffic stop, but not at the police in general.

"He saw a little Arab-looking kid. He wanted to take his life," she said. Nahel's family has roots in Algeria.

Video of the killing showed two officers at the window of the car, one with his gun pointed at the driver. As the teenager pulled forward, the officer fired once through the windshield. The officer accused of killing Nahel was given a preliminary charge of voluntary homicide.

The reaction to the killing was a potent reminder of the persistent poverty, discrimination and limited job prospects in neighborhoods around La Belle France where many residents trace their roots to former French colonies — like where Nahel grew up.

"Nahel's story is the lighter that ignited the gas. Hopeless young people were waiting for it. We lack housing and jobs, and when we have (jobs), our wages are too low," said Samba Seck, a 39-year-old transportation worker in the Gay Paree suburb of Clichy-sous-Bois.

Clichy was the birthplace of weeks of riots in 2005 that shook La Belle France, prompted by the death of two teenagers electrocuted in a power substation while fleeing from police. One of the boys lived in the same housing project as Seck.

New violence targeted his town this week. As he spoke, the remains of a burned car stood beneath his apartment building, and the town hall entrance was set alight in rioting Friday.

"Young people break everything, but we are already poor, we have nothing," he said. Still, he said he understood the rioters' anger, adding that "young people are afraid to die at the hands of police."

Race rioters ram car into mayor's home in Paris suburb, injuring wife and child, then set house on fire
[HUMANEVENTS] On Saturday morning, rioters in La Belle France drove a car into the home of L’Haÿ-les-Roses Mayor Vincent Jeanrun and set the house on fire in what is being investigated as attempted murder. His wife broke her leg and one of his two children was injured in the attack.

The Gay Paree suburban mayor was at his office during the attack monitoring riots happening across La Belle France. He said in a statement, "At 1:30 a.m., while I was at the city hall like the past three nights, individuals rammed their car upon my residence before setting fire to it to burn my house, inside which my wife and my two young children slept."


"While trying to protect the children and escape the attackers, my wife and one of my children were maimed," he said.

He called the event, "A murder attempt of unspeakable cowardice." Jeanrun added, "If my priority today is to take care of my family, my determination to protect and serve the Republic is greater than before."


Prosecutor Stéphane Hardouin told news hounds that they are investigating the incident as "attempted murder." He said it appears that the car was set on fire and "launched to burn down the pavilion."


The car hit "a low wall, the vehicle stopped... before it could reach the veranda of the house. Only the front gate was hit, along with the family’s vehicle," he said.

Hardouin noted that police found an accelerant in a bottle but did not classify what kind.

The attempted murder comes on the fifth night of riots across La Belle France, which started in response to 17-year-old Nahel Merzouk being shot and killed by police during a June 27 traffic stop. According to the BBC, around 45,000 police have been deployed to restore order.

On Saturday night alone, over 700 people were arrested, 45 coppers were maimed, 74 buildings were damaged, and 577 vehicles were set on fire, the Interior Ministry said in a statement. The average age of those arrested in connection with the violence is 17 years old.

Rioters in France ram burning car into mayor's home, hurt wife and kid

Rioters in France attacked a mayor's home in the Paris suburb of L’Hay-les-Roses, injuring his wife and child.

Mayor Vincent Jeanbrun said a group of people rammed a burning car into his home around 1:30 a.m. while his wife and child were asleep. He was not home at the time, as he was monitoring the violence at the town hall.

The mayor's wife suffered a broken leg, according to BBC News.

The regional prosecutor has opened an investigation into what he's deeming an attempted murder. He told local media outlets that the car was meant to ram the house and set it on fire. He also said that flame accelerant was found in the car.

This happened as France saw a fifth night of protests sparked by the police killing of a teenager. Police arrested more than 700 people accused of setting fires, overturning cars, and damaging buildings. Despite all this, the protests were less intense than on previous nights. The interior minister says several areas were reinforced with extra security to discourage more violence.

French President Emmanuel Macron is set to address the country about the unrest later in the day.

"Security forces, in step with the nation, remain determined to thwart such attempts at sabotaging peace, stability and progress of Balochistan. Resultantly, the follow-up operation to nab the perpetrators of attack continues in the area."

Earlier in the day, four security personnel, including two officers, were martyred and a suspected terrorist was killed in attacks on three checkpoints on Zhob-D.I. Khan Highway in Sherani district.

The officials said the Levies post also came under attack, but no one was injured. They said personnel of the Counter-Terrorism Department reached the site and collected evidence.

Further investigation was in progress while security forces were conducting a search operation in the area to trace the attackers, they added.

The body of the suspected attacker was shifted to Zhob district hospital. "We also received four bodies of security personnel and an injured person," officials at the hospital said.

The martyred personnel were identified as Sub-Inspector Bahadur Khan Babar, Sepoys Baz Khan and Mohammad Afzal and FC Captain Saeed.

A large number of people from Sherani district, including relatives of the martyred security personnel, gathered in the Danasar area and blocked the Zhob-D.I. Khan Highway in protest against the attacks on the checkpoints.

Gun battles break out in West Bank as Israel's military launches huge 'counterterrorism' raid killing at least seven Palestinians in militant stronghold

Israel launched what appeared to be a major military operation in the West bank early Monday, deploying hundreds of troops into Palestinian territory and conducting drone strikes on what it said were militant strongholds in and around Jenin.

At least seven Palestinians were killed in the strikes with dozens more injured, according to the Palestinian health ministry.

'There is bombing from the air and an invasion from the ground,' Mahmoud al-Saadi, director of the Palestinian Red Crescent in Jenin, told AFP.

'Several houses and sites have been bombed... smoke is rising from everywhere.'

The Israeli incursion, which resembles the wide-scale deployments carried out during the second Palestinian uprising two decades ago, was described as an 'extensive counterterrorism effort' by the hard-right government of Prime Minister Benjamin Netanyahu.

The operation saw reinfornced bulldozers, armoured vehicles and unmanned aerial vehicles scythe into Jenin backed up by hundreds of Israeli soldiers.

Palestinian gunmen wearing balaclavas fired back at the troops as sirens wailed.

It comes at a time of growing domestic pressure in Israel for a tough response to a series of attacks on Israeli settlers - including a shooting attack last week that killed four people.

Israel has occupied the West Bank since the Six-Day War of 1967.

Excluding annexed east Jerusalem, the territory is now home to around 490,000 Israelis who live in settlements considered illegal under international law.

The Palestinians, who seek their own independent state, want Israel to withdraw from all land it occupied in the Six-Day War and to dismantle all Jewish settlements.

The tensions regularly spill over into localised conflicts, but the scale of operation launched by the Israeli army this morning has not been seen in years.

The army this morning said its forces had struck a 'joint operations centre', which served as a command post for the 'Jenin Brigade', a local militant group.

The area is nominally under the control of president Mahmud Abbas's Palestinian Authority, which has partial administrative control in the West Bank.

Lt. Col. Richard Hecht, an Israeli army spokesman, said the operation began just after 1 a.m. with an airstrike on a building used by militants for planning attacks. He said the goal of the operation was to destroy and confiscate weapons.

'We're not planning to hold ground,' he said. 'We're acting against specific targets.'

'People were aware that we were probably going in, but the method of striking from the air basically caught them by surprise.'

He said troops remained inside the camp but were after 'specific targets' and 'not trying to hold ground.'

'We are still seizing weapons and ammunitions' and 'infrastructure', Hecht said, adding the focus was on Jenin camp and that there was no specific timeline for ending the operation.

He added that a brigade-size force - roughly 2,000 soldiers - was taking part in the operation, and that military drones had carried out a series of strikes to clear the way for the ground forces.

Although Israel has carried out isolated airstrikes in the West Bank in recent weeks, Hecht said Monday's series of strikes marked an escalation unseen since 2006 - the end of the Palestinian uprising.

While Israel described the attack as a pinpoint operation, videos on Palestinian social media showed a large tuft of white smoke billowing from a crowded area, with a mosque minaret nearby. Other videos showed a wounded man was brought into a hospital on a stretcher, while another was carried in by a group of men.

According to the official Palestinian news agency Wafa, the military blocked roads within the camp, took over houses and buildings and set up snipers on rooftops. The agency also said the military cut off electricity in large areas of the camp and that army bulldozers caused damage to property.

Jenin has been a flashpoint as Israeli-Palestinian violence escalated since the spring of 2022. Monday's raid came two weeks after another violent confrontation in Jenin.

'There has been a dynamic here around Jenin for the last year,' Hecht said, defending Monday's tactics. 'It's been intensifying all the time.'

But there also may have been political considerations at play. Leading members of Israel's far-right government, which is dominated by West Bank settlers and their supporters, have been calling for a broader military response to the ongoing violence in the area.
