#4 Yes, he is Colombian born. However, he is not a Federal judge. According to Wiki, he is a judge on the New York STATE Supreme Court.
I thought he was a New York CITY judge, since the case was prosecuted by Alvin Bragg, who is the District Attorney of New York County.
