Daily Evacuation Brief November 9, 2022
[AfghanDigests] LAST 24 HOURS
  • EXPLOSION IN KABUL’S POLICE DISTRICT 4 – An IED that was believed to have targeted a Taliban vehicle detonated prematurely in the Parwan-Se neighborhood. There were no casualties and no reported damage. The area saw an earlier IED attack that also targeted a Taliban vehicle but failed to cause any damage or casualties. Our sources say that ISIS-K has recruited many new young men to their cause and some of these teams lack the technical skill to effectively employ IEDs. If true, our analysis indicates they will become more proficient over time. Sources said the ISIS recruits receive regular pay which raises the question of who may be financing ISIS-K.

  • TALIBAN CRACKING DOWN HARD ON CRIMINALS – The Taliban are taking a very strong stance on domestic crime. While much criticism is heaped on the de facto leaders for their poor human rights record, they have put significant effort and resources into curtailing corruption and crime. Over the last two months, we have been able to verify the arrests of at least 12 large criminal gangs that were engaged in narcotics, human trafficking, kidnapping/ransom, and other criminal activities that common citizens fear. They have swelled the ranks of the police and have even added a significant number of female police officers.

CONFLICT TRACKER
Kunar: An unidentified gunman shot and killed as many as 4 non-combatants in Kunar province. The motivation for the attack is currently unknown and the gunman escaped before he could be arrested. No group has claimed credit for the attqck, but eyewitnesses found ISIS-K leaflets near the scene of the shooting.

NEXT 24 HOURS
HEAVY RAIN IN SEVERAL PROVINCES IS EXPECTED TO BRING FLOODING – The central and southeastern portions of the country have received significant rainfall over the past twenty-four hours and more is expected. Flooding has already been reported and travel will be dangerous until the water subsides. Travel plans for at-risk Afghans should be considered carefully.

Taliban Member Kills Young Girl for Rejecting Marriage Proposal
[KhaamaPress] Local sources in Balkh province in northern Afghanistan said that the Taliban
...mindless ferocity in a turban...
security head for the province’s Sholgara district killed a maiden of tender years named Maryam after she rejected his marriage proposal.

The Taliban administration’s head of Propagation of Virtue and Prevention of Vice in the Sholgara district of Balkh province, Mullah Yasin, killed a girl because she refused to marry him, the source said.

Taliban government officials in the Balkh province, who also acknowledged the occurrence of the incident, claim that Mullah Yasin was detained and assured that he is in jug.

According to Mohammad Asif Waziri, the spokesperson for the Taliban chief of police in the province of Balkh, Maryam was the victim of a single murder by a department employee.

Among the topics that create headlines in the media are sexual corruption and scandals involving the Taliban and the insatiable yearning for marriage.

The Taliban leader had previously told his people to decide on a path of action, think about their responsibilities, and refrain from having more than one wife.

This occurs at a time when Taliban commanders are reported to have paid sizable dowries to their fathers-in-laws in return for the hands of their daughters, and a Taliban commander recently transported his newlywed bride home on a military chopper belonging to the Afghan National Army.

Somalia: Al-Shabaab destroys Hormuud telecom tower with car bomb
[Garowe] Hormuud Telecom, Somalia's largest telecommunication giant, has confirmed the destruction of its telecommunication tower and center in Qaayib village within Galmadug, in a car kaboom by the al-Shabaab

bully boys.

Witnesses said the Monday morning explosion saw a Vehicle-borne Improvised Explosive Device [VBIED] destroy the center, affecting relaying of information in the area. The al-Shabaab gunnies would later face resistance from local troops who were targeted.

"It’s with great sadness to inform our customers that a VBIED attack destroyed our site in Qaayib, a village in the Galgudud region today," the company said in a tweet. Galgudud is a region within the larger Galmudug

State.

Throughout Monday, the service provider could not solve the communication stalemate with the mobile money platform; Electronic Voucher Card, or EVC was significantly affected. The gunnies usually target communication gadgets while carrying out attacks.

"Almost 14,000 people lost access to the company's services including EVC Plus, the only payment method in the area," Hormuud Telecom tweeted. The giant Telecom vowed to restore services in the area as quickly as possible without giving specific timelines.

Through proxy media outlets, the gunnies claimed it attacked a government office before dispatching a jacket wallah and subsequent attack by the infantry team. According to the group, 37 people including three officers were killed but the claims could not be verified independently.

But in a rejoinder, the government insisted that the attackers were neutralized by the local army, whose base within the village was targeted. Major Mohammed Farah, a military officer in the nearby town of Bahdo, told Rooters that 10 soldiers and 20 al-Shabaab gunnies were killed in the fighting.

Galmudug state Information Minister Ahmed Shire Falagle told VOA Somali that the gunnies lost Qaayib a week ago and wanted to retake it but were "chased away." Falagle said civilians and nomads have been hurt in the attack, but he did not specify casualty figures.

The government has heightened the fight against al-Shabaab in recent months with statistics from authorities indicating that over 400 gunnies may have been killed. President Hassan Sheikh Mohamud has often asked locals to take arms against the gunnies who have destroyed the economy of the country.

Saudi Arabia deploys elite unit to Aden in apparent preparation for all-out war with separatist forces

on Monday summoned its most powerful southern militia to the city of Aden, which is an indication that Saudi Arabia is heading to resolve the battle of Aden militarily, in conjunction with the escalation of tension with the UAE-backed Southern Transitional Council (STC).

The commander of the Saudi forces in Aden directed the commander of the so-called the brigade of "Shield of the Homeland" to raise the state of alert and readiness to enter Aden, Southern media reported, citing sources.

The directives stipulated that 5 brigades of this faction should be equipped to be deployed in the city, according to the sources.

The "Shield of the Homeland" Brigade was part of the al-Amaliqa Brigade before it decided to rename its forces as "Shield of the Homeland", which is led by Bashir al-Mudrabi, loyal to Hamdi Shukri al-Subaihi, who is known for his association with Islah and loyalty to Saudi Arabia.

It is not yet clear whether these forces, which have received training on the west coast in urban warfare, will be deployed in Aden or a Saudi attempt to pressure the STC to hand over the city and take out its factions, but the movement of this force indicates that Saudi Arabia is heading to resolve the battle of Aden militarily.

Islah Party accuses Saudi-led Chief of Staff of involvement with assassinations of its members
[HODHODYEMENNEWS] The Islah Party accused on Tuesday Chief of Staff of forces in the coalition-backed government, Saghir bin Aziz, of being involved in the assassination of its most prominent military leaders.

The accusation came, a few hours after the assassination of a military advisor, and the commander of the 81st Infantry Brigade, Mohammad al-Jaradi, one of the most prominent military leaders affiliated with the party, in the city of Ma’rib.

The Party-affiliated “Belqees TV Channel” reported in a report that the assassination of Al-Jaradi at this particular time came to cover major crimes committed by some leaders loyal to the UAE in Ma’rib.

The report stated that Al-Jaradi was at odds with Saghir bin Aziz over corruption cases within the ministry, pointing out that a quarrel occurred between them days before his murder, in an explicit accusation of the involvement of the top leader backed by the UAE in the assassination.

The accusations also came in light of the escalation of conflicts between the coalition factions in Ma’rib, especially after Islah brought direct accusations against Saghir bin Aziz and leaders loyal to Tariq Saleh, of being behind the bombing of weapons stores in the third military region in Ma’rib.

The officer was eventually able to regain control of the men and arrested them without further incident.

Iraq
Türkiye's Claw Lock: 11 PKK members died and were injured in Iraqi Kurdistan
[Shafaq News] As part of the Claw Lock Operation against the Kurdistan Workers' Party (PKK), Ankara announced that the Ottoman Turkish forces killed and maimed snuffies in Iraqi Kurdistan.

In a statement, the Defence Ministry said 11 PKK members, including leaders, were "neutralized" in Kurdistan.

Ottoman Turkish authorities use the term "neutralized" to imply the "murderous Moslems in question surrendered or were killed or captured."

The Ottoman Turkish forces also seized many weapons and ammunition.

Turkiye's officials said the "Operation Claw Lock" aims to "prevent terror attacks" and ensure border security following an assessment that the PKK was planning a large-scale attack.

‘Tired’ Abu Sayyaf members surrender to Philippine military
[BenarNews] Ten members of the Abu Sayyaf
...also known as al-Harakat al-Islamiyya, an Islamist terror group based in Jolo, Basilan and Zamboanga. Since its inception in the early 1990s, the group has carried out bombings, kidnappings, murders, head choppings, and extortion in their uniquely Islamic attempt to set up an independent Moslem province in the Philippines. Abu Sayyaf forces probably number less than 300 cadres. The group is closely allied with remnants of Indonesia's Jemaah Islamiya and has loose ties with MILF and MNLF who sometimes provide cannon fodder...
Group holy warrior group have surrendered to government forces in the southern Philippines in recent days rather than risk being killed in a counter-militant offensive, military officials said Tuesday.

Since January, 174 Abu Sayyaf suspects have turned themselves in to the Armed Forces of the Philippines in the south, including about 40 non-combatants who were providing logistical support to the group, the military said.

The overall strength of the Abu Sayyaf Group is believed to have fallen to 130 active fighters in ASG’s strongholds on the southern islands of Basilan
...Basilan is a rugged, jungle-covered island in the southern Philippines. It is a known stronghold of the Abu Sayyaf, bandidos, and maybe even orcs. Most people with any sense travel with armed escorts...
and Jolo, the military has also said.

"The former ASG members revealed that due to their group’s weakened manpower and capability, they just have to run and hide from the government forces. They grew tired, thus, they surrendered," said Maj. Gen. Ignatius Patrimonio, commander of the Joint Task Force Sulu.

Seven of the Abu Sayyaf members surrendered to the task force on Friday, turning in six automatic rifles and a handgun.

Three other gunnies who were allegedly involved in attacks against government troops in the towns of Sumisip, Tipo-tipo and al-Barka surrendered on Basilan island on the same day. The three — identified as Bero Ankun (alias Abu Bero), Ridwan Jikiri (alias Abu Paruk) and Abdulgani Radjuli (alias Ganih) — turned over two rifles, two magazines and 21 rounds of ammunition.

The military will be relentless in pursuing and catching "the remaining turbans who are still out there, afraid and confused," said Brig. Gen. Arturo Rojas, the acting head of the military’s Western Mindanao Command.

Founded in the 1990s, the Abu Sayyaf Group, or "Bearers of the Sword," is the smallest and most violent mostly peaceful of Moslem krazed killer groups in the southern Philippines. It allied itself with the late Osama bin Laden

and one of its commanders, Isnilon Hapilon, emerged as a regional leader. He would lead hundreds of Southeast Asian and Middle Eastern fighters in sacking the southern city of Marawi, during a krazed killer siege that lasted five months in 2017.

Hapilon, who was killed at the end of a long-running battle in Marawi, was succeeded by Hatib Hajan Sawadjaan, whose operations were based largely in Jolo. Sawadjaan criminal masterminded the bombing of a Catholic church in January 2019 where an Indonesian couple who strapped bombs to their bodies killed themselves and 21 others, Philippine officials said.

Military intelligence officials have said they believe that Sawadjaan was killed in a July 2020 shootout. While authorities never recovered his body, Sawadjaan has not been heard from since.

SDF announces fighter killed by Turkish drone in Qamishli
[Rudaw] The Kurdish-led Syrian Democratic Forces (SDF) said on Tuesday that a Ottoman Turkish drone targeted the vehicle of one of its fighters in Qamishli, northeast Syria (Rojava) earlier this week, killing the fighter and injuring two other members of the forces who were accompanying him.

"On the evening of November 6, a Ottoman Turkish UAV targeted a car that was driven by our fighter Mitan Shorash / Kamal Muhammad Ali Dodo and his two comrades, resulting in the martyrdom of our comrade Mitan who was on leave visiting his family," read a statement from the SDF, using his nom de guerre and real name respectively.

The attack took place in Qamishli city, according to the force.

He was a 27-year-old "robust and courageous" fighter, noted the US-backed force, pledging to "retaliate."

The Ottoman Turkish defence ministry claimed on Sunday that its forces killed two Kurdish fighters in northern Syria without elaborating when and where the attack took place.

[JPost] Arabic-language media reported that 25 Iran-backed militants were killed and 10 others were wounded.

Unidentified aircraft targeted sites belonging to Iranian militias along the border between Iraq and Syria on Tuesday night, according to Arabic-language media.

Sabareen and additional news sites reported that fuel tankers carrying Iranian gasoline for Lebanon were hit.

The Sada AlSharqieh news site also reported that 25 Iran-backed militants were killed and 10 others were wounded.

The local Deir Ezzor 24 news site reported that unidentified aircraft targeted a site belonging to Iranian militias near Al-Bukamal in the Deir Ezzor region of eastern Syria.
