Kogan was reported missing by his family on Thursday. A ministry statement did not give further details on the suspects but said the ministry would use "all legal powers to respond decisively and without leniency to any actions or attempts that threaten societal stability." Prime Minister Benjamin Netanyahu’s office denounced Kogan's death as a "heinous antisemitic terrorist act." "The murder of the late Zvi Kogan is a criminal antisemitic terrorist attack," the PMO said. "The State of Israel will act by all means and bring the criminals responsible for his death to justice." Mossad and authorities in the Gulf country had opened the investigation based on information that Kogan’s disappearance may be related to "a terrorist incident." "The Israeli mission in Abu Dhabi has been in contact with the family since the beginning of the incident and continues to support them during this difficult time," the PMO and Foreign Affairs Ministry stated. "His family in Israel has also been informed." HOW WAS ZVI KOGAN FOUND? Kogan’s body was found in the Emirati city of Al Ain, which borders Oman and is about an hour and a half from Dubai, though it is not clear if he was killed there or elsewhere, former Israeli Druze politician Ayoob Kara said. Kara said he was waiting for the UAE to finish an investigation but blamed Iran for the murder. "The one enemy [Israel has] today is the terror and Iran that supports the terror. The indication that we have now is this is the direction of the investigation," said Kara, a Likud member who works to promote economic relations between Israel and the Arab world.
Kara said Kogan’s body would be sent to Israel for burial after the UAE finished investigating.
The Ynet news site reported that Kogan’s car was found abandoned in Al Ain. It added, without citing sources, that there were signs of a struggle in the vehicle. Tehran said it "categorically rejects the allegations of Iran’s involvement in the murder of this individual," Iran’s embassy in Abu Dhabi said in a statement to Rooters on Sunday. IN ABU DHABI SINCE 2020 Kogan was a dual Israeli-Moldovan citizen, who reportedly served in the Israel Defense Forces’ Givati Brigade. He had been part of the Abu Dhabi Chabad chapter since Israel normalized ties with the UAE in late 2020 under the US-brokered Abraham Accords. According to Chabad, Kogan worked to expand Jewish life in the UAE alongside Chief Rabbi Levi Yitzchak Duchman, including ensuring the wide availability of kosher food and opening the first Jewish education center in the country. The Rimon Market, a Kosher grocery store that Kogan managed on Dubai’s busy Al Wasl Road, was shut Sunday. As the wars have roiled the region, the store has been the target of online protests by pro-Paleostinian, anti-Israel protesters. Mezuzahs on the front and back doors of the market appeared to have been ripped off. Kogan’s wife Rivky joined him at the posting after their wedding in 2022. She is the niece of Rabbi Gavriel Holtzberg, who was murdered along with his wife in a terror attack at the Nariman Chabad House in Mumbai in 2008. According to Ynet, Kogan participated in the first-ever Holocaust remembrance day ceremony in the Gulf state in 2021, and led the Yizkor prayer during the event. TRAVEL WARNING Israeli authorities reissued their recommendation against all non-essential travel to the UAE and said visitors now there should minimize movement, remain in secure areas, and avoid visiting places associated with Israel and Jewish populations. Israelis have flocked to Dubai for commerce and tourism since the Emirates and Israel forged diplomatic ties under a 2020 US-brokered agreement, dubbed the Abraham Accords. However, a person who gets all wrapped up in himself makes a mighty small package... the public presence of Israelis and Jews in the UAE has appeared to recede since the devastating Hamas cross-border attack on Israeli communities on October 7, 2023, that killed 1,200 people, mostly civilians, and triggered the ongoing Gaza conflict, which has sparked protests worldwide. Jewish community members in the UAE told Rooters that informal synagogues in Dubai were closed after the October 7, 2023, attack on Israel over security concerns, with Jews instead gathering to pray at home. The one government-approved synagogue in the UAE remains open in Abu Dhabi, the UAE capital. There are no official synagogues in Dubai, the UAE’s biggest city and commercial hub. There are no official statistics on the number of Jews or Israelis living in the country, but estimates from Jewish groups suggest the community numbers in the several thousand. IHC orders release of Lakhvi |
2014-12-30 |
[DAWN] The Islamabad High Court on Monday ordered the conditional release of Zakiur Rahman Lakhvi, the alleged mastermind of the Mumbai attacks. The court suspended his detention orders, which were issued by the Islamabad district administration soon after an anti-terrorism court granted him bail on Dec 18. He is expected to be released sometime on Tuesday. The decision drew a sharp reaction from India and it summoned Pakistan’s High Commissioner to lodge protest. An Indian foreign ministry official said Delhi wanted “to register our protest over the court order”. Seven Pakistani suspects have been charged with planning and financing the attacks but the failure to advance their trial has been a major obstacle to better ties between the two countries. |

Pakistan's militant 'rehabilitation’ problem |
2014-12-30 |
[DAWN] THE Islamabad High Court’s decision to suspend the detention of Zakiur Rahman Lakhvi, the alleged mastermind of the Mumbai attacks, does not mean the former senior commander of the Lashkar-e-Taiba will be a completely free man. In addition to the IHC’s decision of not allowing him to leave Islamabad, he is also bound, as a prominent member of a jihadi organisation, to adhere to the relevant sections of Pakistan’s anti-terror law (1997 amended 2002): most notably sections 11-E, -EE and -EEE. The onus for this lies on the government, but if past experience is any guide this is unlikely to happen. In this regard, the most prominent recent case is that of Maulana Asmatullah Muawiya — head of the Tehreek-i-Taliban Punjab — who announced in September that he and his faction would no longer carry out attacks in Pakistan. A day after this was met with scepticism, Muawiya actually did follow through on his declaration and surrendered to military officials in Miramshah in North Waziristan. The immediate reaction from our frenzied TV channels was remarkably understated; just a couple of lines on how this showed the success of the ongoing Zarb-i-Azb operation. Little was said on the background of the man in question, and almost nothing on the nature of the deal that led to Muawiya becoming one of the ‘good’ Taliban. |

Pakistain to defend ISI in US court |
2010-12-31 |
[Arab News] Pakistain will strongly contest a lawsuit filed against its Inter-Services Intelligence (ISI) agency and its present and past directors general. A Foreign Ministry statement said Thursday that the government and Pakistain's Embassy in Washington would defend ISI and its officials "fully and properly." The ministry statement cited Prime Minister Yousaf Raza Gilani as categorically saying in the National Assembly that Pakistain did not believe the ISI, as an agency of the government of Pakistain, or its present and former officials could be subjected to civil litigation in US courts and "we intend to take appropriate steps to obtain dismissal of this action." Gilani had also announced in Parliament that the ISI chief would not appear in any US court in connection with the Nov. 26, 2008 Mumbai terrorist attack. Gilani was responding to a fiery speech by opposition leader Nisar Ali Khan, who took the government to task over what he described as a failed foreign policy. A US court has summoned ISI Director General Lt. Gen. Ahmed Shuja Pasha and other officials as also Lashkar-e-Taiba (LeT) commander Zakiur Rahman Lakhvi and Jamaat-ud Dawa chief Hafiz Saeed, the alleged criminal masterminds of the Mumbai attack. The 26-page lawsuit was filed before a Brooklyn court by family members of Rabbi Gavriel Noach Holtzberg and his pregnant wife, Rivka, who were among the 166 people killed during the attack. Apart from Pasha, who has been director general of the ISI since September 2008, the court has also summoned his predecessor Lt. Gen. Nadeem Taj and ISI officials Maj. Samir Ali, Azam Cheema and Maj. Iqbal. Commenting on the court summons, former President Pervez PervMusharraf ... former dictator of Pakistain, who was less dictatorial and corrupt than any Pak civilian government to date ... said in London: "Neither the courts of Pakistain can summon the director of the CIA nor the US courts have any jurisdiction to summon the chief of the ISI." Pak Kareem Khan has threatened to sue in a Pak court CIA Director Leon Panetta, US Defense Secretary Robert Gates and a man he said was the CIA's station chief in Islamabad for the "wrongful death" of his son in a US dronezap last year in Pakistain's North Wazoo region. |

Pak dismisses media reports on Lakhvi tape
2008-12-31 | |
Islamabad (PTI): Pakistan on Wednesday dismissed as "completely speculative" media reports that the US has shared with it a taped conversation Lashkar-e-Toiba operation head Zakiur Rahman Lakhvi allegedly had with terrorists involved in the attacks on Mumbai on November 26. "It is based on complete speculation that the US has shared information (on 26/11 attacks). Even if it has happened, the government of Pakistan has not received such an evidence," Information Minister Sherry Rehman said at a meet-the press programme in Karachi.
Regarding the action taken by Pakistan against some of activists of LeT front organisation Jamaat-ud-Dawa, Rehman said whatever Pakistan has done was in compliance with "UNSC resolutions and the world community agrees that we do not give shelter to terrorists and non-state actors". The Americans are believed to have given Pakistan a taped conversation Lakhvi allegedly had with the Mumbai attackers, the Dawn newspaper on Wednesday quoted US and diplomatic sources as saying. American audio experts had checked the tape and concluded it was genuine and that the speaker was Lakhvi, it said.
