You are thinking in terms of results. In terms of ~~grift~~ process, you need a Program Manager, her secretary, some assistant administrators/facilitators and their assistants, maybe a company car, and some misc. clerks, office space, computers and copiers, etc. Think of it as a full-employment program for friends and family.
