The Rafah Crossing, a major conduit for humanitarian aid into Gaza, has been closed since Israel captured it in May, with Egyptian authorities refusing to cooperate with Israeli forces on keeping the gateway open.
That’s because Egypt doesn’t want any of those icky Gazans polluting their pristine environs, while Israel doesn’t want more weapons smuggled across the border to Hamas, even if President al-Sisi’s nephew has been making bank on the project.
Fatah’s delegation, led by central party committee member Azzam al-Ahmad, was to return to Ramallah on Tuesday to seek Abbas’s final approval, negotiators from both sides told AFP.

The Hamas delegation was headed by politburo member Khalil al-Hayya.

The London-based pan-Arab news site al-Araby al-Jadeed also said it had seen a copy of the document and reported the agreement lays out plans to establish a committee to administer the Strip, "reporting to the Paleostinian government" based in the West Bank.

The document has six sections, the first of which stresses preserving "the unity" of Paleostinian territories according to the pre-1967 borders, the report said. The second deals with strengthening "communication between the Paleostinian government in the West Bank and the committee in Gaza."

Other sections deal with determining that the committee would act according to the Paleostinian political system and would not bring about a separation between the Gaza Strip and other Paleostinian territories. The committee is to continue its work until "the reasons that led to its formation are eliminated," general elections are held, "or another formula agreed upon nationally is adopted."

The committee will only begin its work after border crossings into Gaza return to operating as before October 2023 and the Rafah Crossing between Gaza and Egypt is reopened according to a 2005 agreement that put its operation in the hands of Egypt and the Paleostinian Authority, under the supervision of the European Union

The Ain el-Helweh refugee camp, on the outskirts of the southern city of Sidon, has been rocked by violence since last week.

The festivities have pitted members of the Fatah movement, which controls the camp, against hardline Islamist bad boys, excluding Hamas, the well-beloved offspring of the Moslem Brotherhood,.

The renewed fighting on Wednesday killed seven people and maimed 16, Imad Hallak from the Paleostinian Red Islamic Thingy's Lebanon branch told AFP over the phone.

The latest deaths bring to at least 16 the number of people killed in the fighting since it broke out on Thursday, the Paleostinian Red Islamic Thingy said. Around 100 have also been maimed, it said.

Senior Paleostinian officials, including Fatah's Azzam al-Ahmad and Hamas's Mussa Abu Marzuk, met late Tuesday at the Paleostinian embassy in Beirut, a joint statement said.

They had expressed their "full commitment to consolidating the ceasefire" and agreed to "work to facilitate the return of those forced from their homes".

But the ceasefire collapsed on Wednesday, with an AFP correspondent in Sidon reporting violent mostly peaceful festivities in the evening.

Bullets and shells fell on different parts of Sidon, he said, adding that he saw dozens of Paleostinian families fleeing the camp.

Armed festivities erupted between the Paleostinian Authority’s security forces and members of local armed terror groups on the streets of Jenin Tuesday night.

The fighting broke out in reaction to the PA’s arrest of two button men in the West Bank town of Jaba’, some 25 kilometers (16 miles) south of Jenin, according to the Hamas, a regional Iranian catspaw,-affiliated news website Shehab.

Following the arrests, armed assailants reportedly attacked the headquarters of the Jenin governorate, the local seat of the PA administration, prompting festivities with the PA security forces. The confrontation then moved to the Jenin refugee camp, where the PA forces opened fire and threw tear gas at the button men, storming into the local hospital, according to videos circulating on social media.

A month ago, the Israeli military carried out a large-scale two-day operation in the Jenin refugee camp to dismantle the terrorist networks operating there and to seize weapons.

As the street fighting broke out Tuesday night, mosques in the refugee camp called on the PA via loudspeakers to release a number of Paleostinian Islamic Jihad members it detained following the IDF operation in the refugee camp in early July, in what local factions claim were "political arrests" and the PA sees as a crackdown on rival Islamist factions that have undermined its control over the northern West Bank for years.

In particular, local factions ask for the release of Khaled al-Ararawi, a prominent PIJ member arrested on July 15, who is also the uncle of 17-year-old Majdi al-Ararawi, one of the 13 button men killed by the IDF in the Jenin operation in early July.

Another video circulating on social media shows a group of gunnies marching through the Jenin refugee camp, chanting "Abu Mazen get out, no to the Paleostinian Authority, no to the army!" Abu Mazen is Mahmoud Abbas’s nom de guerre.

The PA is increasingly seen by some Paleostinians as collaborating with Israel at the expense of fighting for their rights. At a mass funeral held for some of the button men killed in the IDF operation in early July, big shots of the PA’s Fatah party were met with heckling and shouting from the angry crowd.

Abbas’s deputy Mahmoud al-Aloul, the head of Fatah’s Central Committee Azzam al-Ahmad, and other senior Fatah leaders were driven out of that event, with participants shouting "Get out!" as they raged against Fatah’s alleged neglect of the "resistance" against Israel.

A delegation of three ministers from the Fatah-led Paleostinian Authority visited the city of Jenin on Sunday and met with local officials, apparently as part of an effort to reassert the PA’s presence and clout in the city following the IDF operation against gangs there last week.

To remedy the setback, deputy al-Aloul returned to the city three days later on July 8, for what appeared to be a friendly conciliatory meeting with the Jenin Battalion.

On Sunday, three PA ministers came from Ramallah to visit the city and meet officials. Interior Minister Ziyad Hab al-Reeh, Health Minister Mai al-Kaila and Local Government Minister Majdi al-Saleh inspected the areas that were subject to Israeli incursion in the refugee camp and met with the Jenin Governor Akram Rajoub and Mayor Nidal al-Obeidi.

According to the PA’s official media outlet al-Hayat al-Jadida, the three ministers conveyed Mahmoud Abbas’s instructions for a reconstruction plan for the city and refugee camp. The health minister also met with the director of a Jenin hospital treating the maimed from the operation.

The Jordan-based Paleostinian opposition website Amad, commenting on the visit, ran an editorial noting that the Fatah presence seen in Jenin in the past 48 hours had not been seen in years, as the movement was too absorbed in its internal organizational questions and in "awaiting the post-Mahmoud Abbas era."

The outlet claimed that Fatah is better at managing Israel’s security than the Paleostinians’ own, and its leadership "only reacts, it does not act with a vision."

Commenting on the meeting between Fatah officials and the Jenin Battalion, it said that Fatah put up a performance "only for self-publicity" that conferred it neither honor nor power. The leadership has not yet realized the extent of the "conspiracy" that is building up against it, the editorial concludes.

In parallel with the visits by ministers, the Paleostinian Authority has adopted harsher methods to reestablish its control over Jenin. According to the Hamas, a contraction of the Arabic words for "frothing at the mouth",-linked news site Palinfo, the PA has launched a crackdown on the Islamic Jihad in the Jenin area in recent days.

PA forces reportedly detained two men at a flying checkpoint set up during the IDF action as they were on their way to fight in Jenin. The two men, Murad Walid Malayshe (34) and Muhammad Walid Barahme (37), spent over 10 years in Israeli prisons for terror-related activities and are among "the most wanted by Israel," according to Palinfo.

On Thursday, journalist Ahmed al-Betawi was reportedly arrested, as well as an "activist" from near Hebron named Louay Qabaja, who was allegedly detained for a Facebook post and has been on hunger strike ever since.

The crackdown against Islamic Jihad members in Jenin continued on the night between Saturday and Sunday, with the arrest of two other PIJ members including Ahmad Salatneh, director of a Jenin charity group affiliated with the Islamic Jihad.

has instructed PA security forces to confront Israeli troops and settlers if they enter Paleostinian-controlled areas of the West Bank, a senior PA official said on Tuesday.

"President Abbas instructed the security services to confront the occupation forces and settlers," Azzam al-Ahmad, a member of the executive leadership of the Fatah party and the Paleostine Liberation Organization told the Paleostinian Satellite Channel. "We stress the importance of the national resistance," he added.

"If they enter our lands, don’t hesitate to confront them," al-Ahmad said, apparently referring to Abbas’s instructions regarding Area A of the West Bank.

"The best example is what is going on in Nablus [where battles between IDF soldiers and Paleostinian button men have taken place in the northern West Bank city], and even in Huwara," the site of a violent mostly peaceful Death Eater settler riot, he said.

"Not long ago, they [PA security forces] fought with them [Israeli soldiers] in Huwara," he claimed, without giving details.

The Israeli security establishment has long hailed coordination with PA forces as critical for combating terror and maintaining stability in the West Bank. Abbas recently cut ties following a deadly Israeli military raid in the Jenin refugee camp in the West Bank that killed nine Paleostinians, including at least one civilian.

At a summit in the Jordanian port city of Aqaba on Sunday, Israeli and Paleostinian officials agreed to take steps to resume coordination.

Defense Minister Yoav Gallant on Saturday said he was revoking the entry permits to Israel of three senior Paleostinian Authority officials, after the trio paid a visit to a newly released prisoner who was held for murdering a soldier.

for security-related offenses, was freed from prison Thursday after serving 40 years behind bars following his conviction on terrorism charges for murdering an Israeli soldier in 1980.

Since his release, celebrations have been held at his hometown of ’Ara in northern Israel. Younis is part of Israel’s Arab minority, many of whom identify as Paleostinians.

On Saturday, the three members of the PA’s ruling Fatah party — Mahmoud al-Aloul, Azzam al-Ahmad, and Rawhi Fattouh — visited Younis, entering Israel with their valid permits given to senior Paleostinian officials. Former Hadash MK Mohammad Barakeh, who directs the National Arab Higher Follow-Up Committee, was also spotted at the gathering.

The Defense Ministry said Gallant ordered the head of the Coordinator of Government Activities in the Territories (COGAT) — the Defense Ministry body responsible for Paleostinian civil affairs — Maj. Gen. Ghassan Alian, to revoke their permits following the visit.

Gallant’s decision was made following an assessment he held with the Shin Bet security agency and other officials, according to the ministry.

Finance Minister Bezalel Smotrich, who has an additional role as a minister within the Defense Ministry, hailed Gallant’s "right and necessary decision" in a post on Twitter.

Smotrich’s role in the Defense Ministry ostensibly allows him to appoint the generals leading the hybrid civil-military COGAT and its office overseeing many settlement issues, the Civil Administration, subject to Prime Minister Benjamin Netanyahu’s approval.

Smotrich has not yet made any decisions with his secondary ministerial position, and the Knesset’s legal adviser said last month that Gallant would still be able to overrule him.

Cousins Maher and Karim Younis, both from ’Ara, murdered Cpl. Avraham Bromberg in 1980. The assailants offered the soldier a ride as he was heading home from his army base in the Golan Heights, then overpowered him, shot him in the head, and stole his weapon. They left him on the side of a road where he was found and brought to a hospital, but he died days later. The killers were arrested two years later and sentenced in 1983.

Maher is due to be released in two weeks. Both and his cousin were given life sentences but these were commuted in 2012 by then-president Shimon Peres to 40 years.

arrived in Cairo on Wednesday to take part in a joint Egyptian-Paleostinian-Jordanian summit, which aims to unify their positions on the Paleostinian issue ahead of this month’s annual meeting of the UN General Assembly.

The summit will be attended by Paleostinian President Mahmoud Abbas, Egyptian President Abdel-Fattah el-Sisi, and King Abdullah II of Jordan.

Accompanying Abbas on his visit to Cairo are Minister of Foreign Affairs and Expatriates, Riyad al-Maliki, member of the Central Committee of Fatah movement Hussein al-Sheikh, the head of the Paleostinian General Intelligence Service, Major General Majid Faraj, and the president’s advisor for diplomatic affairs Majdi al-Khalidi.

Egyptian Youth Minister Ashraf Sobhi and a delegation from the Egyptian General Intelligence Service welcomed Abbas at Cairo International Airport.

Azzam al-Ahmad, member of the Paleostinian Fatah movement’s Central Committee, said the summit aims to coordinate the positions of the participating states on Paleostine.

"The summit will discuss the Paleostinian issue and the issue of moving forward the grinding of the peace processor with Israel," al-Ahmad said.

"It is necessary for the Quartet to carry out its duties before holding the session of the UN General Assembly, where President Abbas will chair the State of Paleostine delegation and will address a speech during the session," he added.

Egypt's president held talks in Cairo on Thursday with the King of Jordan and the president of the Paleostinian Authority aimed at reviving the Middle East grinding of the peace processor and strengthening a ceasefire that halted the Israel-Hamas, a regional Iranian catspaw, war.

discussed the elusive two-state solution to the conflict with Israel, according to a statement from el-Sissi's office. The three leaders said the Paleostinians have a right to an independent state, with East Jerusalem as its capital. Israel staunchly opposes such a plan.

In Thursday's talks, the Egyptian and Jordanian leaders also renewed their support of Abbas warning against the "dangerous repercussions" of the expansion of Israeli settlements in the West Bank and the demolition of Paleostinian houses and the confiscation of land properties, read the statement. On his part, el-Sissi stressed that the establishment of a Paleostinian state requires the unification of all Paleostinian factions, added the statement.

"We very much welcome the meeting of these three leaders," U.N. front man Stephane Dujarric said. "We hope it will lead to a positive outcome and a regain of traction of diplomacy in the Israeli‑Paleostinian conflict."

Relations remain tense, even though Israel's new coalition government, which includes an Arab party for the first time, has sought to keep things calm after the deadly war in May. Hamas responded to weeks of tensions in east Jerusalem by firing rockets, which triggered a withering Israeli assault on Gaza.

At least 260 Paleostinians were killed during the conflict, including 67 children and 39 women, according to the Gaza health ministry. Hamas has acknowledged the deaths of 80 Death Eaters. Twelve civilians, including two children, were killed in Israel, along with one soldier.

Egypt, which has played a key mediation role between Israel and Hamas over the years, mediated a truce. In recent weeks, stakeholders have stepped up their diplomatic efforts aimed at preventing another military outburst in the region. The office of Israeli Prime Minister Neftali Bennett has recently said that he will be visiting Egypt "soon" to hold talks with el-Sissi.

The meeting was followed by the Israeli announcement of a series of gestures aimed at strengthening the Paleostinian Authority, including plans to loan $150 million to the cash-strapped autonomy government in the occupied West Bank.

The step indicates a major change in the new administration’s approach in addressing the Paleostinian-Israeli conflict. It is part of the administration’s "step-by-step" policy taken to restore relations with the Paleostinian Authority (PA).

According to Ahmad, restoring financial aid represented an implementation on the ground of the new US political stance.

Biden’s promise to press for a two-state solution to the Israeli-Paleostinian conflict and its restored aid to the UN Relief and Works Agency (UNRWA) indicate clear humanitarian and political approaches, Ahmad said.

He further hailed the US administration for affirming its commitment to the two-state solution, noting that although contacts between the Paleostinians and the Biden administration have resumed, but Paleostinians expect these contacts to reach higher levels soon.

accepted the resignation of his prime minister Tuesday, but asked the government to stay on until a new one is formed.

PA Prime Minister Rami Hamdallah and his government tendered their resignations earlier Tuesday, marking the end of a failed unity bid with rival Hamas.

Abbas accepted the resignations but assigned Hamdallah and his fellow ministers the task of maintaining the PA government’s operations until the formation of a new one, the official PA news site Wafa reported.

The government’s decision to resign came two days after the Fatah Central Committee recommended the formation of a government made up of representatives of factions in the Paleostine Liberation Organization and independent personalities, leaving out Hamas, a terror group that is the de facto ruler of the Gazoo Strip.

Hamas front man Fawzi Barhoum condemned the government’s resignation on Tuesday, saying it was aimed at paving the way for the establishment of "a new separatist government" that serves Abbas and his Fatah party’s interests.

Abbas was set to begin consultations to form a government made up of PLO factions, with the goal of preparing for new legislative elections, Wafa reported. It is not clear who will be tapped as the next prime minister.

Abbas and other PA officials have recently pledged to hold new parliamentary elections in the coming six months, but how that would be possible in the Gazoo Strip is unclear. Hamas has controlled the coastal enclave since ousting the Fatah-dominated PA in 2007 from the territory.

Fatah Central Committee Member Azzam al-Ahmad said on Sunday that the Paleostinians planned to form a new government in response to Hamas not handing over the Gazoo Strip to the PA.

The Paleostinians formed the current PA government in 2014 with the support of Fatah and Hamas. Since its establishment, however, Abbas has carried out at least two cabinet reshuffles without Hamas’s consent.

Fatah and Hamas have been in disputes since 2007, when the terror group forcibly ousted the Fatah-dominated PA from Gazoo.

While the two rival parties have signed multiple agreements to advance reconciliation and bring Gazoo and the West Bank under one government, they have not implemented them.

Hamdallah, a former president of An-Najah University, where he was once an English professor, was expected to return to academic work, according to a Paleostinian official who spoke on condition of anonymity.

Top Fatah and Paleostine Liberation Organization official Azzam al-Ahmad met Deputy Hezbollah Secretary-General Sheikh Naim Qassem in Leb, the official Paleostinian Authority news site Wafa reported on Thursday.

Senior Fatah and PLO officials do not frequently meet high-ranking Hezbollah leaders. The last known time Ahmad met a senior Hezbollah official was in late 2017, when he met Hassan Nasrallah, the terror group’s secretary-general.

In their meeting, Ahmad and Qassem affirmed "the need to fight against the American-Israeli attempts to end the Paleostinian national project," the Wafa report said.

Both the Paleostinians and Hezbollah have recently been highly critical of the US and Israel’s policies regarding the Israeli-Paleostinian conflict.

Earlier this week, he also visited Syria, where he met Deputy Syrian Foreign Minister Faisal Mekdad and attended the opening of a new office of Paleostine TV, the official PA channel, in Damascus.

At the opening of the Paleostine TV office, he told a Syrian newspaper that he believes Abbas will visit Syria in the near future.

"The visit of the President Mahmoud Abbas is possible at any time... I believe [it] will happen soon, if God wills it," he told al-Watan, a pro-Syrian government newspaper.
