Not a surprising development. Multiple commenters here have mentioned the logistics tail that accompanies modern wonder weapons. You need parts and maintenance techs to keep things running. Sending "advisors" is quicker than training the locals, but leads to headlines in the Daily Mail about "Russian Missiles Kill Americans"
