  • TORKHAM GATE CLOSED TO ALL TRAFFIC – Several reports began circulating on social media that the Taliban had closed Torkham gate to all traffic and were turning people back. We confirmed the gate was indeed closed and it sounds as if it is related to Paksitan’s refusal to honor medical visas for Afghans. A source in Kabul said the Taliban intended to take advantage of Pakistan’s weak economic position by closing the portal to trade and humanitarian goods deliveries. Most expect a settlement to be reached and the gate should reopen eventually. Late reporting confirmed that Spin Boldak-Chaman remains open. At-risk Afghans intending to attempt a crossing should call ahead and monitor relevant social-media channels to ensure it is open before embarking on their journey.

  • NOTED AFGHAN JOURNALIST RELEASED FROM CUSTODY IN KANDAHAR – Mohammadyar Majrooh, a reporter for TOLO News was released from custody in Kandahar after being detained on unspecified charges for five days.

  • PAKISTAN IDENTIFIES TTP MILITANTS RESPONSIBLE FOR KARACHI ATTACK – Police officials in Karachi say they have identified two TTP terrorists who likely planned the attack on the police headquarters on 17 February. Zala Noor and a man called Kifayatullah were fingered as the planners of the attack. Noor is reputedly from North Waziristan and Kifayatullah is said to have come from the Lakki Marwat area. The two had conducted surveillance of the police facility for at least a month prior to the attack. Both men escaped after the attack and are on the run. Pakistani police are in the process of searching several known residences and have interviewed family members of the suspects.

  • TALIBAN ENFORCES BAN ON RUPEES IN URUZGAN – Several small business owners in the capital of Uruzgan have been arrested for violating the ban on accepting Pakistani currency. Their shops have been closed. The arrests came after a fourteen-day ‘grace period’ had expired. It is believed that over 50 people were arrested and may face public lashings and/or heavy fines for violating the ban. Several locals who were interviewed about the arrests appear to approve of the Taliban’s move and say they want to trade in Afghanistan’s currency.

  • AS MANY AS 100 TRAVELERS TRAPPED IN SNOW ON THE KABUL-GHOR HIGHWAY – A convoy of mini-vans that have been stuck in heavy snow on either side of the Kotal-e-Bakak pass in Bamiyan contains approximately 100 people. Many of the passengers are said to be women and children and they are believed to have been trapped for the past three days. It is not clear if a rescue attempt is underway.

Khost:The bodies of 2 TTP commanders were said to have been discovered in the province (Buri Kaly hills). The commanders were identified as Naeemullah Wazir (a.k.a. Waqas) and a Hameed (a.k.a. Sangin). Photos of the bodies show they had been severely mutilated. No group has claimed responsibility for the killings and no further information was available.

TROUBLE BREWING BETWEEN IRAN AND PAKISTAN ON THEIR SHARED BORDER – Iranian border guards reportedly slaughtered large numbers of donkeys, mules, and livestock in Baluchistan. A VIDEO of the incident has circulated on social media and locals on both sides of the border have vowed revenge against the Iranian border forces for the senseless slaughter. The animals represented the livelihoods of many who live in the area. Pakistan is sending troops to reinforce its side of the border and they will begin arriving today. There is a potential for local reprisals against the Iranian border forces that could escalate into a cross-border incident. It is not clear what caused the incident.

  • PAKISTAN SECURITY OPERATIONS HAVE SIGNIFICANTLY INCREASED – Several local sources in Pakistan have reported additional search operations in Peshawar, Karachi, Islamabad, and Rawalpindi focusing on Afghan nationals. Police vehicles have been filmed outside of hostels, hotels, and guest houses. Pakistani security forces stationed at security checkpoints are said to be stopping 1 out of 4 pedestrians for periodic searches and identity checks. While the searches of homes, apartments, and guest houses have not begun in force yet, they are expected to take place soon. Some arrests have been reported but seem to be overwhelmingly Pakistan nationals rather than Afghans at this point. It is our assessment that these searches are focused on finding potential TTP terrorists and are not focused on Afghan refugees.

  • HUMAN SMUGGLING A PROBLEM FOR AFGHAN REFUGEES GLOBALLY – The discovery of 18 bodies, purportedly Afghan refugees, in a container truck in Bulgaria has sparked concern among refugee agencies. The truck was found on the outskirts of the capital on 17 February and there were 34 other people who survived the ordeal. All have been taken to hospitals for treatment. The problem is occurring elsewhere and several cases are being investigated in Europe and Latin America. The smuggling rings that control the pipelines have made huge profits from the business and it is not clear how many refugees have died while in transit to foreign countries. At-risk Afghans contemplating such journeys should consider the risks and reach out to legitimate refugee agencies before embarking on such potentially fatal journeys.

  • THE “NEW” AND “OLD” TALIBAN – Much has been said about the chasm that has opened between Kandahar and Kabul. Rumors of coups and open civil war have been postulated by analysts and policy wonks over the last year. Speeches by the Ministers of both the Interior and Defense have been openly critical of the Supreme Leader and his Deobandist clique. However, no action has been taken and many are wondering why the two “young lions” simply don’t march on Kandahar and put their problem in the ground. A reasonable theory for the inaction has come out of some Ivy League researchers who question either faction’s ability to maintain control over the foot soldiers who give the Taliban their grip on power. According to their research, both Kandahar and Kabul have been forced to walk a fine line with their differing policy approaches because they both fear the same thing – pushing the Taliban mujahadeen into the waiting arms of ISIS.
    Yes, that would be a problem.
    Too much of a progressive agenda risks disillusionment within the ranks and the perception of abandoning the conservative 7th-century tenets of Islam they prefer. Overly regressive policies mean continued ostracization and condemnation from fellow Islamic states and no voice in international or regional affairs which is important for the more enlightened among the rank and file. Unquestionably, ISIS-K has continued to gain recruits and represents the most immediate threat to the regime. An internal power struggle between Kandahar and Kabul could result in mass defections that would add significant numbers and material to a resurgent ISIS, in a relatively short amount of time. The result would be a fresh layer of chaos to an already perilous situation. Perhaps the vision of such a reality is what has kept the young lions in check so far. Only time will tell.

  • PROTESTS IN IRAN BACK WITH A VENGEANCE – After a lull of several weeks, protestors in Iran took to the streets again in many cities across the country (including Tehran). Thousands of protestors flocked to public squares and marched on government buildings and other habitual demonstration rally points. Many were filmed chanting “freedom” and the reemergence appears to have been synchronized. In response, the regime began recalling police and military personnel who had been granted short terms of leave. A strong response is expected from the regime and violence seems likely.

PAKISTAN SEARCHES AND SECURITY OPERATIONS WILL CONTINUE – Based on actions and threats from the TTP, it appears their campaigns will focus on Pakistani Police infrastructure and personnel. In response, Pakistan has raised its security posture to the highest level and it is expected to remain so for the foreseeable future. At-risk Afghans residing near police stations and/or facilities frequented by police (Mosques, shopping centers, apartment buildings, etc) are urged to stay alert and be ready to take shelter should an attack occur. They should not linger near these facilities and recognize that police vehicles, checkpoints, and other security-related locations are obvious targets for the TTP.

He reiterated his demand that "fair and transparent" elections be held as early as possible since it was the only solution to the recent crisis in the country.

Addressing a protest demonstration in front of the ECP office here, Maulana Fazl was seen to stand firm on his demand of removing the PTI government and announcement of early elections, calling it a consensus decision of all opposition parties which had recently met in Islamabad.

Along with Kifayatullah, two of his sons ‐ Shabbir Mufti, Hussain Mufti ‐ and friend Jan Mohammad were also injured in the attack. They were taken to King Abdullah Teaching Hospital.

Police front man Mohammad Sohail confirmed the attack and said more information will soon be shared with media.

According to medics, the injured JUI-F leader had sustained injuries on his back, hand and other parts of his body.

's (JUI-F) leader Mufti Kifayatullah was taken into custody for 30 days under Section 3 (power to arrest and detain suspected persons) of the Maintenance of Public Order (MPO) and shifted to Haripur jail, sources in police confirmed to DawnNewsTV on Sunday.

Sources said that Mufti Kifayatullah was taken into custody in early hours from Islamabad's E-11 area by Mansera police with the help of Islamabad police after Mansera deputy commissioner issued his arrest orders.

Earlier in the day, conflicting reports emerged regarding the arrest of Kifayatullah. Ameer of JUI-F Islamabad Abdul Majeed Hazarvi told DawnNewsTV that Kifayatullah was arrested on Sunday morning.

According to Hazarvi, Kifayatullah was arrested at 4am near Masjid Tooba in Islamabad's E-11 area. He had been holed up staying at a hideout friend's apartment.

He added that the JUI-F leader has been shifted to Haripur Jail.

Addressing the ’million march rally’ organised by JUI-F here on Sunday, he came down hard on the PTI government and warned the rulers that any move to rollback the 18th Amendment and recognise Israel would be disastrous for the country.

Criticising the government for its failure to improve the economy despite tall claims during the election campaign, the chief of his own faction of JUI said poverty was on the steep rise with the result that life was becoming harder for the poor.

"Those who were claiming to change the very fate of the poor and bringing about revolutionary changes in their lives have now come up with hens and eggs and forgot and consigned to oblivion their glittering promises," he said

Mr Rehman alleged that the government was conspiring to amend the law that had declared the Ahmadis as a minority and the chain of events and the stance of the government had proved it beyond any shadow of doubt that the rulers were with the enemies of Islam.

"The government is guilty of conspiring to alter the blasphemy law, setting blasphemers free and playing to western tunes, and it was due to this reason that a former elected prime minister and politicians of the parties were sent to jail before the election," he continued.

The JUI-F chief said his party would not allow the implementation of any foreign agenda contrary to the teachings of Islam and that his party supporters would not hesitate to render any sacrifice for upholding Khatam-e-Nabuwwat.

JUI-F leader held for ‘provocative’ speech

(JUI-F) leader Mufti Kifayatullah for allegedly delivering a provocative speech.

Mufti Kifayatullah ‐ formerly leader of the opposition in the Khyber-Pakhtunkhwa Assembly ‐ was taken into custody after he attended a religious conference organised by Wifaqul Madaris al-Arabia in the Hazro area at Nartopa village.

According to police, the mufti was arrested in a two-year-old case pertaining to hate speech. He said Mr Kifayatullah was arrested by a team comprising personnel of the police and counterterrorism department after he completed his address at the conference and was taken to the Hazro cop shoppe.

The JUI-F leader was produced before an antiterrorism court and sent to Attock jail after the court scheduled the hearing for Dec 17.

Police said a new case had also been registered against Mufti Kifayatullah for delivering another provocative speech.

KP government's stipend for prayer leaders declared un-Islamic

[DAWN] Around 300 holy mans from Deoband school of thought on Friday declared the Rs10,000 monthly stipend paid by the provincial government to prayer leaders haram (forbidden).

Acting provincial emir of the JUI-F Mufti Kifayatullah told participants that the joint decree had barred prayer leaders from receiving the government stipend by declaring it haram.

He said the payment was planned under an ’international conspiracy’ against holy mans.

The JUI-F leader said the PTI government had secured money from international nongovernmental organizations to ’buy’ loyalties of holy mans and therefore, his party and religious scholars would raise voice against the move.

Another speaker, Maulana Saeed Abdullah, said the Imam Conference would be organised here on Feb 5 to persuade prayer leaders from all schools of thought to reject monthly stipend.

Police arrest culprits after 5-year-old girl married to 22-year-old man near Shikarpur

[DAWN] A five-year-old girl was on Saturday married off to a 22-year-old man at village Raman Shar in the outskirts of Dakhan Town, some 40 kilometres from Shikarpur, before police intervened to arrest key individuals involved, local police said.

According to an official, a special police party headed by SHO Khuda Bakhsh Panhwar raided the ceremony and succeeded in arresting the nikkah khwan, Molvi Kifayatullah Bhutto, 40, the 'groom', Habibullah Shar, and the father of the groom, Gul Meer. The police also took the five-year-old bride, the daughter of Zameer Shar, into custody along with her mother.

According to police sources, the marriage had been solemnised before police reached the place.

Police shifted the accused and the bride to the Dakhan Police Station and later handed them over to Gaheja Police for prosecution under the Early Child Marriages Restraint Act of 2013.

Gaheja Police started the paperwork but haven't done much else against the groom, his parents and the parents of the girl on behalf of the state under Sections 3, 4 and 5 of the Pakistain Penal Code.

Child marriage is a punishable offence in Sindh. According to Child Marriages Restraint Act, a child marriage includes any marriage where one of the contracting parties is less than 18 years of age. Those found guilty of entering into, or facilitating, a child marriage can be sentenced to rigorous punishment for up to three years.

Tank police trace minor's 'killer'

[DAWN] TANK: The mystery behind the murder of a minor boy was resolved as his teenage neighbour allegedly confessed to the crime here on Thursday, stating that he was copying a video in which Lions of Islam were shown beheading a person.

The suspect, Noor Mohammad (14), was presented before the media at the DPO office during a briefing here on Thursday.

He said that the suspect confessed to his crime and the police also recovered a sharp weapon used in the crime from his possession. Relatives of the missing boy had started the paperwork but haven't done much else against unknown persons with the Cantt cop shoppe.

The police said that Saeed and Noor were friends and living in the same locality.

They said that during investigation the suspect divulged that he and Saeed would often exchange videos regarding slaughtering people. He allegedly told police that one day when his parents went to attend a wedding ceremony of a relative in another village he called Saeed to his home.

The police quoted the suspect as saying that while enacting the video he fastened hands and legs of Saeed with rope and 'rubbed' his throat with a knife. He said that when he saw blood he got nervous and stuffed the body in a sack and threw it in bushes.

Three suspected militants found shot dead

[DAWN] KARACHI: Three suspected forces of Evil were found rubbed out in Memon Goth on Tuesday morning, according to police.

The officials said the bodies were dumped by the road that linked Gulshan-e-Hadeed with the Superhighway in the Dhair Sharif area near Quaid-e-Azam Public School.

Memon Goth SHO Jan Mohammed Ahmdani said the police received information around 7am about the bodies and rushed to the spot. "Sporting long beards, the men looked like Pakhtuns or Afghans," he said.

"The killing appeared to be very recent as fresh blood stains were found there," said sub-inspector Wazir Ali Channa. The police investigator added that circumstantial evidence indicated that the three men had been kidnapped and bumped off somewhere else before their bodies were dumped by the road. "No spent bullet casing was found on the spot," he said.

SI Channa said each victim sustained two bullet wounds in their head and chest. "One of them aged between 60 and 65 years, another was in his 40s while the youngest among them was in his mid-20s," he said.

The bodies were later shifted to the Jinnah Postgraduate Medical Centre for a post-mortem examination, the police said. The corpses were shifted to the Edhi morgue for want of identification following the autopsy, they added.

The Memon Goth police registered an FIR (25/2015) on a complaint of SI Wazir Ali Channa under Sections 201 (hiding the body with intention of disappearing evidence of the offence) and 34 (common intention) of the Pakistain Penal Code.

Last year eight suspected forces of Evil had been found rubbed out in the Memon Goth area. Two of them were later identified as Sharbat Khan, 30, and Kifayatullah, 33, who had been 'missing' for four to five months before their murder, according to the police. The dear departed originally hailed from Wazoo and had been taken away from new Sabzi Mandi, the police said.

Ex-councillor killed

A former councillor was rubbed out allegedly in a family dispute along with her driver in Memon Goth, police said.

They added that Allah Bachai Ishaq, 45, was travelling in a chauffeur-driven car when gunnies opened fire on the car near Saleh Mohammed Goth.

She and her driver, Pir Mohammed, 50, sustained critical wounds and were transported to the JPMC where doctors declared them dead on arrival, the police said.

The former lady councillor belonged to the Pakistain Peoples Party, said SHO Jan Mohammed Ahmdani.

He added that she was bumped off allegedly by her son-in-law Javed after they had a heated argument over the phone.

The police said her daughter had developed some differences with her husband, Javed, after which she started living with her parents. Some village elders later intervened in the matter and made efforts for a patch-up. Resultantly, the girl shifted to her husband's home but the compromise did not last long. It was on this issue that Javed and his mother-in-law exchanged arguments over the phone on Tuesday and the ex-councillor was going to his residence when her vehicle was attacked, the police added.

A murder case was later registered against Javed on a complaint of the victim's son, Mohammed Ali, the SHO said.
