Abdul Khaliq Khazal Sultan had joined ISIS in 2013 and was one of the executioners in the 2014 massacre. The suspect had also participated in several other operations targeting members of the security forces in Salahaddin and Nineveh, according to the statement.

He was arrested as a result of a joint operation between the Iraqi intelligence service and the Sulaimani counterterrorism forces and has been handed over to the relevant authorities, the cell reported.

Four other suspects were also arrested in Nineveh after reportedly confessing to being members of murderous Moslem groups linked to ISIS.

Investigative Team to Promote Accountability for Crimes Committed by ISIS/ISIS (UNITAD) said on June 2021 that there was "clear and convincing evidence" that the massacre "constituted a number of war crimes under international law."

Dozens accused of taking part in the massacre have already been executed. 31 men were executed for their alleged involvement in the massacre on January 2017.

“The detainee joined ISIS in 2013 and took part in several operations targeting security forces in Saladin governorate, participated in the Speicher massacre and was one of the perpetrators in 2014, then served as the so-called military of the Tigris province, to then move to the ranks of ISIS in the so-called Wilayat Nineveh and take part in battles against the security forces."

Last Friday, Iraqi authorities also announced the arrest of one of the perpetrators of the Speicher crime in northeastern Syria. The arrest culminated in a nine-year pursuit to bring the accused to justice.

The Iraqi Joint Operations Command explained that the arrested, identified as "Izzat Ibrahim Muhammad Rabie," was wanted in connection with the terrorist crime at Speicher, which had sent shockwaves across Iraq and the international community.

According to the Command, the pursuit was fraught with challenges, as the perpetrator had resorted to adopting a false identity to evade capture and had attempted to flee to a neighboring country.

NIA Raids Multiple Locations In South Kashmir In Terror Funding Case

[OneIndia] The National Investigation Agency (NIA) is carrying out raids at multiple locations in South Kashmir

The raids are part of the investigation in a terror funding case. Sources tell OneIndia that the case pertains to terror funding and the criminal conspiracy hatched by terror groups operating under various pseudo names at the behest of their commanders in Pakistain.

On May 11, the NIA had raided the home of Abdul Khaliq,Javid Ahmad Dhobi at Syed Kareem and Shoaib Ahmad Choor at Sangri Colony in Baramulla district in connection with the same case.

The raids come in the wake of the horrific Poonch attack in which five soldiers were killed. Days after this attack five more soldiers bit the dust in an attack that took place in the forests of Rajouri.

Earlier on the NIA had attached the properties of three accused persons at various locations in Kashmir under the provisions of the Unlawful Activities (Prevention) Act following a court order.

The NIA has carrie out multiple raids in Jammu and Kashmir to crack down on new terror groups which have been mushrooming off late. In recent times groups such as the The Resistence Front, United Liberation Front Jammu & Kashmir (UL J&K), Mujahideen Gazwat-ul-Hind (MGH), Jammu & Kashmir Freedom Fighters (JKFF), Kashmir Tigers, PAAF among others have been operating in Jammu and Kashmir.

These groups have become prominent following the abrogation of Article 370. Home Ministry sources say that these are just other names for groups such as the Lashkar-e-Tayiba and Jaish-e-Mohammad

NIA investigations so far have revealed that Jamaat-e-Islami (J&K) members had been collecting funds domestically and from abroad through donations as well as for purported charitable purposes, such as promotion of education and health.

"The funds were, instead, being used for violent and secessionist activities in J&K. They were also being channelled to proscribed terrorist organisations, such as Hizb-ul-Mujahideen (HM), Lashkar-e-Taiba (LeT) and others through well-organised networks of Jamaat-e-Islami cadres," said the NIA.

Further, as per the investigations, Jamaat-e-Islami was also engaged in motivating the impressionable youth of Kashmir and recruiting new members (Rukuns) in J&K for carrying out violent, disruptive, and secessionist activities.

4 policemen dead in gunbattle with terrorists during Quetta operation

[Dawn] An intelligence-based operation in Quetta turned deadly in the early hours of Tuesday, with at least four coppers losing their lives in a gunbattle with terrorists, according to the police.

Senior Superintendent of Police (Operations) in Quetta Capt (retd) Zuhaib Moshin told Dawn.com that the operation was launched to neutralise bandidos hard boyz who had been involved in past attacks on security forces in Kuchlak.

The operation was conducted in conjunction with Frontier Constabulary personnel.

During the operation, law enforcement personnel surrounded a house in Kuchlak, from which the bandidos hard boyz opened fire on the officers, resulting in the tragic loss of four of them, the SSP said.

In response, the personnel retaliated, resulting in the death of one of the terrorists.

Police officials recovered weapons and ammunition from the dear departed terrorist, prompting the SSP to suggest that he could have been involved in an attack on coppers two days prior, as well as an attack on the Frontier Constabulary a week ago.

The body of the alleged terrorist was taken to a Quetta hospital to establish his identity, while the remains of the four officers were transported to Police Lines Quetta.

Later, the funeral prayers of the martyred coppers were offered at the Quetta Police Lines. It was attended by senior officers, including Balochistan

On Monday, at least four people were killed and 21 maimed in two attacks targeting the police in Quetta.

According to police, the target of the attack was SP Investigation Naseer Shah of Quetta police whose vehicle was parked at the Kandahari Bazaar. The SP was not in the vehicle at the time of the attack.

On Sunday, two cops were martyred and one was injured in an attack by unknown assailants in the Killi Spine area of the Kuchlak district.

Just half an hour after sunset in the port city, officials said, three gunnies parked an Indus Corolla car at the KPO entrance before hurling a hand grenade at the gate. Wearing shalwar kameez, the gunnies brought with them "three bags of food", indicating their preparation for a prolonged siege, DIG East-Zone Muquddas Haider, who was among the senior officers leading the operation, told Dawn on late Friday night.

While officials initially said exact number of gunnies could not be ascertained who attacked the metropolis police chief office at around 7:10pm, Adviser to Sindh Chief Minister Barrister Murtaza Wahab after midnight shared details of 23 casualties — four martyred and 19 injured — on Twitter.

He earlier had tweeted, "The latest information is that 4 people were martyred (2 coppers, 1 rangers & 1 civilian) while 14 people are injured, who are being treated. Out of the injured 1 person is critical while the condition of 13 injured persons is stable."

Multiple explosions were heard during the joint operation, which was completed at 10:48pm, by Pakistain Rangers, army and police personnel.

DIG Haider said there were three attackers, all clad in shalwar kameez. One of them went kaboom! on the fourth floor of the building during the operation, while two others were rubbed out on the rooftop, he said.

Footage shared on social media, though unverified, showed flames and smoke emitting from the top floor of the highrise, with the sound of a kaboom and a man uttering ’God is great’ while cautioning people to stay away and that another blast might occur.

Both tracks of the busy Sharea Faisal, which links the city centre with airport, remained shut for traffic for hours during the clearance operation.

According to Rangers’ spokesperson, an officer of brigadier rank led the anti-terrorist operation during which all five floors of the building were cleared at night.

In a statement, police spokesperson said this was a major operation, which was completed by DIGs of RRF, South and East, respectively, as well as Rangers and army personnel.

During the operation, according to the police, one terrorist blew up an explosive jacket while the police firing left his two accomplices others dead.

Sindh Chief Minister Syed Murad Ali Shah also reached the Command and Control Centre at IGP office after receiving information about the attack and monitored the operation.

He directed the DIGs concerned and the Rangers officers to send personnel from their respective zones to the site.

Police surgeon Dr Summaiya Syed said that three bodies of law enforcers and a civilian were brought at the Jinnah Postgraduate Medical Centre. She said the martyred officials were identified as police constable Ghulam Abbas and Rangers sub-inspector Taimur, while the identity of another police official could not be ascertained immediately.

A civilian, Ajmal Masih, was also among the dear departed, the police surgeon added.

Interior Minister Rana Sanaullah, meanwhile, told Geo News that the federal government was in touch with the Sindh police.

He said he had spoken to the chief secretary and IGP who confirmed that six to seven hard boyz entered the building by hurling a hand grenade after parking the vehicle. Since a general security threat existed following the Peshawar mosque attack, all the institutions were fully alert across the country, he said.

Khost Tribal Elders Seek Reopening of Education Centers for Women

called on the Islamic Emirate to reopen education centers for women and allow them to work in government and non-governmental organizations.

They suggested that if a proper decision is not made, the distance between the Islamic Emirate and people will extend.

"The women should be given permission to work in the organizations and it would be better to reopen schools for girls considering the Islamic hijab," said Shahpoor, a tribal elder.

"If there is no, a human would be like a deaf and blind. We call on all officials of the Islamic Emirate to lighten the candle of our education," said Simeen Khan Zadran, a tribal elder.

"If women are needed in various organizations, they must be allowed to work within the Islamic rules and our traditional customs," said Toryalai Mangal, a tribal elder.

Speaking to a gathering in Khost, the deputy minister of tribal affairs and borders, Abdul Khaliq Abid, said the views of Islamic holy mans and elders are essential for the Islamic Emirate.

"We want to sit with our elders and holy mans and consult with them and listen to their ideas and also learn from them about the protection of religion," he said.

This comes as the ban on women and girls from education and working in NGOs has sparked reactions at national and international levels.

Clashes in Spin Boldak Leave Seven People Dead

[ToloNews] Clashes that occurred in Spin Boldak port alongside the Durand Line have left seven people dead and more than 20 others maimed, according to official sources on both sides of the Durand Line.

The Pakistain Foreign Ministry said in a statement that six Pak nationals were killed and 17 others were maimed.

Shehbaz Sharif, the prime minister of Pakistain, in a tweet condemned the festivities and urged the current government to ensure that such incidents are not repeated.

Local officials in Kandahar said that one Islamic Emirate force member was killed and 13 others including civilians were maimed.

"Yesterday, an incident happened. The joint committee of the two countries sat together. They solved the problems and the gate is opened like always," said Mohammad Wali, a media director of Spin Boldak.

"The young man that you see today, his name is Mohammad Raza and was martyred yesterday," said Abdul Khaliq, a resident of Spin Boldak.

The festivities inflicted financial damage on the residents.

"Every time Pakistain starts festivities, it targets houses, while the (Afghan) military bases are so close, still they fire shells at the houses," said a resident of Spin Boldak.

Residents called on both sides to avoid fighting.

"We call on Pakistain to have mercy on us and not target us. We are the common people. We have not harmed anyone," said Mohammad Ayoub, a resident.

The head of the Spin Boldak security department, Mohammad Hashim, said that the festivities happened on Sunday afternoon while the Islamic Emirate forces were trying to build a checkpoint along the Durand Line.

Passport Distribution is Still Halted in the Capital

[ToloNews] Twelve days have passed since the suspension of the passport distribution process in Kabul, even though offices are open in 17 provinces.

A number of passport applicants said that even though they are ill and have medical conditions requiring travel, they have not been able to get their passports for days.

The asked the Islamic Emirate to resume the process of distributing passports in the capital and solve the problems of the people.

"We have been coming and going for nearly a week. They do not take action and don’t say whether this (process) is working or not. I said that I have a patient, but they say that you will not be allowed anything until the passport office opens," said Mohammad Asif.

He said that his seven-year-old daughter was maimed in a car accident three months ago l and the doctors told him that he should take her abroad for treatment.

"Every day we come and go, nobody helps us, all we have to do is to get the biometric (processing) then we will get our passport," said Allah Dad, a passport applicant.

In the meantime, officials at the passport department said that the passport distribution process in the capital has been halted due to the destruction of the Interior Ministry’s biometric data by foreign forces, and they are trying to resolve the problem as soon as possible.

The officials also said the people who have come to Kabul to obtain passports should go back to their provinces or their neighboring provinces where passport offices are active now.

"I ask the passport applicants who have come from other provinces to go to their provinces or one of their neighboring provinces where the services are ongoing and get their passports from there," said Abdul Khaliq Mohammadi, deputy director of the passport department.

He added: "The people have already been told through the media that the biometric data center of the Interior Ministry, which was located inside the ministry, has been damaged by the foreign forces and has some problems, and we promise that we will resolve the problems and will get a positive result."

In 17 provinces the passport distribution process is ongoing, but it is not yet clear when this process will resume in Kabul.

's Baramulla district were rearrested last night and subsequently shifted to Kot Bhalwal jail Jammu in an arms and ammunition recovery case pertaining to the year 2019, official sources said on Tuesday.

Quoting the sources, news agency GNS reported that the accused Waseem Manzoor Qazi, 22, son of Manzoor Ahmad Qazi, Rayaz Khaliq Parray, 24, Abdul Khaliq and Rameez Ahmed Malla, 26, son of Abdul Majeed — all residents of Watergam Baramulla- were arrested during the intervening night of October 18 and 19 by a police party from Dangiwacha.

The trio was intercepted on November 19, 2019 by 32 RR and SOG Chajama in the local market, which led to the recovery of a Chinese pistol, a pistol magazine, 5 pistol rounds Magazine, 5 Pistol Rounds and two hand grenades from their possession, sources told GNS.

Chinese Star pistols dropped by Pakistan drones largely aiding targeted killings in J&K

[OneIndia] The analysis done by the Intelligence agencies suggests that the number of killings have gone up due to the increase in the number of pistols that have been delivered through drones. They said that the Taliban has been pushed back from the main gates of Mazar-e-Sharif, and they pledged that security will be maintained at any cost.

This comes as the Taliban has already taken control of seven districts centers in Balkh. In recent days, hard boyz were seen intensifying their attacks in the outskirts of the city of Mazar-e-Sharif.

"If there are assurances about the delivery of weapons and other supplies to our people, there are more than 10,000 young people who are ready to defend Balkh and the north," said Abbas Ibrahimzada, the head of Hizb-e-Wahdat-e-Naweein Afghanistan party.

On Monday the centers of Balkh, Chimtal, Kashinda, Sholgara and Dawlatabad districts fell to the Taliban. Later on the Taliban intensified attacks near Mazar-e-Sharif city.

Officials in Balkh said that Afghan forces will soon launch a clearance operation to retake the territories lost to the Taliban.

"Any ideology or any scholar who tries to give hope and peace to the people--or support the Islamic Theocratic Republic of Afghanistan--is being targeted," said Sayed Wahid Qatali, the governor of Herat.

Clerics in Herat condemned the liquidation.

"Two people riding on cycle of violence stood in front of him and said they had a question, and then they shot at Mawlavi and killed a vibrant and prominent scholar of this country," said Sayed Abu Bakr.

"What was his fault--to be killed for? Mawlavi Kababyani was always trying to promote justice and peace among the people," said Mawlavi Hibatullah Fazeli, a scholar in Herat.

Mawlavi Kababyani had a history of raising his voice against killings and violence in Afghanistan.

"We have lost six scholars since last year in Herat. There is no justification for killing scholars and civilians from an Islamic perspective," said Abdul Khaliq Haqqani, the head of the Herat religious affairs department.

Thursday's assassination marks the second in a week in Herat.

No individual or group has so far grabbed credit for the attack.

On May 26, scholar Mawlavi Abdul Karim Hanafi was assassinated in Herat. Police at the time said that he was killed by armed robbers after he refused to surrender his car, but local people rejected this explanation of the incident.

fighters publicly lashed a woman from Oba district over reports that she had an affair with a man.

The video footage, which was widely shared on social media, appears to show dozens of Taliban fighters surrounding a woman and lashing her.

"Based on the information that we have, the incident happened in the Greshk area of Oba district in Herat," said Anisa Sarwari, the head of the Herat Women's Affairs Department.

"Is it appropriate that the people see such events by the Taliban during the grinding of the peace processor, how the Taliban claims that they want to make peace and reconcile with the people," said Monisa Hassanzada, the deputy governor of Herat.

Coming at the same time as the announcement of the withdrawal of foreign troops from Afghanistan and the unclear fate of the grinding of the peace processor, this event has worried women in Herat.

Women have warned that if the withdrawal of foreign troops from Afghanistan is not done in a responsible way, the achievements of Afghan women in the past two decades will be lost and they will once again face severe restrictions.

"We are in a situation where assassinations are carried out against the women, most of the attacks are claimed by the Taliban, there is still acts of violence by the Taliban against women in Herat and other remote areas of Afghanistan," said civil society activist Zahra Karamat.

"If the US forces' withdrawal from Afghanistan is done in an irresponsible way, the women will face an insecure peace and their humanitarian rights and liberties will be sacrificed and the women will face a dark future," said Halima Salimi, the head of the Afghan's Women Network in Herat.

"If someone commits a crime, first there is a need for an investigation and evidence to prove that a crime was committed, then there should be an authorized court to issue a verdict but not in the kangaroo court," said religious scholar Abdul Khaliq Haqqani.

The Taliban has said that they will investigate the footage.

Taliban front man Zabihullah Mujahid told TOLOnews that the group had not held such a trial in recent months in Herat.

MoD’s Plan to Merge Army Corps Sparks Reaction from MPs

[ToloNews] The Defense Ministry’s plan to dissolve the Afghan Army’s 217 Pamir Corps and merge it with the 209 Shaheen Army Corps has been faced with widespread reaction from politicians and analysts who say it will have severe consequences on the security situation in some northern and northeastern provinces, especially the Kunduz province.

Lawmakers said faceless myrmidons will once again takeover the strategic province of Kunduz if the plan is implemented.

The 217 Pamir Army Corps was established in 2019.

"These measures should be taken in line with the security situation and the security threats now and in the future, but in Afghanistan, these measures are not taken into account," said Assadullah Nadim, a military analyst.

"How long should we remain in this state of fear? We have only one corps here in the province. If it is dissolved, where should we live?" asked Zakia Zaman, a resident in Kunduz, referring to their concern about security situation in the northeastern province.

An army military corps in Afghanistan is composed of six divisions and 24,000 soldiers in its structure.

"I think this is not a good decision. The decision has sparked strong fear among the people in the north and in the northeast. This corps should be furthered equipped to tackle threats," said Rabbani Rabbani, member of provincial council in Kunduz.

"It is better to handover Kunduz to the Taliban

instead of implementing this decision," said Yousuf, a Kunduz resident.

"Merging the Pamir Corps with Shaheen Corps is an act of oppression against the people in the north. If this happens, there is possibility that Kunduz will fall (to bad boys) again," Nilofar Jalali, an MP.

"This has implications, and it indicates the weakness of the government. We can do better defense as much as a military structure is bigger," said MP Raees Abdul Khaliq.

But the Ministry of Defense said the decision is aimed at bringing reforms to the security sector, assuring it will not impact security in Kunduz.

"There will be no change in that area from military perspective. Our focus is on the main base of the Defense Ministry and the rest of the areas where there are organizational density and the possible deployment of additional personnel. We want to get this issue solved so that we can concentrate on the frontline," the Afghan Chief of Army Staff Gen. Mohammad Yasin Zia said.
