Voters are getting annoyed by crime. Passing new laws makes for great campaign literature, but if the local District Attorneys are not charging and prosecuting, nothing changes despite all the happy tough-on-crime talk.

Contentious anti-crime measures get litigious roadblocks and slow-walked through friendly courts. Prosecutorial discretion guts strict enforcement provisions. Hamstrung police and sheriffs departments with personnel shortages and officer liability fears increasingly adopt an SFPD mindset (showup late, take a report and never do hot-pursuits or escalation-of-force POC arrests.)
