Since the 1980s they've played this game. Making page length 'experience' requirement in want ads that no one can fill. Then using the excuse it can not find a candidate, get a H-1B. They destroyed the incentive to get the skills. Don't forget Disney replaced American workers already doing the tech job with H-1Bs.
