Is London's future Islamic? (mind-boggling redux)

It’s the capital’s fastest growing religion, based on noble traditions and compassionate principles, yet Islam can still be tainted by mistrust and misunderstanding. Here Time Out argues that an Islamic London would be a better place

The noise from the expectant crowd hushed to a murmur as an open-backed lorry that had driven slowly up the Mall – known since the Islamic revolution of 2021 as The Way of the Martyrs – nudged its way through the thousands gathered in Mohammad Sidique Khan Square. On the lorry, two masked guards held a young man, black hood over his head; a quiver running through the material suggested he knew what was coming.

The lorry halted by the plinth that had once held Marc Quinn’s sculpture ‘Alison Lapper Pregnant’ – long since removed as an insult to decency – and was now the place of public execution. A rope noose attached to a wire cable hung from a mechanised hoist. The main doors of what had been the National Gallery flung open and an Imam walked down the steps of the new Institute of Islamic Jurisprudence, opened only a week before by Sultan Charles, Prince of Islam and protector of the faithful in England.



The official executioner placed a stepladder against the plinth. The lorry pulled up and the young man was pushed out, then forced up the ladder. The noose was forced over the condemned man’s head. The crowd chanted ‘Allahu akbar’ (God is greater than everything).The hoist driver put his finger on a green button … Okay, not really – that’s a hysterical, right-wing nightmare of a future Muslim London: where an cruel alien creed is forced on a liberal city. A society where women are second-class citizens, same sex relationships a crime and Sharia law enforces terrible public disfigurement and death. But the reality is a long, long way from this dark vision.

For a start, Islam is not an alien religion to London. At the end of World War I the city sat at the heart of an Empire that had 160 million Muslim subjects, 80 million in India alone. London was the largest Islamic capital in the world. Forty years later and the end of the Empire, unrest and war and poverty in south Asia had lead to mass immigration to the mother country and London became a Muslim capital in another sense.

According to the 2001 census there are 607,083 Muslims living in London (310,477 men and 296,606 women). The majority of Muslims live in the east of the city and, by 2012, the Muslim Council of Britain estimates that the Muslim population of Tower Hamlets, Newham, Waltham Forest and Hackney will be 250,000. There are plans afoot (though no formal application has yet been submitted) to build the UKs biggest mosque – capable of welcoming 40,000 worshippers – near the 2012 Olympic site, a move which has prompted predictable outrage from some quarters. Consequently, Muslim disillionment with a reactionary and often ill-informed press is at an all time high.

But rather than fear the inevitable changes this will bring to London, or buy in to a racist representation of all Muslims as terrorists, we should recognise both what Islam has given this city already, and the advantages it would bring across a wide range of areas in the future.


Public health
On the surface, Islamic health doesn’t look good: the 2001 census showed that 24 per cent of Muslim women and 21 per cent of Muslim men suffered long-term illness and disability. But these are factors of social conditions rather than religion. In fact, Islam offers Londoners potential health benefits: the Muslim act of prayer is designed to keep worshippers fit, their joints supple and, at five times a day, their stomachs trim. The regular washing of the feet and hands required before prayers promotes public hygiene and would reduce the transmission of superbugs in London’s hospitals.

Alcohol is haram, or forbidden, to Muslims. As London is above the national average for alcohol-related deaths in males, with 17.6 per 100,000 people (Camden has 31.6 per 100,000 males), turning all the city’s pubs into juice bars would have a massive positive effect on public health. Forbid alcohol throughout the country, and you’d avoid many of the 22,000 alcohol-related deaths and the £7.3 billion national bill for alcohol-related crime and disorder each year.

Ecology
‘The world is green and beautiful,’ said the prophet Muhammad, ‘and Allah has appointed you his guardian over it.’ The Islamic concept of halifa or trusteeship obliges Muslims to look after the natural world and Muhammad was one of the first ever environmentalists, advocating hima – areas where wildlife and forestry are protected. So we could expect more public parks under Islam, but halifa also applies to recycling: in 2006, 12,000 Muslims attended a series of sermons at the East London Mosque explaining the theological evidence for a link between behaving in an environmentally sustainable way and the Islamic faith.

Education
Presently, Muslim students perform less well than non-Muslim students. In inner London, 37 per cent of 16 to 24-year-old Muslims have no qualifications (the figure for the general population of the same age and location is 25 per cent). When it comes to university education the picture is equally gloomy: 16 to 24-year-old Muslims are half as likely to have degree level or above qualification than other inner London young people.

Again, social factors rather than religion have led to this state of affairs. Young Muslims in London are often of south Asian origin and therefore more likely to live in households where English is not the first language, more likely to encounter racism (both intentional and unintentional) during their education, and more likely to suffer from poverty and bad housing conditions.

But Tahir Alam, education spokesman for the Muslim Council of Britain, claims Muslim children do better in their own faith schools than in the mainstream state sector: ‘Muslim schools have their own distinct ethos. They use the children’s faith and heritage as primary motivators to provide the backdrop for their education and behaviour. This ethos is consistent with the messages that children are getting at home, so it is a very coherent operation between the home and the school.’

If Islam became the dominant religion in London the same ethos could be applied to schooling across swathes of underprivileged and deprived areas of the city. This could have a revolutionary effect on educational achievement and, perhaps just as importantly, general levels of discipline and self-respect among London’s young people. While controversy rages over faith schools, there are 37 Muslim schools in London. As of 2004, only five were state schools, but there is growing pressure to bring more into the state sector which, according to Alam, will ‘help raise achievement for many sectors of the Muslim community. Many private Muslim schools are under-resourced and if they can be brought into the state sector this valuable experience can be extended to more children.’

Food
Application of halal (Arabic for ‘permissable’) dietary laws across London would free us at a stroke from our addiction to junk food, and the general adoption of a south Asian diet rich in fruit juice, rice and vegetables with occasional mutton or chicken would have a drastic effect on obesity, hyperactivity, attention deficit disorders and associated public health problems. As curry is already Londoners’ and the nation’s favourite food (see our Brick Lane food feature), it would be a relatively easy process to encourage the adoption of such a diet. Not eating would be important as well. The annual fasting month of Ramadan instils self-discipline, courtesy and social cohesion. And Londoners would benefit philosophically and physically from even a short period when we weren’t constantly ramming food into our mouths.

Inter-faith relations
In an Islamic London, Christians and Jews – with their allegiance to the Bible and the Talmud – would be protected as ‘peoples of the book’. Hindus and Sikhs manage to live alongside a large Muslim population in India, so why not here? Although England has a long tradition of religious bigotry against, for instance, Roman Catholics, it is reasonable to assume that under the guiding hand of Islam a civilised accommodation could be made among faith groups in London. This welcoming stance already exists in the capital in the form of the City Circle (see Yahya Birt interview), which encourages inter-faith dialogue and open discussion.

Arts
Some of the finest art in London is already Islamic. The Jameel Gallery at the V&A houses ‘ceramics, textiles, carpets, metalwork, glass and woodwork, which date from the great days of the Islamic caliphate of the eighth and ninth century’ up until the turn of the last century. Or take a free daily tour of the Addis Gallery of Islamic art (at the British Museum). London-based Nasser David Khalili, an Iranian-born Jew, has amassed what is considered to be the world’s largest private collection of Islamic art. Islamic influences have also flourished in other areas of the arts, with novelists, comedians (Birmingham-born Shazia Mirza was an instant hit on the London circuit), and music (from rappers Mecca2Medina on, to the less in-your-face Yusuf Islam).

Social justice
Each Muslim is obliged to pay zakat, a welfare tax of 2.5 per cent of annual income, that is distributed to the poor and the needy. If the working population of London, 5.2 million, was predominantly Muslim this would produce approximately £3.2bn each year. More importantly, everyone would be obliged to consider those Londoners who haven’t shared their good fortune. London would become a little less cruel.

Race relations
Under Islam all ethnicities are equal. Once you have submitted to Allah you are a Muslim – it doesn’t matter what colour you are. End of story.

Cat Stevens shuns unsubmissive women

The man who penned "Bring tea for the Tillerman, Steak for the sun, Wine for the women who made the rain come, Seagulls sing your hearts away, Cause while the sinners sin, the children play" has won an award for bringing eastern and western cultures together. Cat Stevens, now Yusuf Islam, won't be giving any women wine at the Echo awards, why he won't even speak to them if they aren't covered up properly.

Muslim singer Islam reportedly refused to speak with the female guides at a German event over the weekend because they weren't donning some head covering variation of the bee keeper suit despite accepting an honor for building bridges between Eastern and Western cultures. Islam/Stevens received a special prize at the Echo Awards in Berlin for his musical, social and political work and was praised as a bridge-builder between the West and the Islamic world.

According to German publication B.Z., Islam/Stevens, 58, who arrived with an entourage that included his veiled wife, rehearsed his appearance the day before the prize awards and when the female production staff approached Islam regarding the production of the show, he simply ignored them and didn't even take a look at the women.

Islam's manager stated, "Mr Islam doesn't speak with women except his wife. Least of all if they don't wear a headscarf. Things like that only happen via an intermediary." Interesting bridge building in the year 2007.

US to allow travellers to query no-fly list

WASHINGTON - The US government plans to open a complaint service for passengers who believe they have been mistakenly placed on a “no-fly” list of terror suspects, the Department of Homeland Security said on Wednesday.

The service, due to begin on February 20, will permit passengers who have been subjected repeatedly to extra security checks to file an inquiry “in order to have erroneous information corrected” in the government’s database, the DHS said in a statement. Additional details about how travelers can file and trace the progress of an inquiry will be available when the program launches next month, the department said.

US authorities meanwhile were conducting an elaborate case-by-case review of the names on the list of terror suspects, Kip Hawley, the director of the Transportation Security Administration, told a congressional hearing. “This effort will effectively cut the no-fly list in half,” Hawley told the Senate Committee on Commerce, Science and Transportation.

The no-fly list dramatically expanded following the attacks of September 11, 2001, with tens of thousands of names added amid numerous complaints of errors. In some cases, innocent passengers were included on the list because their names were similar to terror suspects. In September 2004, a US-bound plane with singer Cat Stevens, who now goes by the name Yusuf Islam, on board was diverted because his name appeared on the no-fly list. US Senator Edward Kennedy was delayed several times from boarding flights because his name appeared on the list by mistake.
And Fat Boy was unhappy about it.
Airlines must check each passenger’s name against the list, which places travelers into two categories — those who are banned from flying and those who must undergo additional security checks.

Opening the complaint service, known as the DHS Traveler Redress Inquiry Program (DHS TRIP), will improve the traveling experience for passengers and help focus government resources on genuine suspects, said Michael Chertoff, secretary for homeland security, in a statement.

Cat Stevens Awarded EU Peace Prize (For Support of Rushdie Fatwah?)

Islamopop star Cat Stevens, aka Yusuf Islam, gets awarded a major Eurabian prize. This gives you some idea of just how vast and established the Eurabian networks are. They are unfortunately very real, not a conspiracy theory. Yusuf Islam is notorious for having supported the Islamic death penalty for Salman Rushdie. He also refuses to denounce Hamas.

He now gets a peace prize by the EU:

Yusuf Islam is to be awarded the Mediterranean Prize for Peace today January 4, 2007 in Naples, Italy. Yusuf is being awarded the prestigious award as a result of the work he has done to increase peace in the world. […] The prize is assigned each year to personalities of political, cultural, and artistic worlds that contributed with their actions to reduce tensions and begin an upgrading process of cultural differences and shared values in the area of the Greater Mediterranean.

The Mediterranean Award:

In 1997 the Fondazione Mediterraneo funded the Mediterranean Prize (with its sections: Peace, Culture, Art, Diplomacy, Institutions, Social Promotion, Information, Literature, Cinema, Creativity, Architecture and Silver Dolphin). It is yearly assigned to personalities of political, cultural, and artistic world that contributed with their action to reduce the tensions and begin an upgrading process of cultural differences and shared values in the area of the Greater Mediterranean. In 2005 the Fondazione Mediterraneo in partnership with the Anna Lindh Euro-Mediterranean Foundation for Dialogue between Cultures decided to launch a special category of the ‘Mediterranean Award’ entitled The Euro Mediterranean Award for the Dialogue Between Cultures.

Our so-called leaders through the European Union are busy selling our continent and the freedom of our children down the river, and smile while they are doing it. The only way to stop this is to dismantle the European Union. All of it. If we don't do so, and soon, Europe simply won’t survive.

Cat Stevens Returns, Explains Himself

Cat Stevens is back. Well, his name now is Yusuf Islam, and we’ll call him that, but old habits are hard to break, and you know, he was our Cat for a long, long time.

Last night he returned to the U.S. and the stage, playing a nice long set at the Allen Room at Jazz at Lincoln Center for invited guests including rocker Patti Smith and a heavy mix of folks from the media like the New York Times pop critic Jon Pareles, filmmaker Albert Maysles, rock impresario David Spero and writer Daphne Merkin. The show, taped for KCRW-FM, was interspersed with a conversation with that radio station’s Nic Harcourt.

But you know, it wasn’t until after the mesmerizing, emotional show that I got to ask Yusuf a tough question: Does he regret denouncing author Salman Rushdie and appearing to endorse the fatwa, or death sentence, leveled at him by Ayatollah Khomeini?
You mean calling for Rushdie's murder because he wrote a book?
“I never said it,” he replied, smiling.
Bullshit
He used his two index fingers to show polar opposites. “We were just poles apart.” he said of Rushdie. “We disagreed. But I never said such a thing.”
Most in the know Americans will be wondering how this Muslim terrorist funding (Hamas) dirtbag got let back in the country. Who knows maybe the INS thought he was a Mexican.

Rare Release for Artist Formerly Known as Cat Stevens

The idiot artist formerly known as Cat Stevens will release his first pop album in 28 years this fall. Stevens, who changed his name to Yusuf Islam after converting to Islam in the late 1970s, has signed with Atlantic Records in conjunction with his Ya Records label, it was announced Thursday. "I feel right about making music and singing about life in this fragile world again," the 58-year-old singer-songwriter said in a statement.
Care to illuminate on what makes this world so "fragile"? Like, maybe, your terrorist Islamic buddies?
"It is important for me to be able to help bridge the cultural gaps others are sometimes frightened to cross."
Like the yawning abyss of a cultural gap that surrounds your death cult?
The album, "An Other Cup," is set for release in November. His last studio album was 1978's "Back to Earth." "Yusuf's new songs are as moving and timeless as the classics that inspired a generation," Atlantic Chairman/CEO Craig Kallman said in a statement. "His spiritual quest is one of the most extraordinary stories of our time - a life journey marked by courage, devotion and transformation."
Which sort of devotion to what kind of beliefs and transformed into exactly what sort of being, he neglected to mention.
The London-born singer had a string of pop hits in the 1960s and '70s including "Here Comes My Baby," "Wild World," "Peace Train " and Moonshadow." After converting to Islam, he changed his name and left the music world.
Not quite permanently enough, however.
His charity, Small Kindness, provides aid to orphans and families in Bosnia, Kosovo and Iraq, among other regions.

UK adopts Islamism-lite to stop terrorism

BRITAIN HAS A PROBLEM with Islam. The British Muslim community is mainly comprised of Indo-Pakistani Muslims. Their mosques are dominated by radical Sunnis, representing Pakistan-based jihad movements, and Saudi-backed Wahhabis. Britain does not want to tackle this problem directly, for a reason seldom perceived. Because the majority of the radical clerics in Britain are from the Indian subcontinent, race as well as religion is a factor in public perceptions of the issue. The U.K. authorities don't mind cracking down on radical Islam, but they don't want to be accused of discrimination against South Asians.

That is why in the wake of the London bombings last July, British media focused its attention on marginal Arab radicals rather than the extremist ideology in mosques attended by immigrants from Pakistan. Much of what appeared in British newspapers in the wake of the bombing was not only factually incorrect--an attempt to blame the bombings on sects in "Londonistan" that have no real influence--but also professionally inept because it ignored Pakistani jihadists.

British authorities have managed to trip over their own feet several times since then, but the worst botch came recently when the British Home Office announced that, at a cost of almost half a million pounds, "moderate" Islamic intellectuals would tour Britain in a "roadshow" to counter the radicals. It's a fine idea. But to whom did the British authorities turn for this delicate mission? A raiding party of fake moderates, some of whom have alarming records of advocating jihadism. The speakers included:

* Tariq Ramadan, the Swiss Islamist intellectual who has been barred from entry into the United States. Ramadan has been praised as a moderate by Time magazine and others, but he has been treated with greater realism in Arab media, including the Beirut Daily Star, which noted that Ramadan has "has failed to condemn Palestinian suicide bombers" and that he defended Qatar-based Shaykh Yusuf al-Qaradawi, a notorious extremist who has also supported suicide terrorism, on a British television talk-show. The Star further quoted Marc Gopin, director of the Center for World Religions, Diplomacy and Conflict Resolution at George Mason University, who said "after closely examining Ramadan's works and positions" he was " 'disappointed in Ramadan's approach' to the crises in the Arab and Muslim world . . . Gopin added [that] Ramadan's message did not provide a real approach to fundamental Islam that would make it 'more peaceful, nonviolent and pluralistic.'"

* Tariq Suweidan, from Kuwait, has also been excluded from the United States. Suweidan preached at a meeting of the Hamas-front Islamic Association for Palestine in Chicago in 2000, "Palestine will not be liberated but through Jihad. Nothing can be achieved without sacrificing blood. The Jews will meet their end at our hands."

* Hamza Yusuf Hanson, formerly Joseph Hanson, who, in 1991, gave a provoking speech about why "Jihad is the Only Way," at an International Islamic Conference held at the University of Southern California. That group is the local unit of the Islamic Circle of North America, a front for the al Qaeda-allied Jama'at-i-Islami movement in Pakistan.

* Yusuf Islam, formerly Cat Stevens, who is also known for his radical proclivities.

British media, beginning a week ago with the Observer, noted that elementary research on the unsavory records of these "moderates" has caused chaos in the Home Office. There are many more serious and authoritative Muslim scholars in Europe (and America) who could champion moderate Islam among British Muslims. Trying to answer the wild radicals by trotting out allegedly-tame radicals, will only make matters worse.

US accuses British charity of 'financing terrorism'

A British charity has been accused by the American government of financing Osama bin Laden, al-Qaeda and the Palestinian terrorist group Hamas. The Islamic Relief Agency (ISRA), which is based in Birmingham and provides aid for orphanages and water wells in countries such as Iraq, Afghanistan and Pakistan, has been designated by the United States treasury as being part of a network of "terrorist" charities that have allegedly "provided hundreds of thousands of dollars to Osama bin Laden".

"Oh. I can see your point. Might confuse. Hmm. Mmm. Hey! I know, let's add an extra letter - say the 's' from Islamic!"
"... To give ISRA! Genius! Nothing wrong with that, is there?"
"None at all. Good Muslim name if ever I heard one."
"Let's call the London branch ISRA-L."

The Telegraph has also discovered that Yusuf Islam, the singer formerly known as Cat Stevens who was refused entry to America last September because his name was on a security watch list, has previously donated thousands of pounds to the Birmingham charity. The reason for his exclusion has never been publicly revealed, but last night American officials indicated that the entertainer's funding of the ISRA was one of the reasons for him being banned. Mr Islam has always denied financing terrorism. British security services are now investigating the finances of the charity, which last year reported an income of £479,000, and are under pressure from the Americans to freeze the charity's bank accounts.

The concern about the British charity's activities is disclosed in documents published by the US Treasury's office of public affairs. It states that a charity called the Islamic African Relief Agency (IARA), which has its headquarters in the Sudan "was co-founded and financed by Osama bin Laden and is the precursor organisation of al-Qaeda". It says that this charity is linked with, or has interchangeable names, with a number of other charities, including the ISRA in Britain. The US treasury has frozen the assets of the American branch of the IARA, making it a criminal offence for anyone to supply money to any of its offices, and is attempting to persuade other governments to do likewise with branches of IARA and ISRA in their countries.

David Summers, the executive director of the ISRA, whose office is above a tatty second-hand clothes shop run by the charity on a Birmingham high street, said that he was aware of the accusations, but denied any involvement with terrorist organisations. He said that although his charity acts "autonomously", it has had recent financial links with the American branch and others. He had now severed all contact, however, because of the action by the American authorities, even though he thought it "very unlikely" that any of them were involved in terrorism.

Mr Summers said: "The first we knew of this was Dr Evil, the head of the Islamic African Relief Agency in America rang us and said, 'We have a problem'. He is a very meticulous man who has a PhD. I can't imagine he is involved with bin Laden. We used to get about £18,000 a year from them for the sponsoring of orphans. When we realised that the Americans were accusing all the ISRA charities, we had an emergency meeting of our charity's trustees and decided to change our name to Feed the Poor to distance ourselves from the others," he said. "We have broken off our dealings with the other charities too. We also had a meeting with a lawyer who told us that this would filter down to us so it is no surprise to know that the security services are looking at us now. We have nothing to hide though. We are very careful about where our money goes and always see the projects ourselves and ask for photos to prove where the money has gone."

Edin Jahic, 35, a trustee of the charity, confirmed that Yusuf Islam had donated "several thousand pounds" about nine years ago, but said that he had not had any contact with them since. Mr Islam, 56, who changed his name when he converted to Islam in the 1970s after a successful pop music career, was detained overnight and then deported by FBI officers five months ago when his flight from London to Washington was diverted to Maine. An official from the American department of Homeland Security, said: "Mr Islam was barred from the US for making financial contributions to charities with known links to terrorism." Neither Mr Islam nor the Islamic African Relief Agency could be contacted for comment.

Cat Stevens wins peace prize

FORMER Soviet leader Mikhail Gorbachev presented the singer once known as Cat Stevens with a peace prize today, honouring his work for charity. Yusuf Islam received the "Man for Peace" award from Gorbachev's foundation and Rome Mayor Walter Veltroni's office at the opening of a meeting of Nobel Peace Prize laureates. In September, the British musician was expelled from the United States after authorities diverted his London-to-Washington flight to Maine to remove him, saying he was suspected of ties to terrorism. He says he was a victim of an "unjust and arbitrary system," and that he has denounced terrorism. Mr Gorbachev alluded to the musician's troubles as he presented the award. "Cat Stevens' life has not been simple," Mr Gorbachev said. "Every person who takes a critical stance to make the world a better place ... has a difficult life."
And who would know more about a difficult life than Splotch-Head?
The meeting of Nobel Peace Prize laureates is organised every year in Rome by the Gorbachev Foundation. "I'm very honoured to be here today, not as a rock 'n' roller, but as someone who is sharing a platform with these noble examples," said Mr Islam, who founded Small Kindness, a charity to raise money for children and families suffering from poverty and war in the Balkans and Middle East. Other recipients of the "Man for Peace" award include Italian actor-director Roberto Benigni, who won in 2002. Benigni directed the Oscar-winning Life is Beautiful.

Yusuf Islam Wants Off US 'No Fly' List

Lawyers for singer Yusuf Islam said on Friday that they have asked American officials to remove his name from a "no fly" list. The musician, now a peace activist, was expelled from the United States last week after authorities diverted his London-to- Washington flight to Maine to remove him, saying he was suspected of ties to terrorism. The Carter-Ruck law firm said it had asked the US government to explain why it considered Islam a security risk. LAWYERS for the singer once known as Cat Stevens have asked American officials to explain why they barred him from entering the country and formally requested his name be removed from a government "no fly" list.

The musician, now a peace activist named Yusuf Islam, was expelled from the United States last week after authorities diverted his London-to-Washington flight to Maine to remove him, saying he was suspected of ties to terrorism.

The Carter-Ruck law firm today said it had asked the US Government to explain why it considered Mr Islam a security risk.

"I remain bewildered by the decision of the US authorities to refuse me entry to the United States," the firm quoted him as saying.

"My solicitors have now made representations to the relevant US authorities and I have asked (British) Foreign Secretary Jack Straw to continue to use his good offices in order to bring this matter to a swift conclusion."

Mr Straw has complained to American officials about their treatment of Mr Islam. uhmmmm

Yusuf Islam, the British singer formerly known as Cat Stevens, was the guest of honour at a Toronto fundraising dinner hosted by an organization that has since been identified by the Canadian government as a "front" for the Palestinian terrorist group Hamas. The Jerusalem Fund is one of four "fronts" named in a secret Privy Council Office memo that was sent to Jean Chretien, then prime minister, on May 23, 2000, discussing what it called groups that "have unsavoury links with terrorism. "In a limited number of cases, fundraising in support of violent foreign struggles takes place in Canada through the cover of ethnic, religious or community-based associations and groups, lobbying and even criminal activity," the report says. "Front groups operating in Canada include the Jerusalem Fund for Human Services (Hamas Front), the World Tamil Movement (Tamil Tigers Front), the Canadian Kurdish Information Network (Kurdistan Workers Party Front) and the Babbar Khalsa (a Sikh extremist front)." Hamas, also known as the Islamic Resistance Movement, is responsible for most of the suicide bombings against Israelis. Canada has outlawed Hamas under federal anti-terrorism legislation, making it illegal to support the group.

The expulsion was criticized by Muslim groups, and Mr. Islam denies any ties to terrorism. "I never knowingly gave any terrorist group money," he said after being deported from Israel in 2000. "I've given to poor people and hospitals. I've helped to buy ambulances in the Holy Land. Obviously quite clear and supportable aims."

But on June 20, 1998, Mr. Islam gave the keynote address at a Jerusalem Fund fundraising dinner held in Toronto. The event was videotaped, and a copy was obtained by the SITE Institute, a U.S. terrorism research organization. The video opens with a scene of Niagara Falls, overlayed with the Jerusalem Fund logo, which features the al-Aqsa Mosque and the maple leaf. It begins with an unidentified man explaining the activities of the Jerusalem Fund, which he describes as "helping the Muslims in Palestine" by financing hospitals, health clinics, families in need and orphans. "Palestine is close to the heart of each and every Muslim. What the Muslims of Palestine have been doing for many years now has been that bright light shining, that hope ... that they are still believers that can raise the banner of jihad in the most difficult of circumstances."

Mr. Islam then begins a 45-minute speech in English in which he says it is "intolerable" for Muslims to "stand and watch" the situation in the Middle East. He describes Jerusalem as the centre of a land that is holy because of its connection to Allah. "So this city which is blessed because of its religious nature. Therefore, what we see today is the result of the departure of religion from this area, of the uprooting of religion. So many of the people of the faith have been exiled from this region, moved on, to make way for what? Strangely and ironically, they moved on in the name of so-called religion, on behalf of ... the Jews. "Of course, that would explain what is happening. Because the moment that religion and religious virtues disappear, there for sure follows trouble, tyranny, oppression," he says. "So what do we see then today? The concoction of a so-called new society based on an old society." He says there could be "no redeemer except Allah. No political concept or construct or treaty or agent except the laws of Allah, which he instructed for this world. Jerusalem is that, the symbol of that. Out of the hands of the righteous then it falls into disrepute and blood.

"Jerusalem, al-Quds, it is a mirror reflecting the reality ... If it is dark, if it is bloody, then so too is the world. Today it reflects injustice of the secular man over the religious man. And how can the secular man be given the control and the sanctuary of the divine place of worship when he doesn't even respect what is holy? How? And how can those of faith allow that to happen? Therefore, peace will not return until we return to the Holy Land."
