Back in the 1980s, Israel did help Hamas vs the PLO.

In more recent years, Israel has allowed Qatar to provide humanitarian assistance to Gaza for about the past 15 years. That was supposed to result in improved intel for the IDF. But Hamas perhaps figured that out and used the Qatari informers to deceive.
