(LeT), in an intelligence-based operation from Lahore, a spokesperson for the CTD said in a statement.

Lakhvi was running a medical dispensary to collect and disburse funds for financing terrorism, it added.

"He & others also collected funds from this dispensary and used these funds for further terrorism financing. He also used these funds for personal expenses," the statement read.

A case of terrorism financing was registered against Lakhvi by the Punjab CTD at its Lahore station, it said, adding that his trial would be held before an anti-terrorism court in Lahore.

As leader of the banned bully boy group, Lakhvi is blamed by the United States and India for the 2008 Mumbai attacks.

A UN Security Council sanctions committee says Lakhvi is LeT's chief of operations and accuses him of being involved in bully boy activity in a number of other regions and countries, including Chechnya, Bosnia, Iraq and Afghanistan.

Indian authorities said the lone surviving gunman in the 2008 Mumbai siege, in which 166 people were killed, had told interrogators before his execution that the assailants were in touch with Lakhvi.

India has long called on Pakistain to bring Lakhvi to trial, but Islamabad says Delhi has not provided concrete evidence to try the LeT leader. He was first arrested in 2008 but was later released on bail.

Imran Gill, Lakhvi's lawyer, confirmed the arrest and told Rooters his case would be heard next week. He did not respond to further questions.

Lakhvi was a prominent figure in Hafiz Saeed’s charity Jamaat-ud-Dawa, which is believed to be a front for Lashker-e-Taiba.

Saeed, who has been designated a terrorist by the US Justice Department and has a $10 million bounty on his head, is presently serving multiple jail terms in Pakistan after being convicted in several cases in recent months. The Pakistani government has seized Saeed’s extensive network of mosques, schools, seminaries and charities and other assets in the country.

Cancellation of Lakhvi’s bail in Mumbai attacks case sought

[DAWN] A division bench of Islamabad High Court (IHC) on Tuesday summoned the record of Mumbai attacks case proceedings pending before the anti-terrorism court (ATC) in two weeks.

An ATC in Islamabad had on Dec 18, 2014, granted the post-arrest bail to Lakhvi.

In the appeal against the ATC judge’s order, the FIA said: "The fact remains that such like cases of defunct terrorist organizations are not so easy to be conducted and especially the prosecution in such cases is the most difficult job in our country for the last many years."

It added: "In the present case, the learned trial judge (of ATC) after the terrorist attack in Islamabad courts (of March 2013) refused to visit Adiala Jail for a long time due to security reasons.

"Even the prosecutors of this case have been receiving threats through cell phones during the proceedings which were duly conveyed to the concerned authorities. The witnesses are also not secured, and reluctant to depose against the accused persons in the given situation."

The appeal pointed out that the confessional statement of Ajmal Kasab, the lone terrorist tossed in the slammer

The prosecution claimed that it had sufficient evidence against Lakhvi and requested the court to cancel his bail.

The counsel for the accused person argued before the court that the prosecution was not pursuing the case.

He said some witnesses in the case were Pak nationals and some were foreign citizens. The local witnesses are not appearing to testify and the ATC had issued their perpetual warrants for arrest.

India willing to share Mumbai attack evidence with Pakistan

[DAWN] The Foreign Office on Friday said India has expressed its readiness to share material evidence regarding the Mumbai attacks with Pakistain.

"In reply to the Foreign Secretary of Pakistain’s letter, dated September 8, 2015, the Indian Foreign Secretary, in his letter of September 6, 2016, has expressed India’s readiness to share the material evidence, which Pakistain had been seeking for quite some time for the Mumbai trial," said Nafees Zakaria, spokesperson for the Foreign Office.

The spokesperson added that the material evidence and cross examination of prosecution witnesses is needed to proceed further with the trial in Pakistain as per the law of the land.

"Legal aspects and modalities of the proposal contained in the Indian Foreign Secretary’s letter are current being examined by our legal experts," elaborated Zakaria.

Earlier in August, the arrest of an alleged financier of the 2008 Mumbai terrorist attacks has been termed a breakthrough in the otherwise stalled case, but it may delay the conclusion of the trial pending in an anti-terrorism court (ATC) since 2009.

In January, Islamabad asked the Indian government to send the 24 witnesses to Pakistain to testify against the seven suspects, including Zakiur Rehman Lakhvi

The FIA has booked Zafar under Sections 7/11-V (fundraising for terrorism), 21-C and 21-I (training and abetting the terrorists) of Anti Terrorism Act 1997, Section 302 (murder) and 109 (aiding) of the Pakistain Penal Code (PPC), and Sections 11/17 and 19 (misuse of encryption, cyber terrorism and attempt to commit offence) of the Prevention of Electronic Crimes Ordinance.

The Special Investigation Unit of the FIA on February 12, 2009, registered the FIR against the suspects, including Sufyan Zafar, for their alleged connivance in the Mumbai attacks.

FIA deputy director (legal) Waseem Ranjha during an in-camera proceeding informed the special judge of the ATC that they were interrogating the accused in Adiala Jail.

He assured the court that the challan against the accused would be submitted to the court on September 22.

Sources in the prosecution told Dawn that after the submission of the challan the court would indict the accused.

Official summoned in Mumbai attack case

[DAWN] ISLAMABAD: An anti-terrorism court (ATC) on Friday summoned a director general (DG) of foreign ministry to brief the court on the efforts the ministry had made with regard to the production of 24 Indian prosecution witnesses in Mumbai attack case.

ATC judge Sohail Ikram ordered the DG of South Asia Desk to appear in court on July 27.

During the hearing, the ATC judge asked the FIA officials about their progress on procuring the attendance of Indian witnesses.

The FIA officials informed the court that they could not directly interact with the Indian High Commission for summoning of witnesses as it was South Asian Desk of the foreign affairs ministry’s job.

Earlier, Pakistain asked India to allow 24 witnesses in the case to appear before ATC in Islamabad in an effort to conclude the trial.

He also revealed that the 10 terrorists, who struck at various places in Mumbai on November 26, 2008 killing 166 people, had planned to carry out the attack twice earlier -- in September and October -- but the attempts failed. Once their boat hit a rock in the seas, because of which they lost all the arms and ammunition and had to go back to Pakistain.

"I used to treat India as my enemy. Hafiz Saeed and LeT operative Zaki-ur-Rehman Lakhvi also saw India as their enemy," he said in his deposition which began at 7 AM.

He said he had joined the LeT after getting "influenced and motivated" by the speeches of "Hafiz Saeed Sahab".

Headley, who described himself as a "true follower of LeT, said he took his first "course" with the outfit in 2002 at Muzaffarabad and had also attended a 'leadership course' which was led by Saeed and Lakhvi.

He said he underwent 5-6 training courses in LeT camps for about two years. "Daura-e-sufa is a study course and is held in Muridke in Lahore while 'Daura-e-aam' is a preliminary military training course held in Muzaffarabad in 'Azad Kashmire' (PoK)," Headley said.

In 'Daura-e-Khas, which is a more advanced training, he was taught to handle weapons, arms, explosives and ammunition, the LeT operative said.

He said he was also given 'Daura-e-Ribat' training, an intelligence course in which setting up of safe houses and reconnaissance are taught. The center where it is taught is in Mansera, 40 miles from Abbottabad, a place in Pakistain where former Al Qaeda chief the late Osama bin Laden

Headley said he had wanted go to Kashmire and fight Indian troops but he was told that he was "too old" for that. "Lakhvi told me that they would use me for some other purpose," he said, adding it was to be more "adventurous" than Kashmire.

Talking about his travels to India, Headley said, "Before the first visit here, Sajid Mir (his LeT handler and an accused in the case) gave me instructions to make a general video of Mumbai."

He said he visited Mumbai seven times before the 2008 terror attack and Delhi once after the attack in March 2009.

To enter India, he said he changed his name from Dawood Gilani to David Headley in 2006 so that he could travel here with an American identity and set up some business.

"I applied for change in name on February 5, 2006 in Philadelphia. I changed my name to David Headley to get a new passport under that name. I wanted a new passport so that I could enter India with an American identity.

"After I got a new passport, I disclosed it to my colleagues in LeT of which one of them was Sajid Mir, the person with whom I was dealing with. The objective for coming to India was to set up an office/business so that I can live in India," he said.

Headley said he had applied for business multiple-entry visa with the Indian embassy so that he does not have to apply for Indian visa repeatedly.

"My office was established in Mumbai so that I could take cover in India," Headley told the court, adding he wanted the cover so that his real identity would not be known.

He said while applying for the Indian visa, he cooked up a story that he was an immigration consultant and had furnished all wrong information to protect his cover.

"I had discussed it (cover story) with Sajid Mir and Major Iqbal of ISI, and they were very happy to see my Indian visa," Headley told the court.

He said he knew Major Iqbal of ISI and had met him in Lahore after one Major Ali (also from ISI) introduced him to the former.

Special prosecutor Ujjwal Nikam, who examined Headley and will do so again tomorrow, said, "I am absolutely satisfied with what Headley had revealed in today's deposition. Headley has given certain sensational revelations during his deposition. He confirmed that he met Hafiz Saeed and he identified his picture as well."

He said, "He (Headley) revealed a lot about Major Iqbal and Major Ali, both of them were there in ISI. It was Major Iqbal who trained him and he also unravelled names of few LeT trainers before the court."

Nikam said Headley had "joined a leadership course where both Sayeed and Lakhvi used to come and give speeches against India. He completed his education from Hasan Abdal Cadet College in Pakistain but left for America at the age of 17."

Headley's lawyer's Mahesh Jethmalini said he has confessed that he had joined LeT after being influenced by Hafiz Saeed.

Giving details about the deposition of Headley which began at 7 AM here, Public Prosecutor Ujjwal Nikam told news hounds here that the terrorist said he wanted to fight against the Army deployed in Kashmire.

During the meeting with Modi, Sartaj said, Nawaz also sought information on the progress made on the Samjhota Express trial.

"July 10, 2015 was a very important day in the diplomatic history of Pakistain," said the adviser.

Aziz said SCO took a unanimous formal decision to admit Pakistain (and India) into the organization.

"The process has been launched and after formalities are completed like ratification of SCO documents, Pakistain will become a full fledged member of the SCO."

He said the organization can play an important role in shaping a conducive regional environment that would bring peace and prosperity to all SCO members.

, the alleged criminal mastermind of the Mumbai attacks in 2008, has refused to provide voice samples to India in relation to an investigation to indict him for involvement in the terror attacks on Indian soil, Hindustan Times reported on Sunday.

Lakhvi's lawyer -- Rizwan Abbasi -- told the Indian media outlet that according to Pakistain's laws, the accused's consent was necessary for a voice sample. "My client has refused in the past and will refuse again," said Abbasi.

The development comes only a couple of days after Pakistain's and India's premiers released a joint statement from Russia, vowing to expedite proceedings of the Mumbai attack case among other sticking points.

Lakhvi is among the seven persons charged with planning and helping carry out the 2008 Mumbai attacks. The six other men facing trial in Adiala Jail for their alleged involvement in Mumbai attacks are Hammad Amin Sadiq, Shahid Jamil Riaz, Younas Anjum, Jamil Ahmed, Mazhar Iqbal and Abdul Majid.

, China said its move was based on "facts" and in the spirit of "objectiveness and fairness", said a report published on The Times of India.

Speaking to news hounds in Beijing, Chinese Foreign Ministry spokesperson Hua Chunying said: "As a permanent member of the UN security council, China always deals with the 1267 Committee matters based on facts and in the spirit of objectiveness and fairness".

This statement came as a response to a question pertaining to Indian Prime Minister Narendra Modi taking up the issue during a meeting with Chinese President Xi Jinping, which took place on Wednesday on the sidelines of the BRICS -- Brazil, Russia, India, China and South Africa -- and Shanghai Cooperation Organisation (SCO) summit in the Russian city of Ufa.

India had demanded of the UN to take action against Pakistain as her government had released Lakhvi. India has relentlessly sought him since the attacks killed over 160 persons, including several foreigners, causing international uproar and a diplomatic storm.

In December last year, the Golra police had started the paperwork but haven't done much else against Lakhvi for allegedly kidnapping Anwar Khan, an Afghan national, six years ago.

He was implicated in the case soon after the Anti Terrorism Court (ATC) had released him on bail in the Mumbai attacks case.

Following his release on bail, the Islamabad High Court (IHC) hearing a petition, also suspended the detention order against Lakhvi.

The police then kept Lakhvi into custody after registering the kidnapping case against him.
