#2 When the Mexican government couldn't/wouldn't stop Apache raiding in the southwest, the Army did cross the border in pursuit. As the cartels have been formally designated a terrorist organization, the are consider a belligerent. It's Mexico's responsibility to shut it down and if it can't, the US can take what ever action is necessary to do it.
